After this office recommended a full mouth restoration costing $55,000-$60,000 instead of a standard whitening treatment, I requested my complete dental records to seek an independent evaluation. In explicit violation of federal HIPAA Right of Access regulations, this clinic refused to hand over my usable files. They sent only compressed, low-resolution thumbnail sheets of my X-rays and intraoral photographs that are completely unusable for diagnostic purposes by any other doctor. When pressed for my full file, the office explicitly stated in writing: "At this time, no treatment plans are available, and I cannot release the doctor's clinical notes." Under federal law, a dental office cannot legally refuse to release your clinical notes or withhold diagnostic-quality records. Because of their written refusal to provide my legal health history, I have formally filed regulatory complaints against Delaware Smile Center with both the U.S. Department of Health and Human Services (HHS) for HIPAA violations and the Delaware Board of Dentistry and Dental Hygiene. Please protect your patient rights and go elsewhere. UPDATE (July 16, 2026): After I notified the office that I filed formal state and federal complaints, they finally emailed my files--but they deliberately degraded the medical evidence. They intentionally converted all of my original, digital clinical intraoral photographs into black-and-white files. This is a direct violation of HIPAA Privacy Rule 45 CFR § 164.524, which legally requires providers to supply records in the exact form and format requested if readily producible. Grayscale photos strip away critical diagnostic data, making it impossible for a new dentist to properly evaluate soft tissue and gum health. They are continuing to actively block my right to a usable second opinion.

Hadeer was very responsive to all my questions via email which meant a lot to me... I was a bit apprehensive about the cancellation policies which varies from a $100 to possible up to $8000 or more if you had to reschedule surgery within a month., I was still willing to take that gamble..however I had a persistent cough from mild controlled COPD and after checking with my Dr, he recommended I get clearance from pulmonologist. They were understanding at first but because I would be under twilight anesthesia for 7 or more hours this posed additional concerns... For instance about the anathesiologist and who would be monitoring me while I am under and even more importantly what kind of plan do they have in place if unforseen complications were to occur. It turns out they do not have a anesthesiologist on staff, never answered the question of if a dedicated and qualified staff member would watch over me and what plan do they in case of emergency... They just ghosted me and stopped taking my calls and responding to emails afterwards., I no longer hold them in high esteem, it's all about the money and prestige but I caution whoever go there for procedures like implants to due your due diligence and ask these hardball questions and note their response.... Since I was home all the time and wearing masks outside all the time, Covid inspired me to do something I always wanted to do. I got adult braces and now am finally fixing my bottom crooked teeth! Going to Dr. Thomas was a no brainer based on reviews alone. But a friend also recommended this office as she used them for her adult braces too. The service and staff is top notch and you can trust yourself or your child will be in the best hands. Another interesting thing about Covid is that it also had me re-think my lifestyle and I decided to relocate to Arizona just 5 months into my treatment. I didn't think saying goodbye would be so hard. When you find a great service provider you want to stick with them! I wish I could afford to fly back for adjustment but alas, I had to find another orthodontist to continue treatment. And I have to say I was also so appreciative for Dr. Thomas's help with the transition as well. We never saw the same orthodontist or tech more than once. I don't know if they use random per diem orthodontists or moonlighting residents but the orthodontists don't seem to have much of a role. They come for 3 minutes and the tech does everything. 2. They are not careful or maybe it's a lack of skills. Something as basic as scraping off excess glue/cement so it doesn't puncture/irritate the gums when putting on orthodontic device. 3. There is no one on call for after hours at this practice. No one answers the on call service. They just don't pick up. You're out of luck if anything goes wrong after hours. 4. Difficult scheduling appointments. You must make your appointment weeks in advance. If you need to reschedule for an unexpected reason, there are no available appointments. They are also always running late. You wait in the waiting room, then wait again in the chair. Clearly overbooked all the time.
