Since then, the restaurant has changed names and hands several times, and I keep going back each time to try it. The last time we were there was a couple of years ago. We went for dim sum and were disappointed. Recently, people have been raving about the dim sum under the new ownership, so we went today after church to give it another try. It was jam packed. And after a 15-20 minute wait, we got a table. The restaurant had a crowd, so service was fast and furious. The table we got had spilled tea and the server simply sopped up the tea, using napkins and wiping the entire table with that pile of napkins, and then seated us. (What? No spray or fresh wipe?) We were hungry, sat, and grabbed a few of our favorite items from the rolling carts. We would give the dim sum a solid 7 out of 10, although we thought the rice paper wrapping on some of the items is a bit thicker than we like. Things like the sticky rice, which usually has chopped chicken, pork, shrimp, and Chinese sausage, basically had chopped meat and a little bit of sausage. The football-shaped fried taro dumplings were crispy and tasty but we did not like the filling. The rolling carts give the experience a more authentic feel. I would add a half star for the ambience and freshness of the food. So, 3.5 stars. (Yelp doesn't allow half stars.) However, we have a favorite dim sum restaurant in Pembroke Pines and would rather drive all the way there from Plantation to enjoy a 5-star dim sum experience.

I ordered mine to go, and I have to mention their packaging because I don't know WHAT kind of magic they're doing with these containers, but my food is always still super hot after the 10-minute drive home. Not warm--HOT, like it just came off the stove. I definitely appreciate that with takeout. While I was waiting for my order, I also took some time to admire the many awards displayed throughout the restaurant. Rainbow Palace is clearly an award-winning restaurant, and judging by that collection, they've been collecting accolades for YEARS! The Crispy Steak does cost a pretty penny, so this isn't exactly your inexpensive neighborhood Chinese takeout. But the quality of the ingredients, preparation and portion definitely feel a step above your typical takeout spot. My meal cost $62.96, but the food quality and the owner's response were completely unacceptable. The waitress recommended the stir-fried conch ($34.99). It was tasteless and so chewy that it felt like eating rubber bands. The green vegetables served with it were extremely tough and almost impossible to chew. I explained the problem to the owner. To my surprise, he admitted that he already knew about it. I asked him why he would continue serving a dish that he knew had a problem and could barely be eaten. He simply smiled. When I mentioned this, the owner told me that I could not compare his food with food in Hong Kong. I was not expecting the highest Hong Kong standards--I was simply expecting basic quality from a Chinese restaurant. The final dish, steamed vegetables with oyster sauce, was badly overcooked. The owner said that he had taken over the restaurant about a month ago, although Toa Toa has been here for several years.
