I have rented from RPM for 8+ years. ZERO stars. TLDR : RPM lies about their units, takes security deposits , does not do repairs timely or correctly, rude staff , not disabled friendly. 1) Apartment #1Upstairs neighbors from hell : A couple that were abusing each other. 1rst night they moved in , sounded like the woman was being raped. Months of this couple screaming at each other in the middle of the night. Slamming doors , stomping , breaking things , drilling, loud music / TV. I was scared to go home. I called the police a LOT, I called RPM , sent who knows how many complaints. The listing said this unit had washer and driers, there were none. Said there was AC , there was none. 2) Apartment #2 Contacted RPM about my toilet running water all the time. They increased my rent because the owner got a water bill of $500. (RPM managed but the owner did some repairs on his own.) Listing said there was AC , there was none. Listing said it was in a nice / quiet area. My neighbors were drug dealers, frequent gun shots .That area of town has a reputation of being the bad side of town (which I didn't know till much later). Asked if they could install AC because hyperthermia is no joke. A woman "P" talked to me (can't remember her name). She said I could buy an AC. I said out loud "Great, I'm gonna roast. Thank you" The thank you was for her answering my question, not me being sarcastic. (AuDHD) "Don't like it , move out." When moving out of this apartment, I was told I would get my full deposit. I was charged instead. I was told I could leave gifts for the next residents and if the things were removed I wouldn't be charged. That was a lie. When I moved into apartment # 3 , they sent me a form telling me to upkeep the yard from apartment & keep the temperature over 60F to prevent frozen pipes months later. That property had a groundskeeper service also. 3) Apartment #4 I moved into a unit that had roaches. It was an on and off thing . Due to their size and that I got a ton of other bugs (due to a broken window) , I didn't know they were baby roaches. When I discovered their were roaches, I told RPM the truth and they were VERY disrespectful. "Why didn't you tell me this immediately ! " I was interrupted, talked over, told "I don't have the money to spray for bugs." Mind you , I was willing to pay for a portion of the pest control until they treated me like this. When setting up the pest control Sego wouldn't believe me when I told him "I didn't get your text. I will not be ready to spray tomorrow." A lot of back and forth, I had to show him my phone. I asked to communicate differently due to being AuDHD and they will not accommodate me and talk through text. I can speak yes, but due to AuDHD , C-PTSD and PTSD I will need a medical accommodation to communicate in text. One of the repair guys of Sego (Rockvue apartments) is very animated. He will shake his head , throw his arms up in the arm and roll his eyes. If I did that to a customer , I would be written up or fired. 5+ years customer service worker. Turned on my heat, I smelled smoke. RPM said "I don't smell anything" after waiting like 5 seconds. Left me with space heaters, replaced it eventually. Heater broke again . I called and texted. It took a written note with me saying " I will break the lease if you won't fix this" because it had been a few months. I was using the OVEN to stay warm plus the space heaters that were left previously. Sego's repair guy wouldn't listen to me when I said the heater wasn't working. "Of course the heater isn't turning on because it's hot. It turns off when reaching the temperature." in a very annoyed voice, threw his arms up in the air. I know how it works, they BOTH talked to me like I'm stupid. My heater was broken. I know it was broken because I woke up in the middle of the night because it was under 60F (my clock can tell me the temperature) It stopped working because they installed it BACKWARDS ( they said that out loud ) My window is broken. Months ago they "repaired" it with TAPE. There could be MOLD under my carpet and they won't get rid of it. Some of the " cosmetic " things I think aren't. This buildings washers and drier aren't cleaned / working properly. I have more but there is a character limit. Rainbow is the WORST and it seems like many of the other property management places are just as bad. read more

When you are considering help with a new place, I would say don't start here! They will gladly take your money and then send you on a wild goose chase looking for the best option. I never received a call back. Listings are over booked and the poor guy showing the places wasn't even given the correct keys to open the places, or tried showing ones that were still occupied! I am in the process of moving back to Montana from Colorado and contacted them to find a rental. I looked at a house I wanted to rent and paid their fees. They told me it could be up to 2 weeks before a decision was made. 2 weeks! Who does business like this?!?!? It has almost been 3 weeks and I still haven't heard from them. I left several voicemails but no response. I contacted another rental agency in town and was approved within 6 hours. I do not recommend this company to anyone. read more

I have worked in customer service all my life and no matter the day I still treat others with kindness and respect, you know, basic human decency. Let me tell you, they have absolutely none of that. The woman there reacted to my questions with extremely rude facial expressions and had very demeaning wording to every one of her answers. We just recently moved out of the home we were leasing for the past 2 1/2 years. We gave them $1500 security deposit and they are only giving us $300. They are cheating us and charging us for items that were already replaced by maintenance prior to move out. Their parts and labor costs are dishonest and ridiculous. They really don't want to have to give you anything back. I would NEVER recommend this management to anyone! Horrible!!! By the way, I wouldn't even rate them with 1 star. Ok I usually don't write bad reviews about places, but this is the worst company I've ever had to deal with in my life. The apartment building I was renting from was sold to this company a year after I have been renting here, and I've been trying to get the facet in my kitchen sink fixed since July and it is now November they will not fix it and same goes for the filter in my ac unit. Me and my brothers are trying to get a bigger apartment and they told me I needed to put in an evacuation form but if I didn't get aproved for a new apartment i I could extend my stay, but we applied for an apartment and went in a week later to see if we got aproved, they told us we needed to wait another day and they would call us, a week later I finally called them and they said we never gave them our ids so it wasn't processed! Like what? They didn't think to tell us that when we went in or called them? And then we gave them our ids and i asked them if I needed to pay rent because it was already the end of the month and we still didn't have an apartment and she said they were scheduling a inspection because they thought I would be out by the end of the month and I said well we don't have an apartment yet so can we extend it and she handed me the form and told me to write when I would be out and I thought for sure we would before the end of another month so I did the 30th of the next month, and she asked me to sign it, but when I went to grabbed the paper out of my hand and I said did you want me to sign that she got angry and said I had already told you do sign it! Like why'd you snatch it out of my hand then? it has been two more weeks. I called them the last two days and they said the lady who handles those is our sick and to call back Monday. read more

They'll gladly take your money for the application fee and then sit on it for a month before they get back to you. Also, please be aware that if you have no credit or little to no credit history, they WILL DENY YOUR ENTIRE APPLICATION. Also, they go by a "POINT SYSTEM". So if you don't have 14 points or higher, they won't even bother letting you pick an apartment. They'll say "Put your 1st, 2nd & 3rd option" only to give those apartments to people who are already IN their system. They won't give you a chance to get a place. Unless absolutely nobody wants the property OR if the landlord likes your application. Other than that, don't go through Rainbow. Look elsewhere, please take my word for it and go through a better rental agency. read more

I've been here 3 months and RPM has the worst Customer Service. Moving in I noticed I have a window that is missing curtains. There are a couple hours of the day where sitting on the couch and watching TV is impossible because of the sun in my eyes. If I make a hole to hang my own curtains they will charge me when I move out. I called RPM and after waiting 2 months for an answer that the owner said "absolutely not, she won't hang curtains." and "That she can do whatever she want because it's her property." The manager said "put a pillow to cover the sun, and if You have a problem, go the legal route". I feel so insulted and want to let others know about my experience with RPM. I can't wait to pass the 6 months lease to leave this place. I would leave now if I could but they said I have to pay the penalty to break the contract. While I am waiting to pass the 6 months, I can't hang up anything in the wall because they charge 2 dollars per hole and 40 dollars per hour to cover it when I leave. I hear terrible things about the woman who own this complex (for their own employees at RPM) I don't really know if it is true or she just has a terrible company property management. We rented an apartment for 8 months. When a new tenant moved in next door, that week, our big window was broken, and our place robbed. The manager not only refused to pay for window, but called me every day at work to see when it was going to be fixed. It was a special order window, $300. The new tenant complained she was seriously hurt stepping on the broken glass. Manager didn't care glass /window was in back of apartment, where people don't walk. We gave notice to move, but because we weren't out by 1st, they charged us a full month! Charged us $50 because we only returned one key instead of two. They sent us to collections in less than 30 days of charging us unfairly. No warning. If you choose Rainbow Management, you Choose harassment, and unfair fees. Wow!! I am so thankful I did not get accepted through Rainbow Properties !! I have spent the last seven years bettering my life have had the same job five years and still going strong. Needed a home trying to rent a one bedroom at the price of $595.00 I have income I had everything to show them they did nothing but lie and have me run around. Even though my credit is not the best I was honest and upfront I am trying to better my life. If you need this rainbow is not the way to go they will not help you. I asked the lady sitting at the desk who does the applications and I said:(respectfully) Hoe does a person move forward! I show extreme Posts - Going on 5 years same job!! GREAT ATTENDANCE -income and a significant raise! - in process of cleaning up credit!! - 4 years "on time" current landlord proof I have made HUGE strides! When I asked how does a person move forward and continue to prove themselves and make things better she just shrugged her shoulders when I her!! This one little bedroom I was looking at the apartment (1bedroom) listed for over 60 days now strange that's all I can say strange!! I believe this to be a blessing in disguise!! This company does anything BUT manage properties. It takes them ages to respond to and/or fix issues brought up to them. They also let the weeds take over at their units because they never mow. I had to threaten legal action to get them to perform any sort of maintenance this year. You'd figure that being as they are a "property management" company, they'd actually proactively manage these places. They don't. First off, our fridge broke in a brand new unit and they didn't ever try to fix it, they just continued to say that it wasn't their problem, so for 3 months out of our 6 month lease, we didn't have a fridge. Then when we moved out, they charged us for something that they didn't even put on our sheet to clean, so we didn't even get the chance to fix it. They never seemed to care, even after we told them we had a new born and had to keep his milk in our fridge, they didn't work. Absolutely don't recommend this company. You can tell Rainbow Property Management (RPM) works hard for their 1 STAR and "F" score with the BBB.... What an absolutely pathetic company. We had them renting out our property since we bought in 2012 (we ceased their "services" - I use that word very loosely with them - in November of 2014). Our tenants were friends/classmates of mine, who we knew as very nice, considerate of other's property, and overall great guys. I can't even begin to tell you the laundry list of stuff they DIDN'T do. And when confronted, they ignore you, and eventually refuse to communicate further with you. Here's a short list of things they FAILED to do, and had MONTHS to do (the house had been vacant since earlier in 2014): - DIDN'T clean the house (yet had the audacity to demand the tenants clean the house before moving out, which they did). There was so much dirt, bugs, and cobwebs in the window sills, you could film a horror film in there. There was dead bugs all over the carpet and tile bathroom floors. It looked like RPM didn't so much as even walk through the house since it had been vacant. - RPM held the deposit's of my tenants hostage. The tenants had to demand the money back by contacting my family (who owns the house), and explaining that RPM wouldn't refund their money, despite the house and yard being spotless. - There was a dead, decaying, mouse behind one of the intake vents - NEVER REMOVED. Instead, they left it there, and it started to stink up the entire downstairs. - The heater remained off (so we moved in to a balmy 30º inside). Nice to know they cared so much about my pipes freezing, that they kept the heater at least above freezing.... - They were extremely rude to both us (the homeowners), and the tenants. - They would never fix any of the problems that the house had (ie. a door knob was broken. Instead of going out and buying a $30 door knob, they disassembled my door knob, and tried to 'fix' it. It was NEVER fixed. One of the many things I added to my 'to fix' list upon moving into my home). I could go on for a while longer, but the point has been made. Spread the word, these people are absolute scammers, and need to be shut down immediately, and permanently. Greed is no way to run a business. Here's the best part: they actually have an attorney that will defend their B.S. HA! Talk about lacking professionalism, in a supposedly professional business. If you work for these shady business people, you are receiving a paycheck that was scammed off other people. I hope you feel good about endorsing RPM's fraudulent behavior. read more

I would give them less then one star if I could. They are absolutely horrible! If you every have anything you need repaired it takes them weeks to come, and you have to make repeated phone to get them to even come. They don't follow the Landlord Tenant Act. Make sure you do research when moving out, they tried to take our entire security deposit with out following the law. After I threatened to take them to court they gave me the full deposit back, because they knew they were in violation of the law. We gave 30 days notice at the end of our lease, but told them with notice we could be out before then if they rented to another tenant. I was called two days before the new tenant moved in asking if I could vacate the property in time. They are an awful, awful company avoid them at all costs!!!! read more

REFUSES TO TURN ON MY HEAT. DO NOT RENT FROM THESE HEARTLESS PEOPLE. I have now had to take legal action just to get them to turn on my heat. We live in a quad plex and we do not have control over our own heating system, one of the other complexes does and they will not tell us which one so we can get our heat turned on. It is getting chilly at night and every morning wake up to a frozen house, in which they proceed to tell me to close my windows that are already closed. Said our floors where shampooed when we moved in, they were not. Have been harassed not only by the natives but also by the landlord many times. Well since I'm homeless and they supposedly allow you to submit applications that are there to help the homeless but it's been about two if not three weeks and I haven't heard from them I'm not sure if I should really give them a great review. Charity only really works if you actually execute the charity. Saying you are charitable and that you give charity doesn't mean an ounce of nothing unless you actually execute the charity and put the charity into activation. Absolutely detestable customer service. They had no qualms about taking my application fee and telling me that they would be in contact with me. Flash forward a few days and I'm told that they can't rent to me without a co-signer and said that I could pay DOUBLE the security deposit. (which would add too about 1500 dollars.) Then later I was told that, even with paying double the deposit, they still would not rent to me. All for not having any Credit History. I'm 19! DO NOT RENT FROM THIS LADY. I toured 3 homes of Serinas (two of them look absolutely nothing like the pictures). After touring the third (a huge mistake) we loved the house. However, we turned in our applications the next morning (she told us the house was ours after if we got our security deposit in) and then didn't send us a lease until 3 days later at that time she said a group who toured a day after us, got the house instead (a clear sign of favoritism. Within 2 minutes of sending us the lease she told us she gave it to the other group. Within the lease, she asks for $500 ($250 non refundable) FOR A DOG. Also she says in the lease that she may enter at any time without notice. Everything about her properties and leases is a money grab!!!! This property management is completely unprofessional, save yourself from a legal battle you'd be better off anywhere else. read more

I can't believe this company has the audacity to call themselves property managers. Do not rent from this company if you can help it! The apartment was filthy upon move in - urine and BROKEN GLASS throughout - and clearly had not been cleaned prior to other tenants moving out. In fact, we hired a cleaning company to come and help because it was THAT disgusting. As mentioned in other reviews, they simply ignore maintenance requests. We had a leaking ceiling with a pot underneath to catch the water for several months, and could not get the management to respond until I withheld rent and threatened to take them to small claims court. They clearly do not care about their tenants or taking care of their properties, and only care about swindling people out of their money. Sadly, affordable, livable housing is hard to find in Billings, and you won't find it at Rainbow. I would give negative stars if I could! read more

When I was shown through my rental the RPM sales person told me that they wanted me to feel at home and that I should feel free to hang things on the walls. I did. When I moved out I left the place immaculate because I wanted my whole deposit back. They nailed me (pun intended) to the tune of $200 for, you guessed it, holes in the walls. Some guy named Robert, with 30 minutes, some spackle, and some paint, justified a couple of days of his wages. Once you sign on they can do what they want with you and to you, and they will take full advantage. I'd suggest you avoid them. read more

Guess they branched out now have a division called "happy homes" out on the West End. If you think rainbows bad you try to work with happy home... there awful. I made a number of improvements to my newly built apartment including putting shelves in the closet, adding knobs to the cabinets. I left this place so clean not one hole in the walls and they still kept half of my deposit. Every time you call there they say they can't help you right now so they will call you back and then they never return your calls. It should be illegal to do business the way they do business. We are new landlord clients. The owners have a pre-existing relationship with the tenants and have spent our money like water to cater to the tenant. When we complained, Rainbow replied that nothing in the contract forbids them to do the things they've done. They consider us an ATM and there's not much we can do. We have a 12-month contract but I would not renew or recommend this business to any other landlord. read more

I have been renting from Rainbow for over 3 years. I have had minimal issues with my property, but everything that I have contacted them about has been resolved in a prompt and timely manner. I really appreciate them taking care of everything from a door knob that locked me in the bathroom to a neighbor that was extremely loud all night. I have read a lot of these other reviews and I cannot speak to the experience of moving out yet, but I do believe that some of these renters are not exercising patience and realizing how many properties they have to take care of. The office personnel & maintenance people are probably over worked & under paid like the majority of Americans. I appreciate how prompt they have been with their responses to my issues and how complimentary they have been about how neat I keep my place. Rainbow Properties is the absolute WORST property management company that I've EVER had to deal with. It took them 3 weeks to respond to my complaint about our noisy heater, and then when the heater completely stopped working when it was -20 degrees outside, it took them 2 days to even respond to my multiple calls! And when they finally did show up, they entered without getting permission (and lied about it), and didn't even fix the problem. They are completely rude when I call for any reason, and the property itself is horrible. I've never lived in such a poorly constructed building, even though it is only 2 years old. I did maintenance for an owner that had his rentals thru them and honestly, I would never in my life let them manage my properties. They berated the owner over him letting tenants have pets and the extra pet rents? That goes in Rainbows pockets, not the owner. One lady that come to show a rental he had tried to down talk me and got put in her place real quick. This company is NOT a good management company to deal with at all. Please consider ALL options before renting from this company. They take advantage of people who do not have the resources to fight them. I rented an apartment through them on Racquet. My rent was paid, and i am very clean and quiet! For 6 months, I requested screens...never did get them. My garage door would not open...never got fixed. The neighbors were dealing drugs...I could hear their conversations through the basement walls, and people were coming and going 24/7. When I finally was able to get out of this nightmare, I cleaned my apartment for three days! I am OCD as far as cleaning goes, and the place was spotless...much better than when I moved in! I had a new Christmas tree and my daughter's toddler bed in the garage(which I still could not get in because they never fixed the door). When I called, I was told there was nothing in there...when I FINALLY got my deposit check, it was for just over $100...out of $800. They actually charged me for dirty screens...which also were never put on. They also listed dirty vanity drawers...none of the bathrooms had drawers. The lady in the office was extremely rude, and I gave up. I wish I could reach more people to let them know...it's sad...they know our options are limited. This company needs to be shut down. They have an established reputation, and rightfully so, of dealing poorly with tenant and applicant issues if they even bother to take any action at all. After my wife and I completed an application each (for a total of $60 in fees) we were told we would need to make double the deposit ($1400), or have a cosigner in order to live in a single bedroom duplex with rent of $725/month. They determined us as a liability because my wife's application alone did not fully qualify for the regular deposit ($700) since her monthly income was not at least double the rent, and she had been with her job less than 6 months. They use a scoring system for applicants that they stated was invented by their company. This scoring system is simply a way for their employees to treat everyone as a number instead of a person. They use the score by itself and exclude other details, or any use of common sense, when determining if a potential tenant is a liability. I will be filing complaints with the Better Business Bureau, Fair Housing, and any other agency that can assist with removing this social stain from the Billings business community. read more
