In my experience a few weeks ago, there was a stall in which the toilet paper container with 2 empty rolls left inside it and this bloodied roll on the top of the toilet. Seems to be that management leaves the roll on top of the toilet to encourage users to clean their needles rather than locking it up in the containers. Truly unfortunate that management seems to enable this problem. Blood everywhere on the walls and doors, this is one picture but could have taken many more. AVOID at all costs.
