Main difference is in the unique flavors that each one offers, and Toscanini's is a bit softer with a more gelato-type texture, while New City is a little bit more of a traditional hard pack ice cream (albeit not as super dense/rich, hard and dry mouth-feel as the best "super premium" style ice creams which seem to be almost extinct these days, sadly). Both are quite overpriced, I'd say at least $7-8 per person if you don't want the super small kiddie portion size. Both have good service. New City does have a cozier, friendlier vibe and while it's smaller inside than Toscanini's, you can more comfortably just chill there chatting with your friends on a hot summer day (both places have nice AC) if you felt like it. Not sure I'd be in any particular hurry to revisit either of them, but hey that's just me.
