    Complete lack of urgency to address maintenance issues. Currently I have no hot water, no heat, and…read moreextremely low water pressure in both sinks in my unit. The water issues happened on a Saturday morning. There is no emergency maintenance line (though capstone will tell you it is an emergency line), just an offsite call center available after hours. It is not easy to find the number to call for this call center and once I did, it still took over 45 mins just get a maintenance request submitted (due to excessively slow responses on their end). The call center is unable to tell you when you will hear from capstone or a vendor assigned to the problem. I did end up speaking to my property manager (Janelle, mentioning her by name to counter the positive review she has below mine), who told me I'd have to "get creative" (her exact words) over the weekend in order to bathe for work, do dishes, etc.. I wonder how long she personally would be willing to "get creative" and tolerate no water pressure or hot water at her own home? The heat in my unit has not been functional for at least 2 weeks. The owner of the property didn't like what the first vendor had to say so then they sent a second vendor out over a week later. This has forced me to rearrange my personal schedule to be home at inconvenient times because the owners don't want to pay for whatever repairs were recommended. How many second opinions are they going to put me through before they do something? Who knows. Sure this is Phoenix and I don't have any kids or elders to keep warm at night, but that's not the point (and I get the vibe the urgency level would be no different even then). Regardless, how is it acceptable for them to take weeks to deal with broken heating and put me through dealing with multiple vendors and them not being willing to pay for an emergency plumber to fix my water over the weekend? What if this was a broken AC in the middle of summer? Would the response be the same? They only care about making money and saving money for the property owners, they have zero concern for the tenants. Functional water (including hot water and water pressure) and heat are basic requirements for making a property habitable per AZ law. I currently have neither. Unfortunately, AZ heavily favors landlords over renters when it comes to the law so I likely have no legal recourse (and I'm sure Capstone banks on this because they know they have the upper hand), but you can bet I will be looking into it and at minimum posting reviews wherever I can. Prior issues: 1. I've reported a nasty odor from the shower drain which they have repeatedly ignored. They did send somebody out once to fix the broken toilet and told him to "just make a note" about the shower drain issue but to not actually do anything about it. Management then cancelled the maintenance requests I had placed on the portal 2. They will force you to submit to a yearly "walk through" to allow a third party to come into your home and take multiple photos of every room. This is invasive and ridiculous and NOT standard in the industry 3. They ignore requests that they don't want to answer. At my unit, the homeowner pays the utility bills directly and the amount is pushed through in the portal for me to pay. When I have asked to actually see any of these bills I am being charged for, Capstone ignores me. The unit has what appears to be the first digital thermostat ever created - I offered to have a smart thermostat installed, at my cost, through a vendor of the owners' choice. Ignored. 4. They will charge you $50/month for access to their online portal and for bimonthly air filter changes. You will have to let somebody come in and change the filters for you, they will not allow you to change them on your own or they will charge you (when I viewed the property prior to signing the lease I was told by the agent at the viewing that I could change my own air filters - he was wrong). You will also be charged a fee for paying your rent online through the portal (that they are already charging you to be able to access). Avoid this company at all costs, at least as a tenant. If you are a sheisty property owner who doesn't give a crap about your tenants, this may be the group for you. After selling my home and moving into a rental while I search for my next home and/or consider a move out of state, I was extremely leery of going through a management company. Capstone has firmly confirmed that my reservations were justified. It was a huge mistake and I urge you to not make the same one

However, from 2021 to 2025 they went through four different managers. I would have one person, everything would seem to be going well and then abruptly they'd tell me someone else was being assigned. In 2025, I was again assigned a new manager, Andrea R. and communication significantly declined in comparison to other property managers I had been assigned. Emails would often go unanswered for long periods of time. Everything fell apart during a tenant move-out at the end of 2025. Before the tenant moved out, I provided the original lease and deposit records to Andrea so there would be no confusion. During the scheduled move-out, the assigned manager was unavailable, and the person who performed the move-out inspection took not one photo. I had to step in myself after tenant departure to take move-out condition photos because Fort Lowell staff didn't do it. The departing tenant was instructed to leave the keys unsecured in the mailbox after 5:30pm, which was very concerning because they didn't set up a lockbox for the tenant to securely leave the keys after the inspection. In addition to all of this, they issued a security deposit refund using rents from another unit to the tenant before fully reviewing damages. Keep in mind I held the deposits, but they did not consult me or provide me with the breakdown and obtain my authorization before refunding the money that I should have provided from the deposit account not use rents from another unit's tenant. To make matters completely insanely worse, the refund included money that had already been returned years earlier to a prior co-tenant! After I began formally requesting proper documentation and correction of the accounting, communication became worse. I sent a written notice under the contract giving them nearly a month to fix the issues. The problems were not fully corrected. After I terminated the agreement with proper 30-day notice, communication completely stopped, they did not follow up with me with requested documentation and stopped responding to my other unit's tenant they were still managing in this timeframe. I have still not received the complete documentation or the remaining funds in my owner account. I also later discovered that another tenant had gone six months without a properly executed lease renewal, and I was never informed. As a landlord, you need clear communication, accurate accounting, and proper handling of deposits. In my experience, those basic protections were not consistently in place. In addition, Fort Lowell's team is extremely unprofessional, completely ignoring clients, being condescending, and just displaying levels of incompetence I didn't know could exist. If you're a property owner, I would not recommend you use Fort Lowell. In fact, RUN!

    I had an ABSOLUTELY HORRIBLE EXPERIENCE with Beth Jo and her staff…read more It started with a low ball appraisal from an appraiser that they selected, which had very poor reviews (Joseph's Appraisal Group - read their reviews), which I attributed to just wanting a quick sale at my expense. I was allowed to order a separate appraisal, and when it came back almost $50K higher, they would not recognize it, even though they said I could obtain another appraisal if I wanted to pay for it. When I got their appraisal, I discovered that my Ex Wife had trashed the condo, ripped out carpet and flooring, ceiling tiles, electrical outlets, etc., in order to get the price down so that she could purchase cheap. She also let her son move in with his German Shepard. When I asked that Beth Jo bring the issues to the Judge for resolution, she stated "We do not have the authority to instruct either party to make repairs or for the cost of those repairs to be deducted from one parties sale proceeds", and "Our current order does not provide for the removal of any occupants/pets from the property. Ms. xxxxxxx can you provide the reason for the two declined showings? Should future showings get declined and/or the property not be maintained and clean for all showings, we will bring this matter before the court for further direction" So, in her role as Real Estate Commissioner assigned by the Court to resolve issues, she did nothing to resolve the issues that she was hired to resolve. In addition, the low ball appraisal that she obtained failed to include recent sales with higher values, and when I asked her associate Joey Hasselbring to make sure that the next appraisal included those, his response was "The appraiser will use the comparable properties they see fit". Beth Jo and her staff did nothing to resolve the issues that they were hired to resolve, and in obtaining their low ball appraisal they helped my Ex Wife accomplish her objectives, so I don't see why she is allowed to retain the title of Real Estate Commissioner.
