Update: This isn't my first complaint/review. After several disputes and attempts to reach Carter-Young, I got an email from them AFTER (4 years of avoiding and not returning my calls) I started assessing law firms to take my case. I brought this concern up with two of the law firms, and now they won't reply. I can only presume that ethical laws were bootleg and my information and intent was shared with Carter-Young...which invoked the email. Consolidated Property Management, a corrupt company that C-Y partners with, has violated my personal rights via the following acts: the Fair Debt Collection Practices Act; the Fair Credit Reporting Act; the Civil Rights Act of 1866; The Fair Housing Act; Americans with Disabilities Act; and the The Equal Credit Opportunity Act. I have, "Under FRCA 611(a) disputed the completeness and accuracy of the information being reported to all credit bureaus." Per the formal investigation process under FRCA 611(a)(2), the following is suppose to take place by law, yet Experian has already responded with Carter Young's inaccurate response. The process states that, all relevant information regarding the dispute is to be sent to the collection agency within five days of this request; and, you are to provide me written notification of their investigation along with your reinvestigation within 30 days of the date of this letter. Please be advised that I will not accept the typical automated E-Oscar verification process as it is not a true reinvestigation of the disputed item. Thus, should you receive verification from the collection agency based on the E-Oscar verification method, I further request you provide a full description of the procedure used to determine the accuracy and completeness of the disputed item under FCRA 611(a)(6)(B)(iii)." As you may guess...NONE of these laws have been adhered to by Carter-Young, and I will need to take further action towards the bureaus that have not followed the law. This is an update on an ongoing process. Carter-Young's email started that "we should talk...let's find a solution." The solution is to follow the law and due diligence of the process. I am not certain that Carter-Young knows that Consolidated Property Management filed this inaccurate account, was paid with federal funds by the Department of Veteran Affairs and the Military Family Relief Fund (MFRF). Paid the lease out 19 days (prorated) in advance, which they did not return the fund or deny them. Only a month later, I got a erroneous bill, after I had already received my checkout list and deposit amount owed. ZERO STARS! If you are reading this, please heed my words. Please learn from MY experience. Do not rent with this company. If you absolutely have to, protect yourself from them! Document everything, take pics, and safely back up all evidence to keep them accountable. Below I share my move in and move out experience, there is plenty to write about it the three years in between but this has already taken enough of my time. I consider myself to be exceptionally laidback, however my first experience with this apartment was rage inducing. Bad Experience: Move in Day They told us to meet them at the apartment at noon for a walkthrough before we began unpacking. We arrived on time with U-Haul we rented (for the day) to find the carpet guys locked out of the apartment. The property manager was AWOL. I called the office but couldn't get anyone to answer a phone so I called the emergency number. That number fed me into an endless automated loop. I peeked in to find out they hadn't even begun the cleaning process ON MOVE IN DAY and I couldn't reach anyone. The old tenets left the place in filth. At this point, the level of unprofessionalism should have been enough for me to back out of my lease agreement. The carpet guys and us had to wait with no word of what was going on for two hours until some painters they contracted show up with a key and let us all in. We couldnt even start unpacking because the carpet needed to be replaced, the walls needed to be painted but first my wife and I had to clean up the place enough for them to get to work. Around 5pm they finally finish enough so that we can begin unpacking some. Around 6:30pm, the property manager shows up and begins frantically cleaning the kitchen and bathrooms; all of which were heavily soiled. In fact there was black mold in the master bathroom they just painted over. At this point I've gone from seeing RED to just being physically and mentally exhausted. I have photographic evidence of this. Around 9pm we had to ask her to leave so we could go to sleep. It was an utterly unprofessional debacle. The U-haul was returned late, they refused responsibility for that. Bad Experience: Move out After our first year, we decided as much as we dislike this company, we disliked moving more. We had two more years in Indiana so we signed a two year lease. We explained that we would leave a month as a half early and they said to just give them a two month notice and we'd be good to go. Around 2.5 month before we left, we turned in a move out request. They explained we would be responsible for paying the prorated amount just for the day we occupied the apt our last month there. We asked if their was something we needed to sign or do and they assured us we were all set. I wanted something in writing but every time I called seeking some sort of confirmation of the arrangement they assured me not to worry about it. This tactic turned out to be a bait n switch. They are now claiming we owe them for the reminder of our lease. We upheld our end of the agreement, did our due diligence, gave them plenty of time to find a new tenet. However, because they couldn't find a tenet (good!) over that period of time, the decided to hold us to our lease. They claim they are retraining the employees or that they were let go, so this won't happen again, but I speculate this is business as usual. They admitted that this has happened to others, and that their employees misled or lied to us. Legally speaking, sure, I should have got it in writing. They are legally correct but morally repugnant. Their employees were either improperly trained or malicious. Either way, they are responsible for me now having a huge bill in my lap and should accept responsibility. We would have found a sublet or come to some other agreement but they pull this and it feels predatory. We were great tenets, always paid in full and on time. I shared all of this peacefully and diplomatically with their "collections" person. They don't care, protect your money and your mind for these people, they WILL take advantage of ignorant renters. read more

If I could rate CPM with zero stars I would. In college you don't expect to have an amazing experience with your first apartment, but CPM was beyond terrible. There were at least seven separate instances in which CPM would not communicate with us about things going wrong in the apartment. Our toilet flooded at least five times over the span of three months and instead of asking if we had been flushing "flushable" wipes, CPM sent an incredibly aggressive email stating that we "were not permitted" to be flushing wipes. No one in my apartment had been using wipes and the maintenance man that was sent said that it was entirely possible that the previous tenants could have caused the issues. This was just one example of the aggressive communication style (or lack of communication) that CPM utilizes with their tenants. They will take your security deposit and claim that their visibly shitty paint job costed $540. If you have eyes and walk into The Arches apartments you would know sure as hell that's not true. Don't rent from them, they have high turnover rates for their property managers because they're a shit company that is only looking to exploit money out of college kids with no renting experience. read more

If I could give them Zero stars I would because I way to generous. I moved here 2 years ago and at first things were good but as time went on I noticed how they just seemed to care about getting rent on time but not fixing up or keeping the property clean I have put in work orders and some they do quickly but the ones that require in my opinion any out of pocket fees they give you the run around I am again getting the run around. My Central Air hasn't been working for 2 days and in order to find out anything I call but get no answer from no one's extension until I finally press zero and am transfered to someone who tone says they could careless. This is the 2nd time my Air has gone out. I wish I never renewed my lease and if I could break it I would. My advice is reach them before you sign on the dotted line read more

No stars is right..!!!! If you want to live with COCKROACHES rent from them. I specifically asked if they had any bug problems before I moved in. I rented 2 different properties, on opposite sides of town. One had COCKROACHES within two weeks of me living there and I moved out immediately. They put me in a 2nd property that had COCKROACHES within 7 months. The hallways smelled like urine or pot, depending on the day. Trash and dog poop everywhere. I broke lease and moved out immediately. I will not live with COCKROACHES!!!!! read more

Consolidated Property Management is one of the "WORSE" companies you can deal with. Jeff, who is the property manager, there is rude, full of attitude, and he is a liar. I received a violation from the management company back in November 2019. I called Jeff to let him know it was not my property; then he said he would visit the property in the next few days. Now we are in 2020 and still nothing. I am trying to sell my house and is like pulling teeth with these people, still without help or assistance. read more

Horrible company!! Their maintenance crew was friendly and prompt when I had a problem.That was about the only professional face these jokers put on. The day I was scheduled to move into my apartment, they called and asked if I had to move in that day because they hadn't replaced the carpet like they promised. And when I left they wanted to charge me for the carpet!!! On top of MANY other bogus damage claims. I was told I could sign a short term lease and they would find a sub leaser, but again their unprofessional ism shone through. I told them I had to move out for financial reasons and they evicted me, Really?! Bottom line, if you want to rent from a terrible company who just wants to make their pockets fatter, CPM is the place to go. read more

I could go on for DAYS AND DAYS AND DAYS about how TERRRRRIIIBLLLEEEE this place it. DO NOT listen to anyone who says otherwise. All of our neighbors agree and have ranted about the terrible quality, terrible management, terrible upkeep, etc etc of this apartment renter. At 6 months pregnant, we signed a lease for what we thought was a new, nice, clean apartment that would make a great home for our little daughter. When we moved it, everything was dirty, the carpet was in such awful shape that we knew we would have to have it replaced (due to having a baby learning to crawl and walk soon). We begged and pleaded for the carpet to be changed and I single handedly had to move everything by my 6 month pregnant self at least 3 times when they promised they would come fix the carpets. Yet, they never came. I hate this place with every ounce of my being. Not to mention the methlab next door, no kidding at all. They neighbors drugs came freely into our apartment for our 2 week old baby to inhale and we complained time and time again but they "couldn't do anything about it." We also heard child and spousal abuse next door on a daily basis. We complained about that, but again they couldn't do anything. The one saving grace from this place is Angel, the maintenance man, who now has his own company. AVOID THIS SHIT HOLE AT ALL COSTS!!!! read more

youre better off living in the street; I lived at highland courts apartments and it was the worst experience of my life. i ended up spending the last 2 months at my bf's apa because the living conditions were so bad. they never respon to any emails, the carpets were so dirty that even after I made them reclean them in front of me, my socks would turn black when I stepped on the floor. there was no central AC which they didn't tell me until I moved in. There was some sort of mold in the air because my white cups turned spotty and black over time. i left the apartment cleaner than when I found it and they only gave me $50 back from my $735 deposi. oh also there was a hirk with a knife atabbing a chair outside my window and when i told them they didn't do anything for my safety and they didn't warn the other residents. also once you move in you will never be able to reach anyone at their main office. also the apartment was just so old and dirty and worth maybe $200 a month but my rent was $735 (I moved at the last minute for school) read more

Do not rent from them!! Their buildings have cockroaches!!! They never call you back or do anything they say they are going to do. The staff is VERY unprofessional and yes the units are very outdated! They expect me to pay rent for the rest of my lease after I moved out! I contacted them 3 times to tell them I still see cockroaches after the neighbors moved out and after they sprayed! They just expected me to live there!! There is no where to park when going to their tiny office! The maintenance guys always use my toilet when they come to fix things! I took their stupid survey and told them the neighbors had trash outside of the apartment and nothing was ever done! They even had the belongs of somebody's whole apartment sitting outside for a week! Couch, bed, tables, everything! Worst place and neighbors I have ever had in my entire life!! read more

I was coming in from out of state and worked with Nakota to find me a decently priced apartment and she was fantastic at helping me while I was driving in from CA. Moving in was a breeze and even though the checklist was very thorough and took some time, I was able to get everything documented and sent in. I unfortunately could not view the property I went to first so after move in I found the area was not as great as i had hoped. The apartment was clean and in working order but I needed a new space. After talking with Nakota and expressing my concerns regarding the area she helped me find a new apartment closer to Purdue and with a better environment. She was very understanding and patient with my requests. She has made the process much easier and my stay more comfortable. The CPM phone lines are not always available and sometimes get jumbled up but the representative I worked with was very prompt and helpful when I needed it. read more

I rented from CPM my senior year and had multiple issues with this company. First off the house was completely dirty when we moved in, the bathroom drawers had hair and crap in them and there were cobwebs all over. Then they tried to evict all 3 of us because one of our roommates didn't pay his rent, even though we had all signed individual leases. By all means I understand why they would want to evict the one straggler, but review your own lease contracts before you start threatening people with evictions. I also had issues of them saying they didn't get the check I sent in for rent, I had to send them the proof of deposit from my bank before they admitted their mistake. The lady at the front desk was always rude and the woman I always had to deal with (Jane) didn't seem capable of doing her job. I went through four different property managers during my time at Purdue and none of them were great, but I highly suggest staying away from this extremely disorganized company. read more

The poorest, and most neglectful service I've ever encountered. A dishonest and deceitful company. Be wary.

ZERO STARS. The worst customer service and dirtiest house I have ever moved into. When we moved in there were fleas in the carpet and the house was filthy. People had to pay for cleaning supplies to make the house livable upon arrival. We had problems getting maintenance to come and fix things. One of the roommates subleased her room for the entire lease and upon arrival of summer, the two both refused to pay rent, which then Consolidated came after the other roommates who paid their rent in full. On top of that, our walls were not painted when we moved in, they were just the plain drywall. Upon us moving out, they are charging us not only for the purchase of the paint for the whole house as well as the labor to paint it. Because it was unpainted when we came in as well as painting being considered general upkeep of property rental we are very unhappy because of this charge. They have only sent any sort of correspondence to one roommate, who then forwarded it to other ones upon receiving. They often could not keep track of rent payments, and tried to tell us that we did not pay rent, even after it showed in our bank accounts that they cashed the checks. This is by far THE WORST business that I have ever encountered. These people clearly do not know how to run a company, especially a property rental company. I cannot find words to describe how bad their service has been, how hard it has been to work with them, how much I regret renting from them, or how let down I was by this entire experience.
