This is the 2nd letter that I sent to them. The first one sent was ignored.

Attention le gérant de restaurant:
This is my 2nd message. The 1st one was sent Tuesday June 23rd.
I would hope that this one will get a reply.
On June 8th, I dined with a friend. We were seated at Table 1. Our server was Cecile. Note No 258 118.
The total bill was 121 Euros. Clearly stated at the bottom per my instructions was PRIX PAR PERSONNE 60,50 EUROS.
However, I was charged 68,50 euros at 20:43:09 on my Visa.
There are several other numbers on the receipt. If you reply to this message, I can send you copies of both receipts.
In addition to this flagrant and unauthorized inflation of my bill, Cecile's initial encounter and reception was incredibly rude. She rather briskly approached our table in a very rushed manner. Whatever she said, (she was speaking too quickly for me to understand) I replied in English. Because I was so startled by her manner, I may have omitted Bonjour before the rest of my response which I honestly don't remember. What I do remember was her equally abrupt turning on her heels and stomping off. My dining partner & I were flabbergasted.
Moments later, a man appears to take our order. No apologies, no explanations.
At some point Cecile reappears as our server. Again no apologies, no explanations.
At first we thought that she didn't speak English, but it was clear that was not the case as the meal progressed.
In my 50+ years of traveling to nearly every region in your country and hundreds of meals in bistrots, brasseries, cafés and Michelin starred restaurants, I have never encountered such unwarranted rude behavior.
Your lack of a reply to my first email speaks volumes. The message being that you condone this kind of conduct.
There are many qualities that I admire in the French. Your politesse ranks at the top of my list.
The question remains how you intend to reimburse me.
