I contacted them to make corrections and to make it to code, and they gave me the runaround. I hired an attorney and had them served with A demand letter. Baillie Construction ignored it. Then I went to the courts, and they were sent certified letters that they ignored. Then I sent them with the sheriffs letter, and Kelly Baillie received that, and then ignored it. I went through the courts again, and got a judgment on my behalf, and they have still ignored it. I am now going to take them to civil court in Oregon city to try to garnish their wages. Please do not do any business with this company. They will rip you off and then hide when you try to get justice through the courts. I will not give up until I get justice. I think this company relies on people that just goes away, but that was not me. It will fight until I get my justice.

I had ( and still have) construction going on my property due to 4' of snow in Feb. of 2019. We had our shop collapse and several large structures damaged. We had/have Very Very bad contractors working on there projects that have been removed and now have legal action and basically we have seen the good, bad and Really ugly. Northwest Concrete Design comes into the picture when we find out last minute that our Ins. is not going to replace the concrete pad that was present prior to collapse. It is early January and we are on a time crunch with weather and needing to empty an equipment container. Not only did they offer a very Reasonable bid ( 2 cheaper with absence of steel embedded reinforcement & they appeared to look for short cuts), They offered the most as far as quality. These guys stayed nearly till 11:30 PM while the concrete was setting in very cold weather. They did everything to make sure that what we had was quality & nice looking. The seal the placed over the concrete has already protected against an oil spill with NO STAINING visible ! So professional, got out quick to get the job done, & when they arrived for a quote they were the only ones who actually drove a vehicle outfitted for the job ( Not a requirement but sure sent the right message). All their office staff were very nice.... I just do not think I can say enough good! I found them on Angie's List. I also have to say using Angie's list was a pleasant surprise compared to 5 years ago. Super organized & I even got a call back after 1 week asking if I wanted my request for work removed or kept in place. A++++ Sure wish I had taken a picture before we put vehicles back in the shop. Be cautious going through Cascade NW Construction. The few times that my wife and I have hired…read morecontractors in the past, they have done a good job of walking us through what is needed (or recommended) on a project, and I generally have gotten responses in a reasonable time frame. That was not true for this company. We missed an insurance deadline because of poor communication on the part of office staff, which is a big headache, and ultimately had to finish the project with another company. To be fair, I think this is entirely a reflection on office staff & management. For all I know, the workmanship could be excellent. We never got that far. At one point, over 2 months after first contact, we were finally referred to another contractor to complete some related work before continuing with the project. We did complete that work and reached out to Cascade NW again, but were essentially ignored. I think the fact that we were polite about it made things much worse. If you want a response, you'll have to be very aggressive. My guess is that, like many contractors in the Portland area, they have more work than they need, and instead of communicating that honestly to potential customers, they try to keep everyone on the hook for as long as possible while prioritizing the jobs that bring in the most money. I suppose I might do the same in this environment, but it sucks for the customer. Good Luck.
