    #11 for 2019 I frequent the park 4 to 5 times every week. Mostly for walking but I also come here to enjoy the sunset, play ball, fly drones, kites, and play in the playground to be a kid again. Within the park there are two baseball diamonds, a playground, a skateboard park and a walking route. Dogs are allowed and encouraged to visit too. There are doggie bags throughout the park zip tied around the lights. I feel safe coming here at night too. The lights run on solar making it very easy to see in the evening. It is more active during the day then it is in the evening. Weekends are the busiest of course. This recently opened up in November 2018. It's not so busy now and I'm pretty sure it will get plenty busy this year and the years to come. It's a great park. Visit if you can. Named after retired assistant police chief, the highest-ranking Filipino-American, Cesar Solis grew up in the area. Sandwiched between Vista Del Mar Elementary and Ocean View Hills School. It has the first skatepark in southern San Diego. Solis began his law enforcement career in 1982 working his way into investigations, community relations and SWAT units. He fatally shot a man in 1985 who had been robbing border crossers and shooting at Patrol agents. He received the American Legion Metal of Valor and the Police Department's Meritorious Service Award for his work on Border Crime protection. His 32 year career ended in 2014.

    I saw that this park just opened so I wanted to drive down to check it out! The park isn't that hard to find. It's up in ocean view hills near the elementary school. It doesn't look like a big park from the street but it is pretty huge and goes behind the school. There's lots and lots of grass, tables, gazebos with charcoal grills, playgrounds, a baseball field, a skate park, and unlike the other park in ocean view hills this one has a restroom. The thing I didn't really like about this park is how trashed it is already, especially around the skate park. I saw empty food containers and cups just thrown on the walkway behind where all the skaters sit. Candy wrappers, plastic utensils, Capri suns, etc just all over the floor. Another thing that I don't like is how dead the grass always is. I'm also not a fan of smelling cigarettes and marijuana and finding used condoms on the grass. I'm glad they opened up a park for the community but I'm pretty disappointed in how the community treats the park. I'll probably check it out again in a few months but till then I'll just go somewhere else.
