Avoid This Contractor - Untrustworthy and poor workmanship- doesn't finish work after payment!!!!!! I strongly caution anyone considering working with Frank(owner of the company)My experience with him has been deeply disappointing and costly. Initially, he seemed professional--responsive and quick to begin demolition and early stages of construction. However, once I made the second payment, everything changed. I signed a contract for a $70,000 project and paid him $36,000. After completing only about 10% of the work, he abruptly abandoned the job. He blamed delays on permitting issues, but I checked with the county and in reality, he failed to pay the architect and did not properly follow up with the county. [[HIGHLIGHT]]Despite my repeated attempts to work with him--even offering to shift the funds to a different project--he remained unresponsive.[[ENDHIGHLIGHT]] One of the key reasons I hired Frank was because he claimed to be a licensed contractor. Yet, he never provided his MHIC license number or proof of insurance. I had to contact the state myself to verify his license and ultimately file a formal complaint with the Maryland Home Improvement Commission (MHIC). He left us with unfinished and poorly executed work--flooring, siding, and roofing were all incomplete or substandard. Please protect yourself, your home, and your finances. One year ago today, 9/26/2024, this company demo-ed my sidewalk and left it for over a week. Yesterday I noticed the new sidewalk is starting to crack. [[HIGHLIGHT]]Working with this group was very aggravating. They were slow to respond and did not complete the work in a timely manner[[ENDHIGHLIGHT]]. [[HIGHLIGHT]]I had to call multiple times to get them to return and continue work.[[ENDHIGHLIGHT]] At the time I had a broken foot and had to navigate through the mess. They finally completed the work on October 19th, 2024. DO NOT HIRE THIS CONTRACTOR! The driveway I hired Frank to construct looked great upon completion, however, his crew destroyed the underground trench drains that carried rainwater away from the patio to the street, which caused major flooding to the basement during a heavy rainstorm in mid-July. The top of the driveway where it ends is higher than the patio and space in between (see attached photos). The combination of broken trench drains and difference in elevation meant that water had nowhere to go, so it kept rising until it eventually came pouring into the basement. By the time the storm subsided, there was at least a foot of standing water. [[HIGHLIGHT]]For the first 48 hours, Frank did not respond to texts or voicemail.[[ENDHIGHLIGHT]] He did eventually come out to take a look at the situation and confirmed that the trench drains needed to be repaired. [[HIGHLIGHT]]He said he would send his crew on July 29 or 30th to do the work (10 days after the flooding). They never arrived and Frank stopped responding to calls or texts.[[ENDHIGHLIGHT]] Frank did not honor his contract guaranteeing that his workmanship was covered under warranty for a year after work was completed. My homeowners insurance company assigned an investigator who has made multiple attempts to contact Frank to obtain his business insurance information. He has not received any response, which can only mean that Frank lied about being insured. Take heed to the reviews. Against my better judgement I did not. I spoke to (Frank) regarding paving my driveway. He quoted me a slightly lower price than Sam the Concert Man of Southern Maryland. Please do yourself a favor and call 240-258-2483 a professional and reliable concrete contractor. The 5 star XIOMARA review above is a fake review - it is from the wife or girlfriend who we paid via Zelle because Frank Hernandez could not accept credit card payments. We were referred to them by our neighbors. Their driveway looked great so we thought it would be ok for our walkway, driveway and back pad. But we soon found that quality of work was poor. There were several issues with the work, *poor communication*, and we ended up managing much of the project because *Frank would disappear* for the entire day. The workers removed the old concrete but *refused to remove the skirt of concrete at the end of the driveway because it was the "city's domain". They laid out the framing which ended up *missing an entire step* in our walkway which wasn't noticed until after pouring the concrete and they had to redo with *hand mixed cement rather than poured* from the mixing truck. They framed the driveway 8 inches narrower than the original width which leaves less room to park. They applied rebar underlayment rather than mesh and hand poured the back pad which has a different less professional look to it. Now a year later it is *cracking everywhere*. Frank *won't return phone calls* and is not standing by his work. Around the time our work was being done, my neighbors ended up rehiring Frank Hernandez and after accepting a deposit of half payment, he *ghosted with their money*. I contracted this company to do my concrete driveway and install a retaining wall. Within a month the driveway sank and now has huge cracks in it and the retaining wall is falling over. I had a shed built and finished in December and was told I had a year if anything was wrong. I reached out and said my shed leaked through the front door and wanted them to fix it. Never contacted me. It rained and now I have a flooded shed and damage. Still no response. read more

[[HIGHLIGHT]]Frank came out quickly for our estimate and was very thorough, getting all the details down carefully.[[ENDHIGHLIGHT]] The price was very good, in the same ballpark as a couple of other estimates, but cheaper than the big companies. We liked Franks attention to detail so we went with him/Hernandez Concrete Construction. I owned and operated a highly rated trade company for 10 years, with 30+ years experience in the trades- I know how a job should go. So this is where Frank really came through and, in the long run, did a great job and earned this review. The 1st pour had problems with the truck- delay. 2nd pour apparently same thing happened again- delay. (BTW- cement trucks are almost universally sub-contracted, so the trucks weren't really Franks fault- but it was aggravating to everyone) We were out of town for an extended period- another delay, but our fault this time. When we got back to town the section nearest the street had yet to be poured, we were waiting on the county permit for this section (make sure you check on that, different rules in different places) There were also couple of things that didn't get done quite the way we had asked, and I KNOW at this point Frank is just eating money on this job, once you've had to make more than 1 or 2 extra trips your profit is gone. I was afraid he might just bail and give up the last 1/3 payment rather than deal with us anymore! This is where Frank truly showed his trustworthiness and commitment to doing good business. From experience I know that anyone can do a good job when everything goes right, but it's when a job doesn't go smoothly that you get to see the true colors of your contractor! Frank came to the house and we went over everything point-by-point. He made a list with pictures, and the day after the preliminary inspection passed he was on-site with Lionel and Jose and Salvador and they methodically finished/fixed up every single item on the list to our perfect satisfaction. It passed final county inspection no problem, and we are thrilled to have finally replaced our old asphalt driveway with a beautiful new cement one! I've lowered my rating because the masonry work for our front walkway has turned out to look far worse than it did after the power washing when it was just completed. It's messy, inconsistent in depth and the color of the mortar doesn't match the mortar for the bricks that weren't redone.
