You can tell if any restaurants do not clean their dispensers as the tea tastes bitter or is milky looking. Why do I know this? You ask? Because my Dad was a coffee/tea delivery man and when I was a child he use to take me on Saturdays to run his route. We visited several Luby's Cafeteria's where he made sure the dispensers were clean and that they were making the tea properly.
