I never rented here but toured the building. I found it odd that you could not see the actual unit you were going to rent but only a model apartment. I went along with it anyways. I had asked for a underground parking spot and a storage unit. I submitted my application (read the SCREENING DOCUMENT very carefully, it says if you are accepted, you only have 24 hours to back out and get your deposit), paid the application fee $40, admin fee $200 and $400 deposit on a Monday morning and by Monday afternoon I received the acceptance phone call. I was so excited! They said to watch my email and the lease document would come in a 5-7 days. I waited 10 days before calling to see what was going on with my lease. I was told that they received numerous applications that week and they would get mine out by the next day. When I received the lease, I noticed that there was no mention of the underground parking or storage. I sent an email back letting them know what was missed on the lease. No reply at all, no updated lease. By this time, I am getting nervous about renting here. My situation changed and I no longer needed to rent an apartment. When I called to see what needed to be done, I was told that I would not get any of my deposit back. READ THE SCREENING DOCUMENT! Absolutely terrible place! Had water leak 3 times within a year. Does this sound very common thing? They never removed the ceiling to dry out the inside. They just painted over it. They called it as "COMPLETED WORK" They had told me that they would remove the ceiling and repair it later. They even warned me that it would take a few days to complete the work. NEVER HAPPENED! This is the worst apartment complex I have ever rented with. If you are looking for a place that will treat you with respect and value your worth as a tenant, this place is NOT for you. Not only are the leasing office staff incredibly rude, they also managed to offend my family and I when we talked to the assistant manager about our financial status. They even tried to sympathize with us, saying they'be been through it before. When I asked them if they've ever been in financial crisis or was filed eviction upon them, they said NO. I stared in disbelief; what sympathy they attempted to give was not only FALSE, it was also highly dismeaning. The staff here have NO empathy for their tenants and do not care if you suddenly have financial crisis. They will not communicate with you regularly unless you harp on them, and when you do follow up constantly, they reply back with passive aggressive comments. Colleen was very rude over the phone and through email, to which she stopped replying to my inquiries about rent. I am extremely displeased with Devonshire Apartments and its management. I felt that the staff is not genuine in the very slightest, and their work ethic is absolute garbage. I will never rent from any one of Pinnacle Community's properties (such as this one, Devonshire Apartments) again. UPDATE: The collection agency that works with Devonshire charged each person in my household $400 for charges such as carpet replacement, but did not state what the bill was for in their letter sent to me. Upon research, there are multiple incidences that former tenants have paid the fee and gotten their credit slammed when the agency claimed they did not receive payment via their online portal. This review is based on the fact that we were apartment hunting only. My review is based on my observations and the service that was extended to us...or I should say the lack of service here. I had the Apartment Finder magazine in hand and my husband would do the driving as we'd look for an apartment community that we'd be happy with. As we left the one we made an appointment for, I flipped through the magazine and found Devonshire. My husband called them to see if we could stop by and get more information as well as tour the grounds and such and she said come on in. We get there a little early, and she asked us our names, and then if we had an appointment. My husband's response was that we just talked to someone about 10 minutes ago and said that that person said it was ok to stop by. First, she couldn't even remember our names after asking it 3+ times (you know if she's asked you that many times, she really wasn't listening), and then second it wasn't even busy in there, and she denied taking us on a tour, let alone give us information about the apartment community. She asked us if we'd like to schedule a time the following day to do all that, and that was annoying. They could have just said that over the phone. In the end, we did set an appointment, but canceled the following day because we were happy with the service at a different place. read more

Don't move there!!! What everyone have been saying for several years ago until now. I've had these problems constantly since I moved. I live alone with no pets due to allergies. Unfortunately, there are so much that could have been avoid. Nice area from the outside view but once you step inside- it's a different story. I barely sleep or eat in my own home. I couldn't do much in there. My deposit have been taken out in half which supposed to refunded me $400. I ended up getting $247 because they kept everything on even I put it in a requested to transfer everything. The price was too high for one small bedroom, ac filter haven't been working great, kitchen isn't updated, bed bugs (when I had just moved in), and to name a few. Only two people were friendly and communicated with me, the rest wasn't helpful. As what other said about viewing the apartment when you resided there, they did it to me several time. I'm glad I moved into a better location and pet-free. I'm happier where I am now. Recommend you all to review your lease before sign it. read more

My husband and I rented a townhouse at Devonshire Apartments. First and foremost, if we could have found somewhere else to live we would have never rented a unit there because they charge an astronomical price for their units and of all things, a $50 per pet pet rent. We lived in an 800 square foot one bedroom town home and paid $1326 per month (they have other units that they charge even more for). This included the $100 pet rent (we had two dogs), a trash removal fee, a pest control fee and a base rent. On top of that, we also had to pay for the water which was divided among all 6 units in our building. So this meant we basically paid for other resident's water because we had only two people in our unit verses 4 or 5 in other units which was completely unfair. Like I said, it was a rip off. The thing that we had the worst problem with is the staff lying to us and blatantly withholding information. Believe me when I say it will happen to you to if you choose to rent a unit there. My only advice is to make sure if you do decide to rent a unit there, that when your time comes to move out, that you KEEP YOUR UTILITES ON until the end date of your lease. Otherwise they transfer the electricity to the company that sends you your water bill and they will charge you a $25 transfer fee in addition to your final electric and water bill and they WILL take this final amount out of your deposit. It states this in your lease just in case you do not read it. They do not care about anything but money and most certainly not their residents. Bottom line is that I would think long and hard about renting at Devonshire because all they care about is how much money they can charge people when they move in and how much they can rip them off when they move out. read more

Moving in general is stressful, but moving cross country with only 2 weeks is beyond crazy. I found Devonshire online, and called to see if there were any available pet-friendly townhouses available. Luckily, there was 1 unit that was available for move in. Not being anywhere near Devonshire to view it (and they only have house plans online, not pictures), I was a bit nervous about moving. Morgann from Devonshire was beyond helpful! She answered my many emails promptly, and even went to the unit on her day off and took pictures to send me. When moving in, Morgann was there to greet me and help with everything. After moving in, there were a few small maintenance issues, and maintenance was prompt, polite, and very fast. After the calls, the office calls to check up to make sure everything was done correctly. Everything else has exceeded my expectations. The townhouses are large, there is a great pool, and the community is well maintained. This is a great, quiet community with amazing staff. read more

WORST APARTMENT COMPLEX EVER!! We moved there because they allow dogs. However they don't make people clean up after them, in the spring the whole complex smells like wet dog poop. Maintaince is really bad, we called them more than once about a broken window in our bedroom, over a year later they were ready to fix it. Me and my roommate have lived at Devonshire for almost 3 years. We have always been great tenants, I believe. We've always been kind and courteous to our neighbors and to the management team when there has been an issue, but we have had it. We have ran into several issues with management and maintenance. When trying to report issues it seems like the management team is not on the same page. Plus, it seems like no one is willing to help you or offer a resolution. First, my roommate's car window got smashed completely out and items were stolen from her vehicle and Devonshire was not helpful. Several cars had been broken into and there was no warning to other tenants that this issue had happened. We expected there to be some sort of posting on the bulletin or they would offer a sense of security by letting us know what they could do to make us feel more safe, since we are paying to park in the garage. Second, in the same year, the unit above our unit had an overflow of water from their tub and it leaked into our unit and the floor below us. So, maintenance came into our unit without warning and came into my bedroom, threw my belongings all over and left a mop bucket in my bathroom (this issue happened while I was at work). Devonshire attempted to call me one time, without leaving a voicemail, then called it good. Even though this issue was pressing. I had to come home from work and see this mess and I thought someone had broken into my unit because the lights were on and no note. I was terrified. I had to call Devonshire to find out what had happened. I asked to speak with the property manager and she said that there was nothing she could do for me. I wanted to know this wouldn't happen again and all she said was, "it was an emergency, maintenance had the right to enter your apartment." I totally understand that, but the fact that no one bothered to contact me after that one try is ridiculous. Third, after that leak happened I asked for maintenance to come paint my ceiling due to the water damage and AGAIN maintenance entered my unit and did not leave a note saying they had entered. I had noticed it was painted, so I reported that to the office as well and the management team didn't even care. Fourth, my roommate and I pay for parking stalls in our building. We came home after running a short errand and we noticed a gray object as we pulled into my parking spot. So, I went up to it (it was a sweatshirt), I kicked the sweatshirt away to find a LARGE pile of feces underneath it. IT WAS COMPLETELY APPALLING. I had to throw my shoes away. My roommate then decided to park our cars outside because we needed someone to come clean it ASAP. I contacted the office and maintenance and left a voicemail (this happened on a Sunday). I even called the next morning around 9:30 a.m. to see if they had received my voicemail and the girl told me they had. So, it's so frustrating that they didn't even reach out right away. I had to call the office 3 times and I talked to someone new each time and they had no idea if it had been taken care of. By the third call, someone finally found me some answers and said it had been cleaned up. But, when I called the first time, I asked if someone could please call me when it was cleaned up (that didn't happen). I had to take so much time out of my day to get this issue resolved. I wish that Devonshire would offer a sense of security, safety, empathy and understanding to their tenants, but they don't. Me and my roommate are fed up. Do not move here! They have the worst management team I have ever dealt with. They are very nice when they try to sucker you into this place, but as soon as you move in, things change. Don't ever expect anything to go smoothly. I have been renting for 10 years and have never had a problem with any landlord. There are so many better places to live at. There is a small handful of pros to living here. - The landscape and buildings are beautiful. - The pool area is large and pretty. - The staff is nice and friendly. - This is a nice place to live for a college student. The rest of the review will talk about all of the cons I have experienced while living here. The apartment units are quite old. It seems a few units have been refurbished, but that does not make up for their extremely thin walls and floors. It is very easy to hear the people who live above you. I personally have dealt with a kid who lived above me who made it a daily habit to jump up and down and slam against their floor. Their floor being my ceiling was extremely annoying. The floor above would quite frequently shake which made it hard to fall sleep and stay asleep. A lot of the time the shaking from the ceiling would vibrate throughout the walls in my unit. It sounded a lot like someone was purposely pounding against my ceiling. Even by simply walking through the halls, you can hear the people above you walking down the hall. It has honestly sounded like the ceilings in the halls are about to collapse. Back to the apartment units walls, you can hear the people next door. However I will admit it seems the walls are actually thicker than the ceilings; but both the walls and ceiling are very thin overall. I lived next door to a family with kids and I could not hear them too much. Once in a while I could if the window was open. The kids next door of me were often screaming whenever I walked past their apartment unit in the hall, but I did not hear the screaming once I got inside my room (which I should note my room was the one right next to their unit). If you choose to live in an apartment on the first or second floor with a washer/dryer, you will most likely be living underneath somebody who also has a washer/dryer. While you are home doing whatever, you will be able to hear the washer/dryer machine going off in the unit above you. Depending on your unit and the one above you, sometimes the washer/dryer noise from above you is louder or somewhat more quiet. It all depends on how these units were made and how much sound vibration travels through the ceiling into your unit. From my experience in Apartment A, the ceiling and walls were thin. Basically, while I was home, I was able to hear the washer/dryer machine every time it went off. The noise is quiet annoying. It sounds a lot like as if you are flying in an airplane. Overall, you should be careful in looking at the apartment and see if you can hear the washer/dryer above you and whether it bothers you. I also want to point out that you are sometimes able to hear the AC units in the apartment units next to yours. As I said, the walls are very thin. Hearing the AC unit next door can be quiet annoying. The AC units are rather old and very gross looking (my personal opinion) The next con I will talk about is the staff. I did say earlier that the staff here (excluding the old manager) is nice. The downside is that many of them have not communicated very well on multiple occasions. When I first decided to move to Devonshire Apartments, I got to the point of signing my leasing contract. To my disappointment, I ended up being told while in the middle of signing the contract that the apartment unit I wanted was given away earlier that day. I was very upset by this, especially seeing how I had the apartment on hold for 24 hours. One of the assistants had messed up and did not tell me or any of the other office staff that they gave it away. Later on in my experience of living here, I decided to move to another unit because the unit I had (in apartment A) was becoming too much of a nuisance from the people above me being loud. I chose to move to a town home at Devonshire Apartments instead. Unfortunately, to my surprise, the town home that I had asked for the staff to hold for me ended up being given to someone else while it was being held under my name. Incase you do not know, when an apartment is on hold under your name the staff is supposed to take the apartment off the market and give you the upper hand in taking the apartment. Overall, I got screwed over twice by Devonshire Apartments staff giving away units I had on hold. It does not stop there though. The staff had inconsistent communication regarding other situations too. A handful. of times I asked one of the front desk assistants to give me a call back regarding certain questions or concerns. A few examples were about what paint to buy to paint the apartments, papers I had to sign, questions of mechanic problems, important information about me transferring apartment units, etc. They either never got back to me with the answer or they did not pass my message along to someone else who could assist me. I won't over exaggerate and say the staff never effectively communicated with me and other staff in relation to my concerns and questions but they did mess up quite a few times. read more

DO NOT MOVE HERE! I am a traveler for work and my company rented this apartment for me. I did look at the website and thought it was a pretty nice place. I arrived and apparently the pictures were taken when the place was built in the '80s. Don't get me wrong the place is decent but more rundown than the pics online. I have had several issuses in the very short time living here (3 months). Where do I start....first of all they don't turn the boiler on for heat until October 1st, which would be fine except there were a few days that it got down in the 30's before that. Next, you can't set the temperature in your own home. They come in to your home all the time.....or they say they are going to come into your home and never show up. This would not be a big deal unless you work until after midnight and sleep late. I called and spoke with a couple of people in the office to ask that if they need to enter my home it will need to be in the afternoon and their response is that they have every legal right to enter my home as long as they 24 hours notice which is true but a little consideration wouldn't kill you either. I have gotten at least 4 notices that they were coming in my home (all before noon) and then never show up. I would never stay here again and told my company to never put anyone here again! read more

Do not rent from here. We rented from here for two years, we always were told different things depending on who we talked to. When we did end our lease we were told we were only required to pay for the couple days of the month we left in. Later after moving out we were then notified that we still owed a months rent and that there had been a "miscommunication" but they could do nothing about it now. Stolen from right in front of the building and no one knows anything about it. I am livid and I feel unsafe. I have called the rental office a couple of times and the manager Colleen told me that there is crime everywhere in the country and that there isn't anything she could do about it. When me and my roommates moved in there were a number of issues to the light from the ceiling falling randomly. To the towel racks being broken and our deck wasn't even screwed on to the building. We couldn't use our deck for the first 7 months cause (even tho there was no snow or ice yet) they claimed they couldn't set up a ladder safely cause of the winter weather. We paid 1700.00 a month for trash. Even north Minneapolis apartments are better then that. Any time we had maintenance issues it took weeks to fix including our air conditioning breaking 3 times we lived there and the dryer breaking we had to go pay the laundromat. Then trying to get our deposit back was a night mare they kept putting in the wrong forwarding adress. The office crew plans fun community building events and the maintenance crew is super responsive when issues come up. They have made some wonderful enhancements summer, they built a sand volleyball court and a dog park. The staff seems to always be looking for ways to make things better. I lived for 6 months at Devonshire apts, # E102, Bloomington mn. I have never seen such arrogant staff in my life. The no-smoking area was never respected. When I complained, I was told to take pictures of the offenders (I found out late that the staff smoke even the manager). The walls are not noise proof. You will hear your neighbor talk, forget about TV and music noise or even somebody walking above. The smell at the trash room on summer (because my apartment is close to the trash room) is horrible and believe me I'm not a picky person. In conclusion if you like to be talked down and in disrespectable way(this happen after you sign the lease not before), if you like people smoking everywhere and smelly hallways and noise, this apartment development is the right place for you, otherwise stay away from this place. read more

WARNING!!!! Do not rent from Devonshire Apartments, you will be mistreated by staff, and you will live next to unsavory people. In the time I have lived here, many cars have been broken into, and some doors to the buildings do not shut as the locks are broken. There is also a peeping tom who looks in the windows of ground level apartments. I have allergies and live in a "smoke-free" building the E/10300 Devonshire Circle building. However I can smell smoke time to time in the third floor hallway leading to the laundry room. I also park in the basement, and in the stairwell leading from the basement to the first floor there is black mold growing on the walls. I am concerned this building could cause complications with my allergies. The office staff is rude and unapproachable. I have never raised any issues, but have asked about a loud neighbor once before, and they treated me the ultimate lack of professionalism. I struck up a conversation with another tennant in the E building/10300 Devonshire Circle, and she stated that everyone living here complains of loud neighbors, and people will always get away with loud stereos/bass because management does NOTHING to fix the issue. If you are going to live here, you will have to put up with listening to your loud neighbors, the smell of smoke in 'smoke-free buildings' and mold in the stairwells. And they certainly charge a pretty penny to live here, not to mention the hidden costs of signing a lease. I agree with a lot of the reviews that are stating to NOT MOVE HERE. The apartments buildings and hallways smell like old garbage and pet odor. I have been living here for almost a year now and I can only count on my hands the amount of times it has smelled nice in my apartment complex ( yuck)! Not to mention parking is awful!!!! I also have the option to park underground ( an extra 40$ a month ) to not only be inconvenienced be construction to where I cannot park in the parking garage. The main parking lot is always full , you are not guaranteed a parking spot. So if there is a party going on in the club house, lets just say you are SOL for parking. My roommate recently told management about people are parking illegally on the side of the parking lot, making it very difficult for my to get in and out of the parking lot because you are boxed in on both sides and you now have a car parked illegally behind you. Management thanked her for calling and nothing was done about it!!! I am so happy that we are moving from this place. They try and sucker you in and give you a "deal" for the first 6 or 12 month lease. Once your lease is up , you will find that the rent goes up as well by a significant amount. The pool area is nice.... when there aren't a bunch of children running around with no adult supervision. Also, I agree with the reviews that state that management here sucks!!! It is horrible!!!! My roommate works nights and we are in the process of moving. They slide a piece of paper under our door around 5.p.m. stating that they are going to show our apartment tomorrow at 3p.m. HOW INCONVENIENT AND INCONSIDERATE!!!!!! You give us less than 24 hours to try an prepare for a showing. My roommate sleeps around 3.p.m. and they wanted to still show the house. She called management to explain to them that our apartment will not be viewable and management then said they would call us back. Of course they didn't return the call. The next morning my roommate went to discuss this with management in person. And the older lady at the front desk ( unsure of her name) was very rude and clueless. The gentlemen that was also in the office finally intervened to only let me roommate know that he did find an apartment to show instead of ours! HOW UNPROFESSIONAL!!!!! And lastly, as far as scenary goes, its ruined because there is trash every where and it smells disgusting!!! Oh, and if you are a person who likes there temperature adjusted- good luck, you don't have that option. And the air-conditioner continues to blow nasty material out of it, so we cannot use it because it will end up on my bed and the floor . DO NOT MOVE HERE. It really is not worth it. Most of my experience living here was great. The few things I didn't like is finding parking was extremely hard specially when I worked late. One other major thing was the staff level of service got really bad to the point my roommate who was on a wheelchair wouldn't get the boxes brought up to the apartment or they would say they would and wouldn't. A few things....MICE!!! MICE...MICE! Holes in foundation....Thin walls....very tiny entrance way into Townhouses....the old style popcorn ceiling, which crumbles...A MUST.....SEE YOUR UNIT BEFORE YOU LEASE! The model they show you looks NOTHING like the unit we leased. I asked to see the unit we would be getting but they said it was still occupied. I was assured not to worry that our unit would look the same. NOT AT ALL! I was pissed. There was a cigarette burn on the bathroom floor...did they not see that before they leased it. I called and they did come and replace the flooring. The appliances in some of the townhouses are OLD..then there are others with new. I was so mad when we made friends with our neighbors and went to their townhouse and their kitchen had all new appliances! Check the carpet really good in every room. Then our rent jumped tremendously when it was time to renew our lease. Needless to say we are moving after being here two years I've noticed that it is going down hill. I could go on but why? DO NOT MOVE HERE!! I have been trying to leave for a few years now, but no one wants to leave the places I'm interested in because they are that nice. With that said, here are the reasons I hate this place. 1) The neighbor's balcony on the 3rd fl is adjacent to my livingroom window. He constantly goes out there to watch me. Management tells me to call the cops and of course the cops say keep the blinds closed or move. I have since had to put window guards. 2) The halls and parking lots have been the hotspots. Parents with young kids hang out in the halls all hours of the day. I expect typical apartment noises (people talking, etc), but not screaming kids running up and down the halls and their parents encouraging it, especially late at night. The parking lot is where people hang out early morning drinking and blasting music. Also, expect the occasional guy using the building next to you window as a urinal. Again, cops have done nothing. 3) Garbage all over. People move and leave there unwanted things all over the building. If a garbage bag breaks, expect it to sit for a day in a half (this has happened). I have come out to find gum put into the lamp outside my unit and someones puke. 4) If you need something fixed, you will need to be there because they won't fix it without supervision. You will come home to a note saying nothing is wrong or will do the bare minimum so that thing will break again. Also if they know you will be home, they may not show and you will have to make another appointment. 5) You will have control of the thermostat. So in the winter, get a good space heater. Well where do I start 6 mnths ago a new neighbor moved in the 1st floor apartment below me prior to that we never had any kind of problem with anyone then all of a sudden we get a note from the management about noise complaint so we decided to try our best to be good neighbors and all but I guess that was not enough after numerous banging on the roof ( our floor ) by the tenants below us n countless phone calls from the management we decided to move I don't know why the people in the apartment below me have so much power that the management believes everythin they say we have not been treated fairly at all at Devonshire in fact it reached a point that we were told by the management to tiptoe in our on apartment. An apartment that we work hard everyday to pay for but I don't know what exactly the problem is or was but we need our peace so we will leave in peace but the way we were treated at Devonshire was worse then Jack the Ripper peace out read more
