As the guarantor, I have gambled with that loss by giving Cascades ANOTHER $1,100.00 in hopes that I get my money back in 90 days. (Kettler) unlawfully refused to accept housing vouchers at its D.C. residential apartment properties, including the Rise at Temple Courts, Lotus Square, Solstice, Park Kennedy, Union Heights, and Dock 79. The ERC alleges that Kettler's conduct constitutes unlawful housing discrimination in violation of the D.C. Human Rights Act (DCHRA) and the D.C. Consumer Protection Procedures Act (DCCPPA). To try and mitigate the harm that Kettler's alleged ongoing violations caused, the ERC diverted significant time and resources to conduct education and outreach to housing voucher holders, local service providers, ERC members, and the general public. The ERC also assisted two voucher holders in bringing complaints against Kettler with the D.C. Office of Human Rights. In one particularly egregious instance cited in the complaint, a voucher holder was able to obtain a unit at a Kettler managed property -- Lotus Square -- only after the ERC advocated on her behalf. I moved into Waverly Place, in North Charleston South Carolina, mid May of 2023. It has been the worst place I have EVER rented. Application and move in process were painful. (Had to extend my lease at my old apartment to make sure I had a roof over my head when they finally settled on a move in date.) The communication and lack of "care" at Waverly have been very frustrating to say the least. Work orders are closed that haven't be fixed, or in my experience, addressed at all. I have filled out 5 work orders about a leaking roof/wall over a 6 month period, with pictures included, the first three, September 11, September 17, and January 9th, were all closed, leading me to believe the roof had been patched. Yet the issue continued. I filled out work orders on March 1st and 12th for the leak, and again, included pictures. You can see how much the damage has spread in 6th months. Still no response, I started to review Landlord Tenant Laws in SC. The evening of Thursday March 14th I sent an email to the "info@kettler" address, because that was the only email address I could find, as well as my property manager. I received no response Friday morning. Friday early afternoon I forwarded the email the the assistant property manager and the general email address of the complex. Still nothing. I called on my way home from work and was informed the property manager was on vacation and would be back Monday. I left the issue alone until the end of the day Monday the 18th. When I still have no calls or emails from either party, I called Kettler around 4:30 pm. No one picked up... I left a voicemail explaining my issue. Tuesday March 19th, I decided I was going to get answers one way or the other and I brought my work laptop with me to work in the club house until the property manager addressed me and the issue. She did talk to me and came over to see the state of the wall and roof. She said she would call the roofers and then call me by end of business with an update. No call ever came. In her defense, this was around 2:30-3:00 so she very well may have called. But after feeling ignored for months, a call just to say I called and have no answers yet, would have been better than no call at all. I called yesterday on my lunch to ask for an update. I was told she is in meetings but the woman I spoke with said she would try and figure out what was going on, which I appreciate. She, and the property manager, both seem kind, and seem like they want to help. I truly hope they can help make this place better, but I will NOT be renewing. My issue with Kettler is why did my pleas via email and voicemail go unanswered? Shelby Parks, Leasing Consultant, provided me with exceptional, professional customer service. I applied for an apartment at the Fairmont South Lake community in Bowie, MD. My initial experience with another employee was very frustrating. The RentGrow software used by many management companies does not take irregularities into account. Ms Parks reviewed the numerous supporting documents I provided and had my paperwork reviewed by a corporate staff member. Ms Parks was competent, understanding, and thorough. This is a new community, and I am hopeful it will be staffed with individuals having the skills displayed by Ms Parks. Having been a stakeholder in an apartment venture many years ago, I am familiar with the challenges faced by landlords and tenants. Apartment management is difficult. Qualified staff can be hard to find and retain. Ms Parks works for the main office. Beware before signing a lease with this management group! I currently live at Brookland Press Apartments located in Washington DC newly opened in Summer 2017. Since moving in I have had so many bad experiences and have seen virtually all of the staff turnover. In addition, I continue to experience maintenance, building and management lapses. Specifically, below is a list of the issues I've encountered & some still experiencing: Billing: The move-in prorate was calculated and invoiced incorrectly. Billed for approximately six months of metered water/sewer charges at once. Additionally, that original invoice included the incorrect amount. Until the recent Assistant Property Manager hiring the resident portal never showed an accurate charge balance. We Frequently aren't given any notice regarding building wide construction/repairs.Regarding notice, we caught construction crews literally moving our furniture and entering our patio without permission or notice. Caught construction crew cutting decor lighting from my patio without permission or notice. The electricity has been cut off during working hours (I work from home) without prior notice. Often with communicating with the concierge, they seem to not be aware of building construction going on that causes loud noise or inconveniences to resident spaces. While packages are logged into a paper system we frequently don't receive the email notices until days later. When we receive email they often times include other unit's contact information. When we ask why we weren't notified, it is frequently explained that new staff were helping out and hadn't sent emails. The building has been under constant repair for the term of time I have lived here.The dog park washes on to the side-walk upon every rain and the area is thoroughly waterlogged. Floor tiles in the gym have only now been repaired after periodically coming up since move in. It was never explained that parking would be a valet system upon our move-in. The garage is so full its a daily occurrence to have to wait on valet to move cars to either park or leave the apartment building.The guest/public restrooms near the gym have been out of service for leaks periodically. The unit above us is extremely loud and frequently sounds like a bowling alley. Elevators frequently have a terrible smell and the floor tiles are filthy. When these tiles are cleaned it exacerbates the smell even worse until the floors are dry. Building leak repairs have included air-circulators that have blown loudly outside our unit after hours for days on end.The unit adjacent to me flooded and the resulting water entered my space and items needed repair. As a resident living here for a year its been awful. I have spoke to countless Kettler staff (when they actually give you a call back) including the Regional Manager. So, I've lived in a Kettler managed building for 3 years. In addition, I live in an IZ unit. This means that I had to live within a certain income unit in order to rent my apartment. When I first started my lease, I lived within this income bracket. Starting in January of 2018, the Bowser Administration finalized the law and allowed current residents to renew their lease at a higher income. The max income for IZ lease renewal is now 140% of the maximum income for IZ units. I live within this income range. Despite knowing the law Kettler still attempted to push me out of my unit. I had to look up the law and send it to them, because their compliance department actively tried to violate the law. I've already contacted DC Housing, because they are that awful. Their behavior is discriminatory and they don't deserve to manage property in DC. read more

I've lived on a Kettler property since 2017. The Fields of Lorton is a lovely site with an Awesome office staff and maintenance team. The schools are very close by as are lots of restaurants and shopping. In addition, there's the Inova Lorton Healthplex which includes an Emergency Room as well as numerous medical office centers, and business parks sprinkled throughout Lorton. The new local firehouse is almost finished. In addition, our local library and community center are being expanded to include a full size basketball court, Senior Center, and more. Lorton is also home to the South County Little League Fields. An awesome perk to living here in The Fields of Lorton is being so close to Mason Neck State Park. Lorton is the gateway to the new National Army Museum as well as Ft. Belvoir, NGA, and historical venues like Mount Vernon. There's easy access to I-95 and Richmond Hwy. Fairfax County recently announced Lorton may become home to the longest indoor ski slope in North America and one of the longest in the world. I am writing this email because I have expressed numerous times about the continued noise coming from the unit above me. To date, this tenant continues to become excessively loud as soon as quiet hours begin. The man that lives above steps ridiculously loud every single evening. Without fail it can be noted that he moves throughout the apartment unit stomping, dropping items, stepping loud, slamming doors, moving furniture around. This disturbance begins roughly at 10:30 pm until about 1:45 am. It happens randomly throughout that timestamp. I have jotted down numerous times when he is stepping so loud in the bedroom which is directly above my head. He continues to wake me up each night that I have decided since mid-November to sleep on my couch to avoid having my sleep interrupted during the evening. I am taking sleep pills; I wear earplugs and nothing is working. I have even started leaving my bathroom fan/light on at night to add some extra white noise. As a resident of Montgomery County - there are clear and very direct laws about this type of violation. I have documented each noise incident. Reported numerous times to the property manager, called the receptionists multiple times, recorded sound bites and nothing has been done to help me with a noise solution. Since no one has offered any solution it leaves me no choice but to bring my complaint to Montgomery County Police. If you can imagine using noise machines and the fan in the bathroom will cause my Pepco bill to be increasingly high as I continue to my own find some buffer between my unit and the incompetent tenant living above me. I am extremely disappointed that I constantly need to follow-up just to hear "nothing can be done." This persistent noise is not only bothersome but is causing me to have physical stress. The noise continues to occur during the building's ``quiet hours" which ultimately is a violation of the lease. Montgomery County promotes that all tenants have a right to rest and experience a pleasant environment. A noise disturbance under this law classifies that any noise that is unpleasant, loud, and abnormal- which I would consider the hours of 12:00 am 1:45 am is considered abnormal and utterly irresponsible especially when someone lives below. It is illegal in Montgomery County to cause a noise disturbance. While I am completely aware that I have chosen to live in an apartment building and to live closely amongst the other tenants in this building. However, at what cost - my sanity? I am requesting that someone from Kettler Management look into this issue and help me find a solution to this ongoing issue since July. I shouldn't have to consider leaving my apartment, give up having access to a balcony, or being on the second floor - not when I am not the one causing distress to anyone. Something must be done, and the tenant needs to be held accountable. If I don't hear back from Kettler Management I will file a two-party lawsuit and already have multiple witnesses who can confirm that the unit above is causing much distress, disturbing my peace, and ultimately violating the lease. read more

The community looks like a trash can, trash every where, dead animals on the trash area, and you have to step over it to drop your trash. It doesn't look good, or hygienic! I am trying to figure out how to upload the pictures. No matter what happens to the apartment, it is always the tenants fault! they don't fix anything, they don't respond to phone calls. Don't Not Live Here!! The leasing office at County Center has the worst attitude. Like seriously...throw the whole leasing office staff away. They have the worst customer service and speak to you in a very condescending manner. The property manager lives on site and her sons goes around stealing peoples belongings. One of the residents had to take the property manager to court just to get reimbursed for their iPhone that was stolen and broken by her son. It's ridiculous! I'm a resident at a Kettler managed property in Alexandria, VA, and I wished I lived somewhere else. The area is great, with convenient access to both the metro and King Street. However, The Monarch, is not a building you want to live in. Since I have moved in the management of the building has been sub-par and non-responsive. One example. When a leasing agent was asked after we moved in why she didn't tell us that the bike racks were full during the initial tour (she couldn't show us because she was too busy), she stated, "I told you there were bike racks, not that there was bike parking available." Also, it seems to be standard procedure to not return phone calls at upper managment levels. This week it took over four days for me to contact someone at the head office. They did not return my phone call as requested, and no apology was given or attempted for this when I did get them on the phone. Unfortunately, this has happened many times in my case. In my opinion, the building management, Kettler, is more concerned with the building's revenue than with service to the tenants. To make it all worse, we were told this month that the building is being converted over to condos by the new owners and that leases are only month to month at this time. read more

Today I was dealing with "Assistant Manager" in Woodbridge, VA property for my in-laws. She turns out to be very unprofessional, uncooperative, willing to create problems as opposed to solving one. When we saw that we are hitting the dead-end, we requested to speak with her supervisor which she refused (My supervisor is away on study leave :)). My in laws who moved to US an year ago and still learning to deal with administrative things and not familar with such behaviour, felt pretty harassed, humiliated and descriminated based on their race/apperance while I was hopelessly trying to find solution. This corporation is very poorly managed, and so is Sanger Place, one of the apartment complexes affiliated with Kettler. Neither the current Sr. Regional Property manager or the current Sanger Place manager appear to be even remotely concerned about performing their jobs properly and fairly. The apartments are largely deteriorated, with poor plumbing/hvac systems. Unfortunately, most of the tenants don't value cleanliness and reasonable quietness either. Kettler seems to have guidelines in place to easily collect thousands & thousands of dollars from tenants monthly for rent; but there appears to be absolutely nothing in place to properly service tenants, including having reasonably trained and knowledgeable staff members. If you have ANY other living alternative, save yourself the hassle & bypass this company. I purchased a home, and moved a couple of months ago, but I have yet to receive the security deposit, and incorrect charges refund due to me. When I'll receive it, is anyone's guess. read more

I live in one of the Hyattsville properties. A few weeks ago the air conditioner broke, we were without air for over 3 weeks!! Then it half worked after that. To make matters worse their bandaid fit broke again after the storm and we lost power like many other people in the area. I have called the management company SEVERAL times and they have NEVER once answered my calls. Our air condition has been half working and (now) broke for over 2 weeks now. They have not even tried to bring in fans, cold water NOTHING!!!!!! It is between 90-110 degrees on the top floors and we have many elderly people who live there. I live in a Kettler property, the Flats at Shady Grove. My recommendation based on that experience is do not live in a Kettler managed property if you can afford more than a short term apartment. Your life will become miserable. I have an investigation with the City of Rockville open with the apartment over the utility double charges. Why would you do business with someone who takes your money under threat of eviction then never communicates with you? There is no breakdown of utilities. The amount gets posted and you have to pay them without being able to see what the charges were for. It's called robbery. Kettler most likely will post a response "we are sorry blah blah". Yesterday I visited their "Fields of Rockville" apartment office for the THIRD TIME, in an attempt to pick up my keys. It has been over a month now and no one has yet to contact me or return my call or email. It's a shame because the place is really nice but their service is horrible. While I was in the office getting a tour there were at least 3 people that came in for maintenance issues a that weren't resolved for months and you could hear everyone's personal business while waiting in the lobby.
