Pressed for time, we attempted to order a second round of cocktails using what I believed was a universally understood gesture--a simple wave. After seven ignored waves, I resorted to a polite, "Excuse me, could you please come over?" She responded with such reluctance, as if she was a guest instead of being on duty.
