Absolutely unprofessional and would not recommend. We had signed the lease and was given a move-in date, in the lease and verbally. When it came to the move-in date, we had saw that the carpet was still ripped up and was definitely not ready to be moved in to. This was incredibly frustrating as it had said in the lease this was in our move-in date and clearly we weren't able to move in, and we had everything packed up. They told us we couldn't move in for another week so I had to unpack my stuff that I had already packed just to pack it again in a week. This was the first breach of the lease. Though, they did give us a small discount on our first month of rent. Finally after moving in, I had a little lock on the front door they had put themselves. I asked it to be taken off -- mind you I live less than 5 minutes from the office this would've taken less than 10 minutes out of their day -- and it took a week to take the lock off. My rental had 1 million problems, and we started asking them for help. We asked for the toilet to be fixed before we moved in, and they "did" and after we moved in it was still not fixed. After this we realized they were not gonna help us with the problems we had in this house. There was plumbing problems, the sink leaked (and they obviously knew about this as it was taped up and very awfully tried be fixed), we had electrical problems, just a handful of problems they knew of but clearly avoided. Then, almost 4 months before our lease ended, we got asked to have a check up of the house. I assumed this was to make sure there was no problems before they would put our house up for rent (3-4 months before our lease ends is a little weird but whatever). The lady came and only took pictures of our house and did not check anything. I asked what was going on and she said they were about to put the house up for rent... 3 months before we moved out!!! I had pictures of all the stuff in our bedrooms taken which I feel like was a breach of privacy, especially because 1. They already had pictures of the house before we moved in and 2. They never used the pictures -- they had taken pictures of everything in the house for no reason. Not sure why. As a renter I felt very uncomfortable in my own home, especially because viewings were about to start and presumably last the next 3 months. I had to lock up all of my valuables and take them out of the house. But the good thing is with crappy management, nobody remembered that the inspection happened and that our house was supposed to go up for rent. The house went up for rent a month before we moved out. Not TOO bad. Overall, they were very difficult to work with and when we had problems, nobody would answer the phones. I hadn't called once or twice, I called all throughout the day for multiple days through different months. I never had one person answer ever once. Then, once our lease ended, I had the house professionally cleaned and the carpets professionally cleaned. I had spent $200+ on this to secure my full security deposit back. When we had the walk through on the day of move out, no one had said there was any problems. So I should have had my deposit back within a week because they had already had the inspection. Well in the lease it said our deposit was to be returned within 30 days. It was well over 30 days before we received it. They lied multiple times and AGAIN breached the lease. It was supposed to be received within 30 days, it was NOT. And I did not receive the full refund as there was a 'smell' in the house. Over $100 taken because of a SMELL, which I know is not true because I had the house professionally cleaned. Besides that, we had fixed so many things wrong with the house I feel we should've gotten the full deposit back PLUS more for doing their jobs. They did not offer any compensation for breaking the contract for a SECOND TIME -- yes breaking contract is illegal! -- and giving us our refund in over 30 days. I wrote this whole review in hopes no one else will go through what I had. They are completely unprofessional and broke contract multiple times. Do not go with this company!!!!! read more

We are moving into the area from out of town and this "management" group has 3 of the properties we would like to have seen. After I left 2 phone mssgs and an email, they finally replied w an excuse of being in a staff mtg only to let me know they don't do showings on Sat nor do they do apptmnts after 4:30. I could do a virtual/face time tour. Well, there's an option as we consider our future home! They want tenants who won't default on the lease but don't make it convenient for the fact possible tenants actually have jobs....so they can pay their bills responsibly. There was no effort to compromise their schedule. This only indicates to me how difficult it would be to deal w them as a tenant who has questions, repair issues etc. No thanks. (Oh. And you might want to rethink the voicemail where it says you want to "service" me the best you can.) read more

Cecil management is awful. They don't communicate with their renters at all. I lived in glen Carbon when I rented from them and never saw someone from the company after I moved in. And the rent for my tiny one bedroom was ridiculous and I know it went up when I moved out just because they redid the siding. When I moved out I was told I needed to be there. I made an appointment and called and said I would be late. The office said ok we will let her know. When I showed up she had already left and when I called the office they called her and she said that no one informed her that I was even coming. This is one of the areas largest rental management groups and they do a fairly good job of taking care of the tenant and property most of the time. BUT, the move out is a bit of a different animal! I lived at the address on Carol Ann Dr. in O'Fallon, IL. for a year and they pretty much took care of things as they were supposed to. But, when it came time to move, because the property was owned by a private party which had no knowledge of what went on other than what Cecil old them my rental deposit refund got reduced by half! Move in inspection showed several chips, scrapes, gouges and picture holes in/on the walls that had not been repaired so I took pictures of course. Obviously, not enough, tho. Now at the move-out inspection the report didn't say anything about holes, scrapes or gouges that needed repair, etc, with the exception of one corner that was already there when I moved in so I never thought anything about it. I also had her note the accordion door to the washer/dryer area that had come unhinged and off the track due to the screws coming out and said I had left several phone messages with management to have it fixed and never got a reply. The person doing the inspection said everything looked fine when I asked if anything needed fixing etc. A month later I get my deposit refund check and it's only 1/2 the amount I paid and included is paperwork stating what deductions were taken out. They had replaced BOTH accordion doors not rehung the one, puttied and painted over every little picture hole (I used push pins for all my pictures) and repaired the one corner that had already been damaged before I moved in. I emailed my concerns of the excessive charges and also sent pictures of what it looked like at the prior to move-in day inspection over to Cecil and I had even allowed that I would accept half the damage/repair charges even though they were not my doing. We emailed back and forth a few more times but the final email said that the owner was not willing to reduce any charges and would go with accounting's findings. So, I find that I cannot leave a good review for this group and warn any renting from a group to take much better precautions than I did if you actually want your full deposit back! Having never rented anyplace before and had I known what awaited, I would have during the prior to move in inspection, actually dragged that person around, pointed out every little thing and made sure they wrote it down in order to protect myself. I was a bit to trusting I guess. I don't have a problem paying for something I've done but find it dishonest for a landlord to charge for things that were not the tenants fault! I try to view a property many occasions and they told me 3 different things. Then on top of that the lady was rude. How are you a rental company but are not open on the weekends which is convenient for a lot of people like myself who work through the weekdays and is off on the weekend. Do not waste your time with them cause if its hard getting a appointment thats convenient for them but not with the client. Then imagine having a lease and going through BS. Do not do any business with this company. I purchased rental property on Ponderosa in O'Fallon IL. I pay $150 monthly to Cecil Management. It covers grass cutting, landscaping, snow removal, etc. The reason why the fee is so high is because this company is supposed to cover all exterior repairs/updates. I thought it was a decent deal at first. Then, comes the special assessments. The first was new exterior siding ($5,000), then new landscaping ($1,500). I thought to myself that we were being taken advantage of and then it got worse. We ended up getting a new roof, from the insurance company due to the big hail storm a few years back. Cecil Management dodged that responsibility, all they had to pay was the deductible. And now the latest, crawl space water damage ($9,000). All these expenses are exterior expenses and should be paid by Cecil Management. If any other owners are reading this feel free to contact me, my cell phone is 618-975-8175. The worst property management company ever. They will come up with shady reasons to make the tenants pay for all kinds of ridiculous fees for maintenance and services they haven't even provided. Unfortunately I signed a lease with another company but they purchased the property in the middle of the year so I'm stuck with them for the reaming 6 months. read more
