That is absolutely their right but they might want to mention that on the website. I read it to see what I needed. I said, "Thanks - I'll take this somewhere else as it's 85 degrees out and I can't leave him in the car." She said nothing. I took the dog and went to Wiggins Auto Tags two minutes down the street. No problem with crated dog. They notarized the letter for $5 and offered me a free copy for my files. I'm not someone who takes a dog into restaurants or libraries or anywhere else that might be problematic but why wouldn't you mention the "no dog" policy somewhere as a courtesy.

They told me I had to title a boat which was smaller than the state minimum for titles, so I said I didn't want that. They said I had to. I showed them the pa.gov website with the legal criteria, and these two both started at it for several minutes, and then asked me to send them a screenshot. Are you kidding me? They're supposed to know that stuff intimately...it's at the heart of their business! As a consumer, I'd advise anyone to do their own research first because if you take their word for it, you're likely to get burned. REPLYING TO HIS RESPONSE: I went to the Fish and Boat Commission in Harrisburg and they did the registration and did not try to compel me to get a title, unlike ASC. I was in and out in ten minutes AND did not pay a service fee. Hope this was a learning experience for you!
