    My neighbor was involved in an auto accident and told her car. CDH towing towing told her vehicle…read morewhich is a 2003 Ford escort to Don's Chevy Buick GMC and Hummer dealership, wauseon, oh. My neighbor has multiple fractures throughout her body and will be laid up in a rehab for 2 months. My neighbor asked me to retrieve her keys and personal items out of her vehicle at the auto body shop. Before I went down to the auto body shop which is CDH towing I called and spoke to the manager and told her I was coming down to get my neighbor's keys which consisted of her apartment keys her mailbox key and her storage key. The manager of CDH towing told me I would have to get permission from the insurance company. I tried to explain to her that it's only liability therefore there's no insurance company to go through. So she asked my neighbor to call them to verify that I was coming down there. I arrived at CDH towing the next day only to be told by the manager that I was not allowed to get the keys and the personal belongings until the bills were paid in full. I explained to the manager that she cannot hold the personal items as hostage in order to get her bill paid. I asked her for an itemized bill which consisted of $250 towing charge $71.50 for mileage $90 for special equipment $10 for fuel. This was for 13 miles. The total came to $1, 352.23. the manager also explained that my neighbor is being charged $60 a day for storage. The manager also told me that she changed her mind she's not giving me the keys and that she wants the owner to come down with her license in person. I explained again to the manager that the neighbor will be laid up for at least two months with multiple fractures. She refused to hand over the apartment keys. I explained to the manager that Ohio has a rule that she has to release the personal items. She still refused. I then went into the dealership and spoke to the owner Don Hayari the circumstances. He also refused and explained to me that that is their policy. According to Ohio rule of administration code 4901:2-24-03, if I wasn't getting anywhere with the company I had to get the police involved. I followed up immediately with the local police department. The nice officer went down to the dealership to ask for the keys and they still refused. Needless to say I left with no keys. My question is why would there be an Ohio rule in place such as 4901:2-23-03 for Fees for towing and storage if the businesses such as CDH towing/Don's automotive group body shop/Don's Chevy Buick GMC and Hummer not going to be enforced. This is only a company policy. The law states different. Rule 4901 also states that if the vehicle is under $10,000 they can only charge $17 a day storage we're in this case the automotive company is charging her $60 a day. According to rule 4901 the tow should be $129 when in fact they're charging her $250 plus extra. CDH towing/Don's automotive group body shop/Don's Chevy Buick GMC & Hummer is in violation of Ohio's Administrative Code 4901:2-24-03, sections 4513.60 and 4513.601. I would like to see the state of Ohio apply sanctions to these companies for failing to abide by Ohio Administration Code 4901:2-24-03, sections 4513.60 and 4513.601. I also would like her personal property released to me as soon as possible. Already told him they can keep the key to the car, which they would have anyways. There needs to be a president set using these two companies as an example of what not to do.​​​​​​​​
