Cars that are reserved are often not waiting for you upon arrival, and sometimes never arrive at all. Getting through over the phone is similarly difficult. Ive tried renting here twice. The first time I had to leave after waiting 90 minutes in line before being told my vehicle wasnt here, the second visit took a full hour to get through a 3-person line. If you're renting on an off-hour during the week, the convinient location makes returns easier than a trip to the airport, however if picking up, especially on a Sunday or the day after a holiday, skip the line and pick up at the airport - you will save yourself time and grief.

Extremely frustrating experience -- credit card charges with no documentation months after rental…read more This is a follow up to a previous review to reflect new, fraudulent charges. I rented a car from the Budget/Avis location in Beachwood for 9 days in July. When I returned the car, I was told to simply leave the keys on the counter and go. The car had a full tank of gas and was in good condition. No inspection was performed and no damage or cleaning issue was mentioned. Four days later, I was charged an additional $207 in miscellaneous fees. When I called, I was told it was actually a $250 cleaning fee. There were no photos or documentation to support this at that time. I disputed the charge and was promised a manager would contact me, but no one ever did. Several weeks later, they charged another $250 to my card. Customer service initially told me this was a cleaning fee. Now, they suddenly had pictures allegedly showing grass in the car. After I disputed that explanation, the second charge was refunded. They refused to take my credit card out of their system, so I cancelled it to prevent further fraudulent charges. Then, on September 12, I received a $790 invoice for alleged vehicle damage. No photographs, inspection report, repair estimate, or other documentation was provided. When I called customer service, the representative told me she could find no record of damage in my file other than the invoice itself. I have repeatedly tried to resolve this directly with Avis/Budget and have been repeatedly told someone would contact me, but I have received no meaningful follow-up. The amount of time and energy that has been spent disputing these charges is ridiculous. I have lodged a formal complaint with the Better Business Bureau. Based on my experience, I do NOT recommend Avis Rental Cars, particularly this location.

DO NOT -- I REPEAT, DO NOT -- RENT FROM THE BUDGET/AVIS LOCATION ON LEE ROAD IN SHAKER HEIGHTS…read more This was hands down the worst rental experience I've ever had -- and I've rented cars all over the country. This location is a filthy, disorganized, and unprofessional disgrace to the Budget brand and should be investigated, if not outright shut down. The office smelled like a mixture of Black & Mild cigars and stale air, and the carpet and interior were coated in dust and grime. I had prepaid for my rental and was given a car that was completely saturated with the stench of cigarette smoke -- so strong that both my clothes and my daughter's clothes smelled after just one ride. These are supposed to be non-smoking vehicles, but clearly, this location doesn't enforce that policy. I called immediately to report the issue and was told to return the next day for an exchange. When I arrived, I was met by Presha, who claimed to be the manager. She told me she only had two cars available and that they were being held until 5 p.m. for other renters. If they didn't show up, I could maybe get one. If they did, I would have to drive myself to the airport to exchange the car. She refused to offer a refund, a gas credit, or any kind of apology or compensation for the inconvenience and health hazard. I asked if she could at least call the airport location to explain the situation ahead of time so I wouldn't have to wait in line and re-explain everything. Her response? That Budget employees aren't allowed to call other locations directly. That sounded suspicious , and I was right. When I finally got to the Cleveland Hopkins Airport Budget counter, I was helped by a professional and apologetic manager who immediately confirmed that Presha was not telling the truth. She explained that if Presha was truly a manager, she absolutely had the capability and authority to call another manager at a different location to assist with a customer issue. So either Presha lied outright or she is woefully unqualified for her position. Either way, it's unacceptable. To make matters worse, I am immunocompromised, so being forced to use a car that reeked of smoke is more than an inconvenience -- it's a serious health risk. Budget's complete lack of concern or accountability is outrageous. Thankfully, the airport team was everything the Shaker Heights team was not: professional, kind, and capable. But the damage was done. I will be filing a formal complaint with corporate and encouraging everyone I know to steer far away from this location. This Budget office on Lee Road in Shaker Heights is a joke -- dirty, dishonest, and completely unfit to be serving the public. DO NOT WASTE YOUR TIME, MONEY, OR ENERGY HERE. DO NOT TRUST THIS LOCATION. AND DO NOT BELIEVE A WORD PRESHA TELLS YOU. This experience has soured me completely. I will never rent from Budget or Avis again.

The crazy thing is that there's no phone service, like zero bars, inside the store AND they don't have WiFi, so if you need to log into your accounts - tough $h!t. Once I downloaded a pdf of my phone bill (which was the most current PDF, but had a charge for a phone that was later returned as a trade in), they couldn't accept that because it had a balance. So then I paid my phone bill and showed them in the app that there was now a zero balance due. Well, THAT wasn't good enough and I guess I need to wait a month for my next pdf bill to verify my address? ridiculous. The funny thing is that last time I rented a car at that same store by simply logging into my gas account and phone account and showing them that they were my accounts with the correct address. It all ended with one dude saying he'd do it "just this once", then the manager saying they won't do it, and proceeding to explain to me how phone bills work. Bunch of clowns. I then went to leave with my family about an hour after that and the "maintenance required" notification came back on. I then called them back and a young lady answered this time. She told me they had a Mitsubishi outlander for me. I said that was fine. When I arrived Abby showed me a Chevy Equinox. At this point I was beyond upset and just took the car. My trip had already been delayed because of this. During the ride I complained about the cleanliness of the vehicle and even stopped to try and clean it my self. For the most part the car was parked during the trip and we secured other transportation as it did not seem to drive well.
