They help low income home owners with home projects, with a grant and and/or loan. The funds are CA state and Federal. I asked for the program rules but Johanna and April said they can't share the rules with me. My wife found the rules in a PDF on their website. But they don't follow those rules. They asked my mother in law to authorize me as her spokeperson using a notary public letter, she did, but they disregarded her request. They tried to have my mother in law sign for testing services which they said were provided, but aren't required (per the program rules), nor were they performed. Their program rules says they should share the approved contractor list with the homeowner, but they refuse - if they did, one could work with the contractors directly. The contractors they select give quotes higher than market prices. They didn't like when I negotiated with the contractors, but they also don't negotiate. Negotiating is not forbidden in their program rules, which again, they don't follow. This NPHS program is very fishy and shady, and they're not following their own rules. Having someone sign for services not performed is ILLEGAL for both CA state and Federal funds. The City of Riverside should consider contracting with a more professional company to administer their program. read more
