Marion Eye Center & Optical in Salem, IL is refusing to provide me with my own patient records. Upon request, they even hung up on me twice because when they lied and said that they are not allowed to fax records to me, I asked them to say that on a recorded line.
HIPAA (specifically 45 C.F.R. § 164.524) gives patients (me) the right to access and obtain copies of my own records - including from optometrists - in the form or format that I request (if it is readily producible in that format). I asked for it to be either faxed or emailed to me and said I'm happy to sign any records release necessary.
I was hung up on twice and told by Sandy that they refuse to release that information to anyone but another clinic.
This a violation of my rights and a violation of law. I will be filing a complaint with U.S. HHS as well as with the Office of Health Care Regulation at the Illinois Department of Public Health.
I recommend the optometrist in charge educate the staff on the code of federal regulations:

Finally, before posting this review I called them back
