I had ruled out the upstream O2 sensor, catalytic converter (both new), MAP sensor, and fuel injectors. I explained all of this to Matt before bringing the car in. He assured me they could perform deeper diagnostics with their equipment. After dropping off the car, Matt called and told me they had "confirmed" exactly what I had already told them, and that the next step would be pulling spark plugs--for an additional fee. At that point, I decided to go elsewhere. What I don't understand is why I was still charged the full $85 diagnostic fee, plus a $4 hazardous materials fee and $3 shop supply fee. Plugging a car into a diagnostic scanner does not generate any hazardous waste--no fluids are drained, no chemicals are used, and no parts are replaced. There's nothing about a basic scan that would justify a hazardous materials charge. That kind of fee typically applies when disposing of things like oil, coolant, or other regulated waste, none of which occurred here. In the end, I paid $92, wasted time and gas, and learned nothing new. The most concerning part was Matt admitting he didn't even know spark plugs would need to be checked as part of further diagnosis.

You did actually break my hood release mechanism, but the plastic was 11 years old and you told me about that, and the zip ties are still holding. We both don't know what the noise is but I know 100% it started the first time I drove the car more than 5 miles after you worked on it. If I always listened to loud music then this wouldn't be an issue and I would just be enjoying my ice cold ac. I've maintained and repaired this car for 120k miles. I'm not legally allowed to do ac work so I called you. Next time I'll get the certifications and the equipment. I've torn apart most everything that was touched during the repair and found a lot of loose bolts but still can't get the rattling to stop.
