My husband and I did what I'm calling a "datecation." We stayed here for one night, on a Saturday. A quick little getaway to our special downtown Tucson. We have always been curious about staying here and now we can check it off our list. Check in was easy breezy. They offer $10 parking in a nearby garage but we opted for street parking and that worked out just fine for us. Also they do old school actual keys. You can leave it with the front desk if you like and pick it up each time you head up to your room. We had a great room, #214. Large corner room with two big windows, one overlooking the outdoor space of Hotel Congress. Great king sized bed, super comfortable with excellent bedding. Please note--there are no TVs in the rooms. Also our room was allegedly a haunted one, but we didn't notice any activity in that front. They offer some in-room snacks and goodies for purchase. And they also have a cool radio turned to the station that broadcasts from the lobby! It also offers an easy Bluetooth hookup. There is a great little courtyard, so cute, that accommodates 6 people. And there is a community TV as well. Now the noise! Beware. We had requested a "quiet" room, and while we were not above the club, our room overlooked the main stage out back and there was a DJ going until 2 am so it was plenty loud. So we just decided to go with it and join the party and dance until close and we had a great time. Not something we typically do anymore these days, but super fun. And the crowd really seemed like a slice of true Tucson. All ages and all demographics just out for a fun time. In the morning, we enjoyed a lovely breakfast at Cup Cafe and checked out very easily. I am extremely disappointed with my experience at Hotel Congress. Yesterday around 1:30 AM, my friend and I, two women, were singled out from the crowd by one of your employees and asked to leave for absolutely no apparent reason. Nothing happened beforehand that would have warranted this, and we were given no explanation for why we were being asked to leave. We had been at Hotel Congress for about an hour, had each had only one drink, and were completely sober, aware, and conscious of our surroundings. We were not causing any issues or behaving inappropriately in any way. We have seen people significantly more intoxicated than we were, including other patrons that same night, who were not asked to leave. This made being singled out feel especially targeted and unfair. What makes this even more disappointing is that Hotel Congress has been one of our favorite places to go. We have always enjoyed coming here, which is why this experience was so upsetting and has made us question whether we feel comfortable returning in the future. I hope management takes situations like this seriously and can provide some explanation as to why we were specifically targeted and asked to leave. read more

I was thoroughly unimpressed. My stay was marred by a lack of basic hospitality and professionalism from the management team. The most concerning issue was the security presence; rather than helping guests feel secure, the guards spent their time interrogating patrons. When I reached out to the staff for assistance regarding these issues, I was met with hostility rather than solutions. Additionally, the room was noisy, and the quality of the morning coffee was poor. Given the dismissive and unprofessional treatment I experienced, I would not recommend staying here. The good: the hotel is beautiful, the staff was great, and the restaurant was enjoyable as well. We brought our dog and I've reviewed the dog accommodations on bringfido so I won't ding them for any of those points on here- Rooms were nice, if a bit pricey- 200ish a night plus fees plus dog fee- adds up fast. The room was clean and very well maintained. Old-school style- no tv but there was a radio that we used. The meh: the vibe. It's half historic half night club vibe and I don't feel they mesh. We stayed here for an author event and the outside grounds weren't really suited for a large crowd. The event was great but we suffered through the heat as there were no cooling areas (no shade no umbrellas/ misters etc) it's very clubby downstairs at night, which we were aware of, but it was mostly people getting drunk at the bar which was a weird contrast to the classic style of the hotel. Also the hotel itself is very loud any time past 5pm. They are constantly blaring music, the walls are very thin and they're in the middle of a city main street so you get all that noise as well. Not a real good place to relax. No Bad points. But please don't bring dogs here, check our review on bringfido. There are very few pet relief areas and very steep stairs which were rough on our dogs legs. The noise kept him stressed all night. read more

Repeatedly Singled Out by Staff. Management Offered No Real Resolution I came here expecting to have a good experience, but unfortunately the way I was treated by one of the staff members completely ruined it. After already being approached earlier and questioned about whether I had a table, the same staff member approached me again and asked me the exact same thing. I told her that I did have a table. At that point, it stopped feeling like a simple misunderstanding and started feeling like I was being singled out. I brought the situation to the manager because I wanted the issue addressed. Unfortunately, the manager's response was essentially that because this is a public space, there wasn't really anywhere to pull a customer aside and resolve the situation privately. That explanation did not actually address what happened or why the same employee approached me twice. The only resolution offered was to buy me a drink. I appreciate the gesture, but a free drink doesn't resolve the underlying issue. I wasn't looking for anything free, I was looking for basic respect and for management to actually address the way I was being treated. I understand staff have a job to do and may need to check on customers or tables. That's completely reasonable. But when the same employee approaches the same customer twice about the same issue, especially after the customer has already answered the question, it becomes uncomfortable and frustrating. Hopefully management takes this feedback seriously, because customers shouldn't leave feeling like they're being watched, questioned, or made to feel unwelcome. read more

We came with our large dog. Overall, we had an okay visit but I would not bring a dog to stay here again. We chose this hotel because 1) it has been claimed to be very dog friendly and 2) we were in town for a birthday event nearby. Let's start with the good: The staff: Wow, the kindest staff ever! Seriously! I reached out to ask if they could accommodate an early check in and they did. Thank you!! Everyone we talked to (including the manager, the front desk workers, and all the servers in the restaurant and lounges) we all so SO kind! I have zero complaints about staff. Truly, some of the kindest folks (and all were very sweet and excited to meet our dog, too). The bad: Listen. It's a historic hotel, with no elevator, and really not ideal for some dogs (including ours) based on two big factors: the two level staircase you have to take to get to the rooms, and the loud noises. Stairs: Thankfully, the stairs were carpeted. Otherwise, I think my husband would have had to carry our large dog anytime we wanted to go to the room, or come down in the middle of the night for a potty break. My goodness. If you have a dog that even sometimes has a hard time with stairs, from one dog parent to another, do not book here. Loud noises: It's my understanding that we came while some major plumbing repairs were being done. Even the manager shared the jackhammer noise was getting to her, so I can totally emphasize! That's a temporary most folks won't experience. However, being in a part of the city that is up late and also up early, there's a lot of loud noise that could wake up and/or upset you and your dog's rest. With the windows closed, we were woken up several times due to loud noise. Not a good night's rest for any of us, in truth. The hotel itself is beautiful and since it is historic, it's truly special. I can't state enough how cool it is that the city is preserving spots like Hotel Congress! Also, the restaurant was very nice (and was, no doubt, the most large dog friendly spot on the property). With all of that said, would I come back again if we weren't bringing our dog? Perhaps. But I would strongly encourage folks who are traveling with their dog to consider if you're willing to deal with city noise, and, most notably, climb 2 sets of large stairs any time you need to take your dog out. If your dog has any type of hip or mobility issues, I do not recommend this hotel, unfortunately. read more

As a local, we did a night downtown with a stay in Tucsons haunted hotel. This was definitely worth the experience of brass keys and no elevator. By staying In the hotel you get to go above what classic charm is seen in the lobby. The rooms still have the charm of the old building. We stayed in a cactus garden room which came with access to a private garden on the 2nd floor with a close view of the sign. It was nice to sit there with a cocktail and listen to the music from the plaza. Hotel Congress is worth a stay and still one of our favorite places downtown! read more

I'll start with the pros here: It's a historic hotel in a prime location. You can walk from here to many of the hotspots in Tucson (e.g., 4th St). This was what motivated us to book a room here. Unfortunately, there are some cons. Their site didn't say anything at the time of booking about there being a music venue on the premises and that it gets noisy. We only found this out upon checking in when they had us sign a noise waiver. And between 10pm and 2am, it sounded like we were in a loud club. I had to put in my noise canceling headphones and turn on something else. And even then, it didn't drown out the noise. I wish the hotel offered some ear plugs or something to help drown out the noise (especially since they're aware that it's an issue). Also, the bed in our room was a double bed (not a queen, a double. Which is 5" shorter) and the shower head and sink were quite low. I'd recommend this place if you're shorter than 5'10" and a night owl/party animal. Otherwise, book a different hotel and come here for food, drinks, and/or music. read more

My wife and I stopped for a drink at the Tiger's Taproom at the Hotel Congress and loved it! In addition to the great beer (I had a Crooked Tooth Hazy) and a very friendly bartender, the bar had Western paintings from Pete Martinez, which gave the bar a special feel. It's also the bar where Tom "Tiger" Ziegler was bartender from 1959 to 2024, a staggering 65 years. His outfit is on display behind plexiglass. My wife and I lingered here as the people watching was so good. The Hotel Congress is perhaps the oldest hotel in Tucson, drips with history, and is the place where John Dillinger and his gang were arrested. I think a stop here is a must if you're visiting Tucson. read more

Last night Tuesday November 4 , 2025 was busy week night at historic Hotel Congress with a Tucson city council election watch party , vip event in century room ( jazz & music room , live metal? band name unknown, in other room not related to the event , multiple bars filled , cup coffee shop indoors & outdoors busy . Across the street at historic theatre with long line to see a comedian I never heard of . Tucson downtown hopping on Tuesday night! The outdoor patio was filled with the election watch party . I made the event to support my friend Selina Barajas 4th generation Tucsonan sp winning the ward 5 city council seat as first woman to represent Ward 5 ! That said, historic Hotel Congress is a corner stone on the transformation of downtown by Richard Oseran , wife & family . The historic hotel with rooms across the street all 2nd floor I believe . The hotel is said to be haunted and ghost tours travel through I'm told . History confirms famous character John Dillinger was there living & maybe captured there or ? I haven't really been to the hotel there since daughter took me to a Calexico concert sine:many years ago . I was impressed with the character retained yet the " hipster, ,& to quote another review " quirky" historic updates & " themes of the historic original " bones of the well preserved building itself . The hotel , bars ,& courtyard was filled with skeletons, skulls , pirates , & martians which I don't know if seasonal Dia de los Muertos theme part of a permanent ghostly themed decor? With original woodwork & light fixtures the updates present an interesting mixed generational feeling . The cup cafe had a big menu posted on the lobby wall & quite popular I'm told . The hotel is well known for its many musical guests, performances,& events.. Local community radio station KXCI had a glassed live studio inside which is highly visible from the street as well . Historic Hotel Congress continues the host, serve , & entertain as a historic community hub a preserved cornerstone & gateway to downtowns past, present, & future . This rating is just for the hotel experience. After spending 20 years in the Air Force, I have spent my share of time in hotels, travelling around the world. The Hotel Congress was certainly memorable. The story of Dillinger and his gang is fascinating. We decided last March to have a staycation in Tucson for our anniversary. Location-wise, it is a nice choice, as it is within walking distance to other popular locations, such as the Fox Theater and numerous restaurants and bars. Upon arrival, the first thing that caught my attention was that I was handed a physical key. I cannot remember the last time I received one, perhaps the mid-to-late 90s? The second was that it seemed like the woman behind the desk gave us 15 minutes of instructions on how to use the keys, to signing waivers for the music that would be played at night, and a slew of rules. The music is very loud at night, and my wife had a hard time sleeping. I did not have that issue as I enjoyed the nightlife prior to returning :) I attempted to rate this experience with other historic hotels I have stayed at as I did not think it would be fair to compare it to a modern luxury hotel. While it is loud at night, the hotel is also quirky, and I like quirky. We also upgraded to one of the cactus garden rooms that comes with a semi-private area. read more

Loved the ghost tour at Hotel Congress. Melissa our tour guide was amazing and she shared the history of the hotel dating all the way back to the capture of John Dillinger. We got keys to some of the most active rooms and learned about the ghostly stories. The tour was about 1 hour and we got to ask questions and take videos and photos. You're allowed to take your drink to the tour. We had some drinks at the tap room before beginning our tour. If you're into spooky stuff this tour is for you. read more

We dropped by to browse and have a drink at the Hotel Congress in downtown Tucson, AZ. The hotel has a lot of history. It was built in 1918 and is well kept. We enjoyed our Bloody Mary drinks. The pictures adorning the walls were of historic people of the West. This is truly an iconic hotel. Several bars. Areas to hold special events. The Century Dining Room to have dinner. Incredibly friendly staff. When we arrived, the owner showed us around and told us the history of this amazing property. We had a chance to spend some time in the bars, which were a huge draw. The atmosphere is fun and vibrant. The only drawbacks were no elevator, and no usher service to help carry our bags. This is only a problem because of my severe arthritis and herniated disc. It's possible that had I been paying attention, We would not have made a reservation here... I'm glad we did, it worked out OK. It's an older property, so one can forgive the water pressure and heat problem. The room was clean, comfortable, and even though there was a huge discussion of the fact that there was a club downstairs and might get loud, that didn't bother us at all. I would certainly recommend this place for a lot of different people, and I would absolutely not recommend it for others, especially ADA individuals like myself. So it really just depends which is the only reason I'm giving this a "maybe" recommendation. read more

I paid $25 for a burger that tasted like someone slapped wet cardboard between two buns and called it "artisan." Shockingly, I'm pretty sure even a gas station cheeseburger, or (gulp), a sad drive-thru fast food burger at 2 am would've had more flavor. The "grilled onions" I paid an extra $1.50 for? There was exactly one slice so thin I couldn't find it and the server had to point it out hiding in the thin layer of tasteless cheddar. I asked for more, and they delivered onions so undercooked there was no caramelization therefore, void of the flavor I was expecting. When I order a $20+ burger, I expect to be swept off my feet, or at least off my barstool. Instead, this burger made me wish I'd just stayed home and charred one myself. Save your $25. You deserve better. Even a fast-food burger would whisper "I got you, babe" in comparison. read more

My boyfriend and I were visiting Tucson for the Gem Show, and I saw some great reviews of the food at Hotel Congress. We decided to come over for breakfast one morning. We arrived early so there was no wait for a table (by the time we left there were probably 40 people waiting for tables). Our waitress, Avalon, was so wonderful! She recommended the baked eggs meal which was amazing- so so tasty and filling! I had two chai lattes with almond milk (she was so observant that she caught as soon as I'd finished my first one!). They were delicious! My boyfriend got the congressional breakfast which he loved. Everyone working there seemed to be happy to be there and very helpful. We greatly enjoyed our experience. read more

Soooo unprofessional! I was there with family, we were lightly drinking just trying to have a good time after a hard day for our family, no where near being close to "drunk"... I had to pee and when I came out of the bathroom this random curly hair security guard or whatever he was, was just waiting for me to get out & when I did he kicked me out and I kept asking why and he wouldn't tell me why he just kept saying "because I said so", super rude, will never go here again! Ok, first the good: Hotel Congress is absolutely darling, replete with authentic cowboy vibes and lore. There is a decent restaurant on the property with delightful patio dining and the Compass Room is a fun spot to enjoy live music. The hotel itself is a mixed bag. First: the only way to the actual lodging rooms is via stairs, so pack accordingly. The rooms are small and charming; nice linens and cozy details. Be warned, though, that there are very few electrical outlets, and some are so old they don't even hold in your plugs (the one in the bathroom is a part of the light fixture and it wouldn't hold a hairdryer or hot tool plug to save our lives). If you don't care about that, the rooms are comfy, but.... When we booked (more than 2 months in advance) we read the disclaimer that the hotel is a little noisy at night due to the on-side Compass Room and called to specifically ask for a room in the more quiet area; we were reassured that our room should be among the more quiet. However, both weekend nights we were there they were hosting huge parties with DJs and massive sound systems on the patio immediately below our room. From 10p-2a we may as well have been IN a club - it was SO insanely loud that even noise-canceling over-ear headphones and ear plugs didn't dull it at all. It was absolutely MISERABLE. Had there been any rooms available in town we would have changed hotels for night #2 but not even a Motel 6 had availability (that goes to show how bad it was - I was actually willing to consider a motel!). Also, the hotel KNOWS it's this bad - they have you sign wavers when you check in that say they do not offer refunds due to noise... but good lord, who had any idea it would be this bad?! read more

The next morning I asked the new desk guy about the coffee situation and he said that sadly the owner has decided not to spend the extra 5 bucks daily to provide complimentary coffee for the guests. We got coffee the first morning becasue the night guy ddn't get the memo about no coffee for the guests! The hotel rooms do not even have a Keurig machine, let alone one of those shitty drip coffee machines like I'm currently looking at in our motel room in Twentynine Palms. "Hey Richard--put a Keurig machine upstairs where the rooms are if you don't want to put one in every room and leave a few Keurig capsules in the rooms! Do you want your five stars back?" We're bringing our own travel French press next time.... read more

Even though the downstairs club was shaking the walls, I slept fine; but the lack of coffee on a Sunday morning when the nearby coffee place doesn't open until 8 is inexcusable. "The completely changed how they make the coffee and I couldn't find any beans" is a lame excuse. I'd say people can bring an aeropress and kettle but there is literally nowhere to plug in any electrical appliances either. How hard would it be to buy a power strip for each of the 40 rooms? read more

Dinner reservation on the patio before a show at the Rialto Theater. Beautiful night, and at this time of year the best place to sit is on the patio. I had half portion (asked waiter for a small) of the Hotel Salad which was absolutely fantastic. Highly recommend this salad with goat cheese. I also had the Vegetarian Black Bean Meatballs. Very good, crumbly, the crunchiness of the outside was yummy, sauce was tangy but not spicy hot. The hubby had the Ribs with a side of Mac n Cheese. He enjoyed it, but wasn't overly thrilled about the sauce on the ribs. The side of Mac n cheese was baked in a crook dish and made the top crunchy which was great. Prices are high, but this is also a hot spot for in town. Service is always great! read more

Showed up, was told I needed to wait in a standby line (over an hour wait) and would not be refunded my ticket cost if I didn't get into the event. I don't think I've ever stayed at a hotel this outrageously loud - I'm truly baffled that people continue to pay for rooms here. We stayed on a Friday and Saturday night, and music from THREE venues was shaking the furniture, bed, and curtains with the bass vibrations until 2am. Imagine the loudest venue you've ever been to, and trying to sleep in a room right on top of it. We made the most of it, but I'm not kidding when I say I had noise cancelling air pods in and my whole body was still buzzing from the bass vibrations and the sound came through my headphones anyway. It might be better on weeknights, but unless you enjoy essentially sleeping in a music venues, I'd recommend staying somewhere else! read more

If you want a funky western historic hotel, then look no further. They say some rooms are haunted, if you're looking for that type of thrill, I suggest asking the concierge to get you set up in such room lol. I stayed here for my friends wedding and I enjoyed the historic funky western charm this hotel had. The brunch served downstairs is solid and has nice outdoor seating. The room was cute and western. My friends said they wish their room decor was a little less creepy lmao, but I had no issues with my room. My room with two queen beds was pretty spacious. Cons: No hairdryer in the bathroom and apologies in advance because this is located in the downtown where there are a lot of bars. Pros: located in the heart of downtown so you are walking distance to cafes, restaurants, and bars. read more

We went on a Friday night expecting it to be a party and it was so dead. The bartender was so rude and looked like she didn't want to be there at all and I understand it's hot outside, but she does have a huge swamp cooler hitting her and it's not like she's busy AT ALL so why the attitude? I believe it was one of the security guys who asked my friend to drink water because he was "wobbling". Again we live in Arizona and he was standing in front of one of the swamp coolers and just enjoying it. We now realize why it's so dead and lonely here. And the DJ needs a new hobby/career. I'll give credit where credit is due, but I'm sure the only reason she keeps Djing is because her four friends behind her keep hyping her up but the music sucked! Booked a night here because of a novel I am writing which takes place for one chapter at Hotel Congress. Initially there wasn't any events going on, but luckily a Rock for Roe benefit show was organized last minute during my stay. Pros: The Tap Room, the attendees and organizers, the concert, food trucks, ambience. My room was the small room. No ghostly activity and I slept like a baby. Room was nice and cold. Con: I was yelled at by a guy who worked there while walking up the stairs. He yelled and asked if I had a room. Maybe they had hoodlums rummage upstairs, but I must say I was turned off by this. Either way, this incident did not deter me because I plan to stay again. read more

The food was exemplary, as was the service. The server knew her menu and could guide me toward foods that might be suitable due to my dietary restrictions. We chose to eat indoors, and I wouldn't have expected this area to be pleasing; the ambiance was warm, though it may have been the cocktail. The pork schnitzel reminded me of my childhood when we ate Vienerschnitzel. It was a reminder of gentler times. The menu was well priced, with my pork leaving me to take home enough for another meal and a snack. For me, it was a winning call. read more

This hotel is known to be haunted and there is so much history, definitely do a read-up on it and take a look around.
