Welcome to NoMa, my 'hood, aka North of Makati. I can't help but notice the proliferation of small mom and pop restaurants in different parts of NoMa, and I'm loving it.
Many of these are like topped-up carinderias, like Chubby Rice here. An open-air box, with a zennish interior design, and tables lined-up side by side to make one long table. It's very utilitarian, pretty much like a carinderia. Except they serve Japanese rice-toppings.
I think restos like this cater to the emerging middle class in the area, where many are freelancers, fresh grads, or startup entrepreneurs who need a place to hang out in outside of their rented small apartments.
I had a meet up with a friend and we chatted over beer and a rice bowl. Very casual. None of the luxury from overpriced cafés, of course, but also not your usual tapsilog place.
You won't miss it. It's right smack at the corner of Kamagong and Sampaloc, beside Caltex.
