Second impression: Safe. For all you Dad's out there, those two are usually at the top of the list. After walking into the main office on a Sunday afternoon, our next two impressions: friendly & brand new! The office gal explained to us how they'd been open a year (explains the clean & new) and this place is designed on a quad living plan. Four bedrooms with private baths and a common kitchen & living room. Units are furnished. Now the bad news: Only one bedroom is available for the fall term and somebody is already interested. However, we were added to the list and advised to check back tomorrow in case that person backed out. Walked out of there telling both my wife & daughter that if the opportunity presents itself: POUNCE! This is the place for our daughter. The next day, we got that opportunity when our daughter got "the call" that the interested person was not going to take the room after all. Woo-hoo! Summer goes by. Our daughter has already Facebooked & connected with her future roommates, two of which are returning (staying over from last year). Everyone seems very nice. Moved our daughter in yesterday and I can't say enough what a pleasant experience this has been. From the moment we first saw this place to driving away yesterday. I feel VERY good, as a father, about where my little girl will be living this upcoming year. I'm even more confident that barring a bad experience with roommates, I don't think she'll ever want to leave!!! So far, so good. Safe to say that at this point: her accommodations for the remainder of her college years are "as good as it gets". However, as a dad and the "bill payer", I'm also docking a star for their $30 a month fee to use my air miles Visa to pay the rent! Take away that astronomical credit card fee and I'll be happy to give this place a full five stars. Some credit card fee is okay, but $30? Ten dollars is about the limit, guys!

I currently have a hole in the outside part of my window leading to mold growth all throughout the window making it translucent and making my room smell like mold (that could also be the mold that comes from the condensation of the cheap thin windows). When I talked to maintenance about this issue they said they would fix it and had put in a work order. While the main maintenance man is extremely kind, hardworking, and communicative, the front office has miscommunicated with me several times about when they are coming to fix my window. Telling me last minute (18 hours) prior they are coming at 9am and asking me move all of my stuff under and around the window. When speaking to the front office manager about this issue she acted as if I was being a nuisance for even asking for an update after no one showed up to do my window. As someone who has been living here for 3 years and has had my rent increase about $300 dollars, I find the way that they handled this completely inappropriate. If you would like to live in apartments with a mold problem and management that miscommunicates for $1,200 a month plus utilities this is the perfect place for you. Not to mention, they have changed the way we pay our rent 3 different times and kicked us all out of our apartment for 12 hours making us pack everything up during midterms in boxes so that they can redo the flooring (which honestly didn't even really need updating compared to other features of these apartments). Overall, living here has been disappointing, and I have really been wishing I moved to another apartment complex in Corvallis. While I know rent options are limited in Corvallis, I truly think it is worth searching for a different place with better management and living standards. 7th street on paper offers a lot of nice services but in reality the utilities barely work and the apartments are covered in mold plus the communication is frustrating. My problem is the can collectors dumpster dive there over and over during the day. They never shut the gate to the enclosure. When it's open so much paper and anything light ends up trashing 10th St., across Western and as far as blocks away. I know the manager does the best he can to keep the gate closed, probably has to close it a dozen times a day. My beef is someone should be sent to pick up the blown out trash littering 10th. Because it's out of your dumpster it's still your trash.

Tasteful, spacious units with large windows and standard modern finishes. Vinyl flooring in kitchen and bathrooms, short-shag carpet elsewhere, acrylic tub/shower inserts, plastic laminate cabinet doors, granite countertops. I took off a star due to lack of towel ring/bar near the bathroom sinks (an inconvenient oversight on the part of the developer?); using AI for a daily fluctuating rent price instead of keeping it at a set price; and finishes and appliances are more standard than luxe. Nevertheless, still highly recommend due to endeavors of staff and crew to keep the place nice, quiet, and tidy.

I called the Union that day and submitted an application. When I called the Union a few days later, they stated that the college student had given it to someone else. I was quite angry and after some back-and-forth I hung up on them. I got a call back about fifteen minutes later and the gentleman I spoke to offered a solution - he had found a different lease for me to take over for the month. It was a great place to stay for the month.

Overall, the apartment was fine. When we moved out it was an entirely different story. Before moving, my husband and I worked very hard for a week cleaning the apartment from floor to ceiling, doing everything on the list. Before we left I called the carpet cleaners to schedule a time to clean the apartment, but they said they preferred to work directly with Park Plaza, instead of the tenant. So I left it at that. I turned in the completed cleaning list and notified the staff that we had not made arrangements with the carpet cleaners, and she acknowledged this and we parted ways. We left feeling confident that we would receive the majority of the $400 deposit back. A few days later they called and said there were two things on the list we had the option to come back and clean, but we were very busy with school and thought two items wouldn't cost us that much to hire a janitor for. A month later we were surprised to receive our bill, a refund of only $285. They had charged us 120 for janitorial cleaning service, but I assumed this was the carpet cleaner. Come another three or so weeks and I received a phone call from Park Plaza telling us that they just received a bill from Diamond Carpets, and that they thought WE had already taken care of it. They were now asking us to reimburse them. I was very confused and reminded them I explicitly told them we had NOT made an arrangement with the cleaners. The office woman didn't seem to remember, and said they will be sending us another bill. Then we asked what the janitorial service fee was for, and she proceeded to tell us we had cleaned nothing and that the apartment had to be completely done over. So the list jumped from two items we could re-clean to suddenly the whole list was not completed. My husband and I were completely flabbergasted. In other words, they effectively lied to us about the state we left the apartment in, and proceeded to charge us for work we "didn't do". Any good memories from our time there have been severely tainted by the dishonesty these landlords have shown. I know without a doubt that we left that apartment in fantastic condition, as we are both very clean people, took excellent care of the place, and did a deep clean before leaving. The audacity to tell us we left everything dirty is beyond me. I am very disappointed in this company, and I hope others haven't been mistreated and cheated as we have. So if you plan to rent, don't count on receiving much of the deposit back and don't worry about cleaning, as they will charge you for a full janitorial service anyway. It's a shame to have to work with such people, because really, the apartment was great. I loved how close it was to OSU and it was conveniently located near everything you need in town. I give the apartment 4 stars for how much I enjoyed living there, but I'm afraid the quality of treatment we received at the end requires it to only be rated 3 stars.

We payed the credit check fee ($150 between the four of us) and applied for the apartment without hassle. We were told that we would here back from them within two days. Ten days later and we still had not heard back from them. We started calling several times a day after not hearing back in the first week and every call went to voicemail. None of those calls were returned. On the tenth day I took off work early and went into the office to speak with them. The lady that was in the office told me that sometimes it takes longer than expected. I told her that I would not put in my 30 day notice for my current apartment until I knew I had somewhere to live. She responded they would not change in move in dates (which was now supposed to be less than two weeks away) and it may be taking so long because we had not put in our 30 days notice yet. Thankfully, I never did that. Within an hour of leaving they called my girlfriend and told her the delays were due to us not putting in hour 30 days notice. I spoke to my current landlord (we are renting from a private owner who is managing the unit herself), who said she gave us a glowing recommendation. The following day I received a phone call saying that we were approved for the unit but, because all four applicants had bad rental histories, the deposit would be $1800 instead of $700. I know this to be untrue because they only asked for contact information for our prior two homes. We are on good standing with our current apartment, and the houses my girlfriend and I lived in before are owned by my aunt, who also gave us a shining review. I responded that I would talk it over and call her back. She said she needs to know within two days then hung up. I spoke to the other couple we were going to be renting with and found out that Rolling Green had called them as well and told them that the reason the deposit would be higher is all four applicants have poor credit. I also know this to be untrue. After hearing that,I checked my credit score to find that I have over a 700 and I make over $50k; which should have been enough to qualify on my own. It is my belief that they did not even run a credit or background check on us (either due to laziness, incompetence, or to pocket the credit check fee) and raised the deposit amount because I came into the office and hassled them. Had the office staff been up to par, I happily would have rented there. The apartments were nice and the location was great. However, with such bad communication and shady dealings, I would never again rent from a complex managed by them nor recommend them to anyone else.

Not sure what they did exactly, as they did not have black eyes nor broken bones, but things improved dramatically. Tenants: Grad students and some undergrads. But also working professionals, families, and some retired folks. Management: Friendly, accommodating, and attentive. Loved them! Maintenance: I had a few minor things that were handled fast within 24 hrs. Amenities: The little work out room is great and under used. Great pool and nice club house too. Apt quality: okay, here's where I think there is the greatest room for improvement. I do think that the units could use updating. They are tired although they try to keep them up. But, that said, having seen several of the other Corvallis apt complexes, Grand Oaks is the nicest with more mature residents. I think Corvallis generally has a supply-demand issue that makes it so that apt complexes don't have to compete as much for tenants. This looks to be changing. Slowly. Deposits: I got my full security and pet deposit back, no hassles and fast. Value: it does seem a bit more expensive but so glad I lived here based on some of the nightmares and annoyances a few of my friends and workmates have dealt with elsewhere.

Second thing I will say is that it is very poorly managed. There are 2 service guys that are expected to do all of the work including mold control, pest control, etc. these are jobs that should have been left to professionals considering the extent of the issues there. We had multiple water leakage issues (both very minor) and it was merely painted over both times, it always ended up coming back through. I would personally choose another place for this price point, there are nicer apartments down the road and closer to the university for the same price, and the staff here (besides the service guys) tend to seem annoyed whenever one calls about a service request. Another issue presented to us when we had first moved in was break ins. We were broken into 2x by somebody that had the key (because they never changed the locks) and I constantly feared for my safety. We got the locks changed after, but the attempted break ins continued for about a week. The pool was closed all year, not because of COVID but because Benton county health shut it down. Cars would be parked in spots for Months and management never did anything about it. Mind you there is little to no parking here as is. The place was so smoke damaged when we moved in we could wipe tar off of our windows. This place was a nightmare at times, but sometimes bearable- that being said, there are better places for this price point.
