We finally closed the last of three claims totally almost $40k in damages the subcontractor hired (AA American Movers - See review here https://goo.gl/maps/9qGGJQm7dy1t5fkL7 ) so I am finally able to post this.
Cartwright (CWT) is the worst TSP My wife and I have experience in 16.5 years of military service. Over the course of my career, we have moved 12 times and this move is the stuff horror stories are made out of, as you can see when you read my review of their subcontractor who cause all of the damages.
This review will focus on the claims process which was nearly as traumatic as the actual move process. Our Claims Rep, Maria was the most difficult, the slowest rep that I could have possibly worked with, and she was supposedly the Claims supervisor, but she was barely competent at her job. Due to the abhorrent packing and care that the pack/load crew did we were forced to file 5x total claims (1x inconvenience claim because the subcontractor busted the load date requiring an extras days lease, 2x nights in a hotel and additional Uhaul fees, 1x real property claim due to extensive damage caused to the 115 original oak hardwood floors to the home, and 3x separate property damage claims due to almost every box having some form of damage that took 5x months just for us to unpack and sort through totaling almost $40,000 in claimed damage.
At every step of the process Maria drug her feet causing extensive delays and consistently busting the required timelines per the DOD MCO claims process. We were required to float the extra lease cost, hotel, and Uhaul overage, as well as the full repair cost charged by the Ft. Hamilton housing office for more than a month while she refused to honor the claim that both myself and the Ft. Hamilton Quality Assurance inspector were told would be honored by multiple CWT movement supervisors. If it were not for the QA inspector, we would not have been paid.
Once Maria admitted that the CWT subcontractor was liable for the full amount of the Real Property and inconvenience claims it then took CWT over 3x additional weeks, totaling more than 6x weeks that we had to float more than $1.5K in costs.
This was just the tip if the iceburg. Due to the extensive damage it took my wife and I more than 300 hours to catalog and document it all (none of this time were we reimbursed for, which at our Salary rate would be over $10k additional) over 3x separate damage claims spanning 5 months. More than 120 items in total were claimed and we settled for over $18k in admitted damages on over 80 items, with the rest now elevated to the MCO for further adjudication.
At every step Maria would wait until the last possible minute to acknowledge receipt of a claim, or information provided throughout our communications process. At multiple phases I had to get both the QA inspector and the Belvoir JPPSO office involved to push the process because Maria would stop communicating with me, at times for over two weeks at a time. Due to Maria's consistent delays, she drug this process out to 6 full months to reach resolution (which we still have not completely reached due to the elevation of 40+ items to the Army MCO)
Additionally Transpo was not able to process my PPM (DITY) move for two months because CWT manipulated the weight ticket, misappropriated the weight of my move and would not respond with straightforward information to JPPSO, resulting in the Belviour JPPSO cubing my HHG to determine the weight as best as possible to allow the PPM payment to be processed.
I also learned that CWT shorted me about half of me and my wife's PRO-Gear because the subcontractor did not account for it.
Lastly, one day after we received the final payment, I receive an email stating "Your Transportation Service Provider (TSP) has reweighed your shipment...The Defense Property System (DPS) has detected the possibility you may have exceeded your authorized Joint Travel Regulation (JTR) weight allowance."
