I would leave zero stars if possible. This place rented me a car with expired tags and then refused to do anything about it. I got pulled over and officer informed me registrstion was 2 months expired. Didn't even occur to me to check that when I rented it. When I called they said they didn't have another car for me to swap it with. I will never rent from here again. Customer service was ridiculously bad. When I brought the car back and handed them the ticket they kept arguing trying to tell me the registration wasn't expired. Then they said its not thier fault or thier problem. To begin with, if you pick up a vehicle late on a Friday for a one-day rental, intending to return it Saturday evening, you can't do that because they don't accept after-hours returns. They will charge you for two days and say you have to bring it back on Sunday between 9:00and 12:30. Apparently their definition of an a "one-day rental" on a Friday evening is from Friday evening until Saturday no later than 12:30. I've never had this situation with any other rental car agency. Having no option, I proceeded with my "two-day rental" now having paid twice as much as I planned to. Whatever, my husband and our dog and I traveled as planned and had a good time. All went well with the return, until I was called an hour later and told that they would be imposing a $125 cleaning fee because of dog hair in the vehicle. I had left the vehicle in good condition; it just needed a quick vacuum, which I assumed would be standard between renters as it is at every other agency. Nope. This is an opportunity for another money grab at Budget and you can bet they went for it. I have sent multiple emails escalating with management, and no one will help me. The employees George and Joe Stole my identity and used my debit card numbers to charge fraudulent fees. I have a witness to TWO conversations with George who (over the phone) asked for my reservation number, said "yep, I've got it here", told me additional days would be a Flat 29.99. I asked him very clearly if there were other fees because the first day was $155. He assured me Again that the Only charge was $29.99 and went so far as to Explain to me that the insurance and pads were a one-time charge. When I returned the truck I was suddenly told there was an Additional $283 charge!!! I explained to them that I do not have that money in my account and that they Do Not, repeated Do NOT, have my authorization to charge my account for those fees. Apparently right after I left one of them (I believe George made poor Joe do it) actually went ahead and fraudulently put the charge through. I have subsequently filed an Identity Theft claim with the Federal Trade Commission and have been trying to contact the MD Attorney General to bring fraud charges against this company and these individuals directly. Reserved a 12 passenger van through Costco travel with Budget 3 weeks in advance. On the day before pick up(Sunday) at 12:15 on a Saturday, they called to tell me they wouldn't have my van. Left me stranded AFTER all other rental vehicle companies closed for the day. Could not have cared less that they forced me to cancel my plans for the family we had coming in to town from New York. Rented a f150 pickup for a little over a day...showed up at 8 am when my rental began to get the car and was told that it had not been returned by the previous renter yet and to come back in 30 minutes. 30 minutes later called and was told on the phone that the guy who had the truck wanted to keep it another day and that I was basically out of luck even though I had reserved and payed for the rental over a month in advance. They told me they had a dodge journey that I could have and that would be my only option... they wouldn't even refund my money. So I drove back to the place to get the 3 row journey SUV that I was going to have to make work in place of the f150. Then to make it worse as I am going through the process of getting the paper work done the guy helping me which happened to also be the manager told me he could not rent the car to me... why?.. well because I'm 19 and you have to be 21... now that would be the case but I am a USAA member and I booked through them so not only can I rent the car being under 21 but I also get the young driver fee waived. Now I had to explain this to the manager because he was extremely clueless as to any of this and told me I was wrong... when I told him that he should know this as my reservation shows my age and that I booked through usaa and everything he became very irate and started screaming at me that I didnt know his f***ing business and to shut the f up. When he calmed down he finally agreed that he would call someone to check and he went to the backroom and make a phone call.. when he came back he was so angry he didnt even want to talk to me anymore so he had another employee finish my paperwork and hand me the keys to the vehicle. By the time I got in the dodge journey and drove off it was 10 am and I had already lost 2 hrs of my time and the time I had paid to rent the vehicle. I was in a hurry to move and didn't research this place as well as I should have. I made a reservation online and when I came in I had to wait awhile because they were understaffed. The owner was polite. The truck was extremely dirty and the roof of the truck had a leak that I didn't notice until I removed my furniture. I asked what time I needed to return the truck and George, the owner, said there was a drop box so I had all night. I didn't tell me there was an additional charge. I had waited so long to pick up the truck that I didn't read the entire contract which did say there was an additional charge for using the drop box. I don't appreciate the owner not being forthright about the charge. After I got the truck home I looked the company up and was mortified to see the reviews. Fraud, identity fraud, and over charging. I cancelled my debit card immediately and let the bank know what amount was ok to accept. If I were to use this place again I would be very cautious. My girlfriend went in to pick up a car she had reserved online and George Amoah (the owner of the franchise) said he needed further identification from her but would not share what was needed. Instead, he refused to rent the car to her. When I volunteered to rent the car in my name and he said flat out "I'm not renting the car to either of you". We were completely shocked. Was it something we had said? Did we not look like responsible people? For what reason could he just deny us a rental? I rented a car this morning in Pittsburgh and the brakes on the car were causing the car to shake and pull to one side at high speeds and when I would have to slow down quickly. I started feeling nervous about the safety of the vehicle a couple hours into my trip and called the Budget Customer Service Number. They advised me if the car was still drive-able I could take it into any Budget location along my route and have it exchanged for another. This was the closest location to me at the time so I went in. I explained the situation to the guy at the desk and he basically laughed at me and said I can't help you because we don't have any cars. I understand that if they have no cars there is nothing he can do about that but he acted as though he could care less and it was my problem and not his. He did not offer to help find a location with available vehicles or even show the slightest bit of concern for the predicament I was in. I let him know I had come all the way from Pittsburgh and he laughed again and stated there are a lot of Budget locations between here and Pittsburgh like I should have went to one of them instead or something. I got frustrated with him at that point due to his attitude throughout the whole exchange and his extremely poor customer service skills. I asked him what his name was and he refused to give it to me and said he did not have to tell me his name. I proceeded to take pictures of him to document who I was interacting with. He put up his hand and told me I was not allowed to use my phone and walked quickly towards me and yelled at me to get out of the store. I called Budget Customer Service and everyone I spoke to there was very apologetic for the experience and was able to find me a location that had available vehicles. The people are not only rude but extremely uneducated how to handle an international drivers's license with a US passport. And to top it off, I was given the car with a half tank of gas and filthy. Please do not rent a truck from this business. I moved from Maryland in 2017. I picked Budget because a a referral from a friend and the low cost. The first time I called the office, they seemed very friendly and knowledgeable. I had ordered a 16ft truck and a car hauler. I had called the day before my move to confirm and everything was good to go. When I showed up to pick up the truck and hauler, surprise..surprise...they had the truck but no car hauler. They seemed apologetic but that did not help me much. I had to scramble to find a person who could drive my extra car for the move. The next problem was that at one point during walk around inspection, the man told me that I had to have insurance because it was the 16ft truck. I said that seemed odd and that was not mentioned online. He noted that the smaller truck did not need insurance but I had to purchase it for this truck. Later, another worker (who went bring the truck out front) gave me a walk around. He asked if I got the insurance. I told him that his boss said I had to for the 16 ft truck and he was like, " oh yeah, i guess you do." It all seemed very odd. When I researched online and called Budget, I found out I did not have to buy insurance and that was optional. This business lied straight to my face on multiple occasions to make $100. The next problem was with my drop-off. The guy in MD said I could drop it off on any time Sunday as long as it was there at the beginning of the day on Monday. When I got my bill, I was charged an extra "late-fee" because it was not returned before 1pm on Sunday. More misinformation. Lastly, when I called Budget customer service, they weren't too helpful. I will say that after speaking with two or three agents, I was refunded the late-fee. The final Budget agent told me that they could not help with the insurance fee because that is taken care of by the owner of each Budget store. That sounded absolutely ridiculous to me but after speaking with multiple people, they would not help with the insurance fee. I told them it must be horrible to have the franchisee completely trash Budget's name and they cannot do anything about it. Anyway, last time I will ever rent from Budget. I could write a book on the nonsense I had to deal with just to pick it up. I reserved a vehicle on May 30, 2018 for June 16, 2018. On the day I was due to pick up my vehicle, I received a phone call that there was no car available. What is the point of a reservation over two weeks in advance? I could not even cancel the reservation with the local office. Instead, I was told that I needed to call customer service. When I asked if I could be transferred, I was told that was not possible. After calling customer service to cancel my reservation, I asked if I could receive some kind of credit for a future rental since I would now incurr additional charges by needing to get a different ride to the airport. I was told that would not be possible. This was an extremely frustrating experience for me. I have rented numerous cars from Budget inn the past, but I don't know if I will be back. read more

DO NOT rent a moving truck from Budget! Spend the extra money and go with U-Haul! We moved from Maryland to Florida this past weekend and it was the worst experience. After we loaded up our 26 foot truck about an hour into our drive the breaking light came on and beeped for the entire drive (14 hours!) We tried to call the road side and they said it would be 3-4 hours and wait for a new truck, we did not have that long to wait nor did we have time to reload the truck that we spent hours packing, so we had no choice but to deal with it. I paid an extra $200 to be provided a service that was useless. They obviously did not inspect the vehicle before it was given to us, on top of the brake issue, the driver side seatbelt did not work and also the radio did not work. Also, there was an issue with filling up the tank, they said that it was our fault because we didn't do it correctly, but no one ever told us any instruction on how to fill up the tank differently, we even had the truck driver that was filling up next to us try to help us and he couldn't even do it, we were never able to get the tank to fill past 3/4 til full, the guy at the budget truck drop off was not understanding and said he would charge me what it cost to fill the rest up plus $35, I understand paying the fill up cost but to charge a fee seems crazy to me considering all the issues we had. We have done 15 moves in 17 years, we were a military family and my husband is a veteran, we have always used uhaul and never once had an issue, I'd decided to try and save some money because budget was a little cheaper, I wish I would have just gone with a company I know is good and worthy of my money. If I could rate this facility no starts I would. Customer service was horrible the owner George was rude, very aggressive, difficult, and combative. Rented a SUV from Budget in Frederick MD, When I picked up the vehicle the exterior was not cleaned and the inside was not filthy but could have used a better vacuuming. Since we were in a rush to get on the road for our 7 hour trip we let it go. While driving the windows where so dirty we could barely see out the windows and mirrors. We returned the car a day early since we got back in time before the place was closing. Arrived about 15 minutes before closing. When turning in the car George said he was charging an additional amount for a cleaning fee as there was some minor crumps on the floor in the back, a piece of a pretzel on the floor of the drive side, and foot traffic from stepping in and out of the car. We told him that when we received the vehicle it was not cleaned and we were actually going to bring it to their attention when dropping off. George, ( who advised he is the owner of the facility) then became very argumentative, verbally threating, and rude. While in the store I advised I would not be renting from them again and that I was filing a complaint. He suggested that I threatened him since I said I was filing a complaint. I asked for his name and the manager or owner and he refused to give me his name and said he was the owner. There was another customer in the store that actually provided his name after seeing how obnoxious he was acting. Nowhere in the contract does it say we are supposed to vacuum out the vehicle before it is returned. No pets and no smoking was the conditions and we abided by that. Rented a car from this location and returned it to the Baltimore airport location. The man behind the desk In Frederick said that I needed to bring proof of gas purchase when I returned the car - not correct! Also, he added on an "upgrade" charge because compact cars were not available, so I had to take a larger model. Certainly, not by my choice. After returning the car, I called the 800 # for Avis/Budget. They refunded my gas surcharge (I had returned it with a full tank), they do not require gas receipts and refunded the "upgrade" questionable cost. Five stars for customer service and 0 stars for this Frederick location! Never again. There are other car rental locations in Frederick, use those, not this one. My reservation was for a full-sized car for the contract term. I was surprised when the total came to about 20% more than the reservation I made on line. The rental agent told me that I had a premium car and since I didn't prepay I was stuck with the higher amount. AT NO POINT DID I REQUEST A PREMIUM CAR NOR WAS I VERBALLY TOLD I WAS BEING GIVEN A PREMIUM CAR. The agent stated that, although I wasn't asked if I wanted to upgrade, I was responsible for the higher amount. During the conversation when I returned the car, the agent I was dealing with said I should be happy to pay the higher rate especially since I drove "across the country." I responded that my reservation included unlimited mileage so I didn't feel his comments were justified. After a few minutes of discussing the issue I realized that they were not going to change their position, especially since the agent and another gentleman (apparently the owner of the agency who had joined the discussion) basically waved their hands and walked away while muttering "geez." So, I walked out. My next rental (I rent at least once a month) will be from another company that employs people who are more transparent and professional. It is either a total lie or someone else broke it on the lot after we returned it. Secondly, they charged us $10 to park it in the lot. Where else were we supposed to park the truck?? I was never told about a $10 fee to park it in the lot. I parked it exactly where they told me to park it when I called to ask if they had after hours drop off. They never mentioned a $10 fee. They will tell you that you NEED collision insurance to rent truck, and give you two payment options, but read the disclaimer, you can waive it, and he has a form that you fill out behind the counter to do so. I never have been prompted to do this at another rental company. Typically I just check a box denying coverage, because my business covers box truck rentals due to frequent rental needs , and even when I told him this he insisted that it does not work this way... Its hard to say no to the truck when this was literally the last 16' box truck in Frederick and I needed it. Quick, APPROX. math.. I was charged $30 for collision coverage (lessor of the 2 options). If this company moves 10 trucks a day, and he sells 10 people insurance that they may not need, that equals a minimum $300 a day, $1,800 a week (6 day work week), $93,600 a year MINIMUM just to peddle box trucks. Ill admit to being the fool, but how many of us really retain all specifics on our insurance. Let my mistake be your gain. My other problem which should have been the first red flag was, that we reserved a truck for that day. I got there and he said they did not have one on lot, and tried to upsell me to a 26' truck. I declined larger truck, and as I was leaving he magically found a 16' on his lot (this is not a large outfit). Solution if this has happened to you... I called Budgets customer service line and filed a complaint with this specific franchise. They told me to email them proof of coverage from my insurance and that they will return the charge, beings the truck was returned with no issues. read more
