I live at a a complex ran by this company for 10 years. Horrible experience. no one in the office…read morethen would blame you for the unresolved issues. rude managers. lots of crime on the property that was protected by the management due to them being family. I went two years without a heater in Montana. i finally moved out after they raised the rent over 700$ then they hit me with a bogus 1000$ charge they could not be explained. please don't rent from these crooks.

Update December 2024: DO NOT RENT FROM THEM!!! I stand by my previous review after having rented from them for almost 3 years. Due to the rental market in Missoula, this was the only place we could afford during that time. They do not do maintenance on these apartments when there is a problem, a simple drive around the property and you would see the buildings are in disrepair. Screens are gone or falling off, paint is peeling, exterior window trims are dangling by a single nail. Even the central courtyard looks sketchy. The interior is not much better, we had outstanding maintenance requests that were never repaired from our move-in inspection. We lived there one month shy of three years before we left. In the time we lived there, we went through at least 5 property managers. The office staff was always changing and even though they posted the hours, and significantly reduced them, no one was ever in the office if you needed them. I was told that I would be evicted Dec 2023 because I did not complete my recertification, but it wasn't due until April 2024 and I hadn't been able to schedule a meeting with them for the recertification. I paid my rent on time, drove it to the office each time, which since the office was always closed resulted in placing it in a drop box outside the building even during office hours. They were quick to send letters stating that they would evict you and when you would finally get a hold of them, they would say they didn't know what letter you were referring to and that they weren't pursuing eviction. I had a VA case manager that was helping me and they would say one thing to me and another to her. Finally, she told them to knock it off since she was sent the same paperwork and also was notified when the rent was paid. The mental load and stress they give you was exhausting. When they finally started doing the unit inspections, the person that went with the property manager had said I was violating the law by having a ring doorbell; I had permission for all the modifications made to my unit, none of which were illegal or permanent. The guy then went around telling all my neighbors that I was breaking the law. It was all caught on my video doorbell and baby cameras in my unit. When I brought it up with tamarack, the PM told me it was nothing and that if I wanted I could file a complaint. I had to reach out to Billings to do so and then nothing was done about it. They also violated my privacy when inspecting my unit by opening closets and storage areas that have nothing to do with the wellbeing of the unit. My wardrobe and underwear are none of their business. Because I took such great care of my unit (as told during the inspections when present and on camera when absent), I was subject to extra inspections for them to show the owners and higher-ups that the units were being taken care of. Originally from March 2021: This property management is unorganized, undependable, and incompetent. I applied to the waitlist and waited almost two years for the property I was interested to have an availability. I paid the deposit when I applied and completed all the required paperwork. Two years later, I am notified of an opening, update all the required paperwork promptly, and state that I would like the apartment. They go through "checking my file" multiple times (each time they find something else I need to complete) and call me nearly every day, sometimes in upwards of 5 times in a day. The apartment I am waiting for is in repairs for over 3 months and my applicant file took 4 months to get right before they sent it to compliance. Mind you, all the paperwork was submitted promptly (usually within hours) when it was requested. I asked if my file was complete with the exception of my move voucher and was told yes. I wanted to be sure it would move quickly once I received my voucher since they are time limited. I gave them my voucher and request for tenancy approval the day I received them and it took them a month to return it to the housing authority. I received an email stating I would need to pay my deferred application fee when I moved in, to which I replied with the specific check/date/bank information of the payment I already made for it. Also, I was given a tentative move in date of the first week of the month. So I gave my 30 day notice to my current landlord for the middle of the month. I am now about a week away from my move in date and still haven't even been able to see the apartment, due to repairs. I called and emailed asking if it would be done it time for my move and they haven't returned my call or email. Moving is hard enough, avoid the headache and choose a landlord/property management that values you as a tenant.

I have rented from RPM for 8+ years. ZERO stars. TLDR : RPM…read morelies about their units, takes security deposits , does not do repairs timely or correctly, rude staff , not disabled friendly. 1) Apartment #1Upstairs neighbors from hell : A couple that were abusing each other. 1rst night they moved in , sounded like the woman was being raped. Months of this couple screaming at each other in the middle of the night. Slamming doors , stomping , breaking things , drilling, loud music / TV. I was scared to go home. I called the police a LOT, I called RPM , sent who knows how many complaints. The listing said this unit had washer and driers, there were none. Said there was AC , there was none. 2) Apartment #2 Contacted RPM about my toilet running water all the time. They increased my rent because the owner got a water bill of $500. (RPM managed but the owner did some repairs on his own.) Listing said there was AC , there was none. Listing said it was in a nice / quiet area. My neighbors were drug dealers, frequent gun shots .That area of town has a reputation of being the bad side of town (which I didn't know till much later). Asked if they could install AC because hyperthermia is no joke. A woman "P" talked to me (can't remember her name). She said I could buy an AC. I said out loud "Great, I'm gonna roast. Thank you" The thank you was for her answering my question, not me being sarcastic. (AuDHD) "Don't like it , move out." When moving out of this apartment, I was told I would get my full deposit. I was charged instead. I was told I could leave gifts for the next residents and if the things were removed I wouldn't be charged. That was a lie. When I moved into apartment # 3 , they sent me a form telling me to upkeep the yard from apartment & keep the temperature over 60F to prevent frozen pipes months later. That property had a groundskeeper service also. 3) Apartment #4 I moved into a unit that had roaches. It was an on and off thing . Due to their size and that I got a ton of other bugs (due to a broken window) , I didn't know they were baby roaches. When I discovered their were roaches, I told RPM the truth and they were VERY disrespectful. "Why didn't you tell me this immediately ! " I was interrupted, talked over, told "I don't have the money to spray for bugs." Mind you , I was willing to pay for a portion of the pest control until they treated me like this. When setting up the pest control Sego wouldn't believe me when I told him "I didn't get your text. I will not be ready to spray tomorrow." A lot of back and forth, I had to show him my phone. I asked to communicate differently due to being AuDHD and they will not accommodate me and talk through text. I can speak yes, but due to AuDHD , C-PTSD and PTSD I will need a medical accommodation to communicate in text. One of the repair guys of Sego (Rockvue apartments) is very animated. He will shake his head , throw his arms up in the arm and roll his eyes. If I did that to a customer , I would be written up or fired. 5+ years customer service worker. Turned on my heat, I smelled smoke. RPM said "I don't smell anything" after waiting like 5 seconds. Left me with space heaters, replaced it eventually. Heater broke again . I called and texted. It took a written note with me saying " I will break the lease if you won't fix this" because it had been a few months. I was using the OVEN to stay warm plus the space heaters that were left previously. Sego's repair guy wouldn't listen to me when I said the heater wasn't working. "Of course the heater isn't turning on because it's hot. It turns off when reaching the temperature." in a very annoyed voice, threw his arms up in the air. I know how it works, they BOTH talked to me like I'm stupid. My heater was broken. I know it was broken because I woke up in the middle of the night because it was under 60F (my clock can tell me the temperature) It stopped working because they installed it BACKWARDS ( they said that out loud ) My window is broken. Months ago they "repaired" it with TAPE. There could be MOLD under my carpet and they won't get rid of it. Some of the " cosmetic " things I think aren't. This buildings washers and drier aren't cleaned / working properly. I have more but there is a character limit. Rainbow is the WORST and it seems like many of the other property management places are just as bad.

When you are considering help with a new place, I would say don't start here! They will gladly take…read moreyour money and then send you on a wild goose chase looking for the best option. I never received a call back. Listings are over booked and the poor guy showing the places wasn't even given the correct keys to open the places, or tried showing ones that were still occupied! I would give 0 stars but I can't!

Obviously a place that does not understand a non-traditional rental situation. Judgmental towards…read moresingle moms, part-time workers, poor credit and big families. They want "good on paper" people. Not truthfulness. Come here if you want a brutal, hurtful lecture on all the things you've done wrong in life. Bonus points if you can make it through the rejection without crying ... because I couldn't. First, not hearing back from someone's prior landlord does not make it a negative rental experience. Some landlords are just busy or on vacation. We have paid each and every lease break fee we've ever had. Second, I am a stay-at-home mom who gets child support and was able to verify ~20K in savings. You knew before apps we were interested in prepaying a portion of the lease to offset income. The rest of us have jobs or are in the hiring process. You just didn't like them. You should be reported to Fair Housing for your discrimination towards our family situation. I DO NOT have maxed balances. My daughter does. You can think you were on the "right" side of this (and have your relatives counteract our authentic reviews) but as a property manager you are unprofessional and a hypocrite. Your "give me and us a chance" motto is laughable.

Upon application he took a while but then rejected us. We were up front about our employment situations, references, credit, and everything required. We asked for info on why and he gave a lecture to our mother about years past history that had absolutely nothing to do with this rental. On top of that he straight up lied saying that multiple people were unemployed (which is false and the employed persons even provided offer letters and pay rates). Now he is trashing our Google reviews with lies about rental references (which he was unable to contact and blames us about), savings (which he says we didn't have even though we clearly provided photo evidence, he just didn't like), and lies about our credit (which was made PERFECTLY clear from the beginning in both text and in person). He is also asking his relatives to put in false reviews to boost the ratings of his business! That is ridiculous and low for a business that claims excellence to do. I am saddened to see the current state of property management. Take your money and go elsewhere. Probably won't find any other decent property management companies in Billings anyways.
