I have a non-standard rental unit (a rear cottage behind my house, same address, shared utilities.) These used to be called Mother-In-Law cottages & nowadays they are called ADU's. The cottage was empty & I was looking for a Property Management Company. Small cottages are not managed by large Property Management Companies. I called around & found Matt at Hayward Property Management! From the very beginning Matt was interactive & he was so easy to work with. Matt explained the new to me rental screening process, scheduling video viewing appointments, installing a lockbox. Matt is a Full Service Property Manager! Matt posts the rentals on multiple sites, he screens the applicants, he handles the rental screening applications & he keeps you updated along the way. When the new tenants are screened & recommended by Matt. Matt takes care of the 1 year lease & a pre-move in walk-through with the new tenants. I would rate Matt 5 Stars X 1000!! I will gladly be a reference for any perspective or new clients!

When we wanted to look at the property they told us we had to come get the key from their office and walk ourselves around. When we went to the property we found it to be filthy and found a lot of damage to walls, carpets, lights and appliances. There was mold in the refrigerator and freezer, all of the bathtubs and showers had thick brown scum built up on the pans and the glass. When we brought the key back we mentioned all the issues to them and were told that "they did not have a chance to get anyone in after the last tenants to clean or make repairs" but assured us it would be taken care of before the next tenant takes possession. They also told us that the interior was going to be repainted. With that information we decided to move forward with renting from them. We completed the applications, gave our deposit, they gave us a move in date and we thought it was going to all go smoothly. We had just sold our home and was waiting to decide what our next move was and needed to be out within a month. The day arrives for us to pick up the key to the property and we found that not only had the interior not been painted, but all the issues we found when we did our walkthrough had not been addressed. It was still filthy, broken items, holes in the walls. We went through and took photos and inventoried everything and sent it to their offices and stated that they either needed to fix these issues as we were not going to be held responsible for it, or cancel our contract and give us our money back. They never did give us an explanation as to why it still wasn't clean after giving us the key and we signed the papers, they acted like it was no big deal. At that point we had no choice as we could not find any other place that last of a minute so had to stay with it. They finally sent over a painter and a crew to clean the home, we had to wait almost a month before we could take possession. When we finally did, we found that many of the items we pointed out still had not been addressed. The light fixture above the kitchen island was still hanging by a thread, after the painters left a couple of the blinds were now broken and there was human feces and urine stains on the toilets. It was gross!!! I really feel like they never did send anyone from their office over to do any walkthrough of the property at all. During our time there, whenever we had a maintenance issue, we would submit a ticket for assistance and the very first remark from them was always "If we send someone out and find that the issue is caused by the tenant then you are responsible". Yes, of course we understand that, especially because that was their standard response followed by absolutely no follow up. We had to constantly call, email or use the portal to get them to follow through. We were prepared each time something went wrong that if it was on our part we would pay for it, but there is no reason to automatically assume each and every time that it was on the tenant. We treated that home with respect, we lived there so why would we purposely try to damage/break things? At one point we went almost a week with no hot water and fault of our own. The garage door would not fully close and we had to wait a year for the opener to stop working all together before they knew it was not on us. Then another month for them to replace the broken opener. We couldn't park our car in the garage for over a month or access it unless through the home only. We were told upon move in that they do onsite checks, but never once did they come to the home. They just collect the rent and crossed their fingers that nothing happens to the property. Even after we moved out, we kept asking about our deposit and on the 21st day they finally told us it was on the homeowner now to return it. After speaking to the homeowner, we learned that APM did not share our issues upon move in so the homeowner was going to deduct from our deposit all of the issues that were not addressed before our move in our while we lived there that we reported and APM did not handle. We shared all of the photos and the email exchanges and only after that did the homeowner agree to give us all of our deposit back. If I had not asked about it, I am sure they would never had told us to work with the homeowner directly. I attached just some of the photos we took after they gave us the keys and assured us that they had it cleaned.

However, after meeting him and discussing it further, it was not an issue at all and we never had any further disagreements. Jennifer never entered my apartment without significant notice (she always gave more notice than legally required and was flexible about what time she came so it worked with my schedule) and only came by when absolutely necessary. She was never overbearing and trusted me after it became clear that I wasn't trashing the place. I was required to have the carpet professionally cleaned on move out and elected to hire a professional house cleaner as well at her recommendation. The final move out inspection went really smoothly and I received my deposit back within a few weeks. She was always very responsive to text and call and never unpleasant to deal with. When the owners of my apartment planned to sell and not renew my lease, Jennifer offered to help me find a new place and to put me in contact with similar rentals. The only con of working with Jennifer is her handyman is genuinely the worst handyman I've ever had. He is very polite, no doubt about that, and a very kind man. However, every single fix that he did to the apartment was purely abysmal. Some things he just never fixed, like when I asked him to fix the doorbell he just took it and never brought it back. I asked him to fix the screen door because it didn't close all the way and he "fixed" it, causing the door to have a several inch gap between the door and the frame when closed. Sometimes he would claim things were just not fixable when they clearly were and I had to do those things myself, like screwing in the dishwasher bracket so it didn't jump out from its nook every time I ran it or increasing the water flow to the toilet so it didn't take three minutes of holding down the handle to flush. All that being said, I was Jennifer's tenant for two years and she was really quite lovely to work with. As a woman it's nice to have a woman as your property manager and she was a good advocate on my behalf when the HOA came for me after mistaking me for another tenant who had broken HOA rules.

We sent letter from our bank explaining what had occurred to the owner - along with email stating eviction notice hadn't been filled in properly and was invalid. A week later Franny called with an approval and we also received an email confirmation. I mentioned I would be applying for Homeless Assistance through Contra Costa County, and they were obviously depending on it more than myself. This was my first time navigating permanent assistance, so I had questions. I asked if it was possible to separate the lease, I was informed the next day by Franny after checking with her broker they can't proceed with that & I was ok with that, as they still proceeded to go through with everything relying on the permanent assistance! Eventually, I found out the county was able to proceed with both of us on the lease, which was even better! Unfortunately, due to delays with my caseworker which I made a complaint on while trying to reach her for a week which I feel she was ignoring me on purpose because my case was switching to Alameda County July 1st which I just think she didn't want to do any paperwork for my assistance! After finding out I was denied assistance due to accepting a new job with the City of Oakland, my offer letter wasn't good enough & they wanted paystubs even though my worker told me I can. I told them it takes at least 3 weeks for the process & was waiting for my employee Id number Proof wasn't enough, unfortunately they wont pay more than 80% of your income. The moment Franny found out the county couldn't pay, she ghosted me. I emailed Franny the same day I was denied no response so I called the next day. Still, I offered to pay the entire deposit and rent out of pocket for the unit to the property management and even let them know I could bring the full payment the same or next day & move in on the 7th no later than the 15th! My partner makes 3.5-4x the rent, and I have additional self-employment income. Eventually, I was told they weren't moving forward with my application I was ultimately told the owner didn't want to deal with it I truly didn't understand and the reasons kept changing First, it was because originally planned to move in on the first Then, it was the "inconveniences with the county" (even though I was pushing the process myself) Then it was allegedly "fraud" because I asked about separating leases, which was an honest question, not a demand although after they still proceeded to ask and move forward with me! She said it seemed as if I was unreliable! Like huh? Then after I mentioned a fair housing complaint Franny stated the county thinks something is up with you too" A completely inappropriate comment that made me wonder if my confidential information was being shared improperly or if I was being retaliated against. I never received a written notice explaining why we were denied, even after asking twice. This experience delayed my family by two critical weeks, and based on how it unfolded, I strongly suspect source of income discrimination. We were transparent, financially qualified, ready to pay, and had solid rental history but none of it mattered at this point after they realized the county wouldn't be footing the bill. Which makes me realize I don't think they even did any job/ or rental history verifications! If you're a working person trying to get stable housing or using assistance in any way, be cautious. Based on my research, this is not a unique experience. It's common for people using public assistance to be treated as less-than even when they're offering to pay everything themselves. I'm filing a formal complaint with Fair Housing, and I'll continue to speak up not just for myself but for anyone who's ever been quietly discriminated against and made to feel like they are the problem. We deserve better.
