The new manager of the Mobile Home Park is really terrible and the long term residents dislike him and told me to watch out for him. He followed me in his golf cart and confronted me in front of a resident. She was scared for me. He raised his voice at me. He got aggressive when I wouldn't tell him my name. I had to turn around because the street was a dead end and he blocks my car with his body so I have no way to leave the park. He stands there smoking a cigarette that he just lit. Walks up to my car and asks what my name is. I know that the park has a 15 mph speed limit sign posted. I told him it was wrong for him to get aggressive, scare the old lady, confront me, follow me, block my car, smoke anywhere near me because I don't want second hand smoke. Why would he be smoking on the job while in "pursuit" of a delivery driver that he is harassing? One star! Terrible experience! The owners of Investment Property Group (IPG) buy up these affordable communities to drive Grandma and Grandpa out of their homes by gouging residents with unlawful rent and utility increases. (NOTE: IPG has several lawsuits in several states concerning gouging issues) Most (on fixed incomes) are forced to pay the rent increases and utilities ... or sell. Over twenty-plus homes are currently for sale in our community. A percentage of those are being sold because Grandma and Grandpa cannot afford their once-affordable retirement homes. However, homes are not selling due to IPG (suspiciously) charging a storage fee on vacant homes, which raises the land rent to a ridiculous price that most seniors cannot afford, so these homes remain empty. The homes affected are forty-plus years old. Empty homes are not a burden for IPG as they still receive their monthly rent from the owner (if still alive) or family members until the home is sold. Additionally, they are seeking a sixteen percent increase in plot rents from those of us covered under a Rent Control Ordinance to pay for their infrastructure repairs, et al, which is solely their responsibility as landowners. Most agree that these costs are not the responsibility of the residents. The park was purchased by IPG in 2016, knowing that their investment was an aged Mobilehome park. Thus, the wear and tear associated with a Mobilehome park are inherited. The park continues to suffer maintenance issues, which have gone unrepaired since the company took over. [They] tried to make us pay for road repaving and/or resurfacing. We voted that down. I love where I live and care about my neighbors. Sadly, the owners are in it for the money and show no empathy for the elderly in the park. Some residents are on fixed income, many are disabled, and sadly, a few have onset dementia. I have lived here for 12 years after IPG took over in 2016, it was fine for about 2 years or so, but soon after that IPG wanted us to pay for roads we voted no, one reason is the parks infrastructure is 40 -50 years old and the Park has a history of water leaks that is very well known. we have had 3 park managers since IPG has taken over , they have all been very nice and understanding , but at the same time they are very limited in decisions they can make as a manager without upper management approval, sometimes I feel they get to much pressure from upper management but of course I could be wrong, then a new water company took over in 2023, then our water bills didn't make since to us, we contacted the water company and they only provide the water here , the pipes are IPG responciblity , we feel there maybe underground water leaks as we found one that may have been going on for two to 3 years before it surfaced. were hoping IPG will hire someone to check or simply let us hire some one ourselves don't have that answer yet. but you can really never budget for your water bills as it has varied widely and we don't have meters only the new 500 developement has them.IPG has also implemented what is called a storage agreement that can effect the sale of your home , I ask them what month day and year this went into effect , they would not tell me. I think there is a proccess there supposed to go through to notifie residents of any rule changes in Sacramento callled HCD, other wise they could change rules and regulations every day. new developement 500 section, homes bought there have had many problems from flooding , water heaters being replaced, high water pressure, walls cracking, just to name a few things, you need to do your home work before you buy a home here talk to residents, they have also put GORILLA HAIR Mulch around the new homes in the 500 section this stuff is flamable look it up or ask you local fireman and see if it is being applied correcty up againt homes. this could effect your insurance or even be canceled we live in a high fire zone area. also rememebr the roads I told you about in November 2024 they paved over them but did not charge us, now trying to increase our rent again 16.8 percent as for IPG you might want to look this up it's public record. My mom has lived at Mill Villa Estates since 1999. It's a very scenic MHP nestled in the foothills of the Sierra Nevada's. The park is very clean, quiet and full of amenities. Management is friendly, approachable and frequently throws little get-togethers for the residents. I would recommend it for active seniors to enjoy. read more

I wrote a review and have to laugh when IPG said they woud be happy to meet with me, their door is always open. Open? Sure, maybe, but when I ask for help with the maintenance on THEIR yard( I pay rent to have my mobile home onn THEIR land) They give me the run-around telling me they will get back to me. They're probably hoping I'll die befor they have to fullfil their obligations as landlord and maintain their property. They say their door is open...to what threaten and try to intimidate me about paying for THEIR roads? Roads they have torn up during the construction of putting new mobile homes on THEIR property. I see some people have written reviews here giving good ratings.These people must be friends or relatives of emloyees or owners or stock holders of IPG because they certainly don't live here and give such great ratings. I like it here don't get me wrong but why, at my age( a senior) why do I have to fight with landlords? Why do any residents of Mill Villa estates have to fight for what is right ? I'll pay for anything I know or feel I should pay but when I'm threatened by IPG it kind of tells me something.Now they want us to fill in a ballot--YES or --NO- increasing our rent by $8.67 from 1922-1937 at which time THEY say they will remove the $8.67 from our rent bill. Now tell me, does this seem legal nor right to any of you? Why do we have to pay for this type of maintenance When id doesn't benefit us in ay way BUT does benefit IPG by improving THEIR park so THEY can sell new mobile homes And make the park look nicer. It's up to THEM to maintain the roads so we don't trip and fall. I'm one of the younger seniors who live in this park.I'v lived here since the late 90s and I know for a fact these roads have not been replaced in all those years. They've only been repaired( and had a lousy job at that) The water pipes haven't been replaced either( while I'm on the subject) One or more pipes break at least once a month and the water is turned off to our mobile homes or an entire day( or more at times) What next? Will IPG expect us to pay for new water pipes? Think about it. We own our mobile-homes. We pay a monthly rent on land our mobile sits on. Now IPG wants us to pay for something that has nothing whatsoever to do with us. They've torn up the streets with their big-rigs and trying to pass the cost on to us. Come on folks, as I said PLEASE if you're thinking of moving here talk to some of the neighbors. BTW, just a little side advice. The rent in the new mobile homes start at $990 Per month. Are you willing or able to pay for THEIR maintenance. They say new owners are exempt from the $8.67 per month but that's only for the roads .wait, I promise you, they're try to have new owners pay fr ther maintenance costs. Mill Villa Estates is located below the snow line, many stores as well as Doctors close by, a quiet 55 and older community, that has a club house is used for community dinners as well as other activities, has a nice pool for the summer heat it also has a nice spa to relax as well as a room to play pool and a library. the grounds are well kept, roads are ok but could use a little work in some areas, there are many activities here that go on for the people that live here, the homes seem to be kept up for the most part, the rents are reasonable some are under a lease some are under Tuolumne County rent control you have to ask if your thinking about buying here, there is also a home owners Association you can join if you wish, the park has a new owners now and with that came a new Manager Shelley Hoskins i have been able to speak to her many times and i find her kind and understanding she has been very easy to speak with and available and tries to resolve any concerns you may have in a timely matter. so if your looking for a very nice park in Tuolumne county i think this would be the one that needs to be considered based on the above. read more
