Back in 2008 a 2 BR apartment, ~~1000 Sq. ft. went for about 250K, now you can get one for 165K. A cool 85K drop. Bedford Plaza Tenants Cooperative is located in scenic Mount Kisco N.Y. a 10 minute walk from the train station, has a swimming pool, gym, private free parking space, terraces, scenic semi-well kept grounds. The town has one of the best school districts in the state, good shops and decent restaurants and parks. The town is super safe, hardly any crime at all.So why, you ask, did the place get hit with an 85K drop in property value on a 2 BR. Simple,weak board, lazy property management and lazier maintenance staff. In addition the property has several apartments owned by the CLC organization. This organization includes Community Living Corporation, Inc., a not-for-profit community residence provider serving adults who are disabled. Now understand that what I am about to say is strictly related to the management/staff of CLC and not related to the CLC handicapped residents. The staff assigned to "oversee and care" for these needy people are horrible. They are untrained, uneducated and treat the residents poorly. They residents are herded around, not managed or guided in any way. As a result the residents often flood the bathrooms tub/sink and kitchen sink causing vast damage to the apartments below. In addition they are so poorly managed they are loud and often disturb the peace. They are not monitored nor schooled or guided. CLC staff is there to collect a paycheck, no more. I have known people whose apartment was damaged by CLC residents flooding their apartment and CLC management refused to pay for the damage or have it fixed. The board, afraid of a law suit, did absolutely nothing. This is one issue. Another is the quality of the board members. While we have an extensive list of House Rules designed to maintain the quality of life here at BPTC, residents and yes, especially board members, continually violate the house rules on noise, working in their apartments when they are not supposed to, having friends park in fire lanes and no parking zones. Staff is lazy because the management agent, Ferarra Management, is lazy. The management agent is lazy because the board is weak. The tail is wagging the dog at this property. Coops right up the block, around the corner and even one about a mile away are worth much, much more. And there is no indication that property values will
increase at this location, 50-60-70 Barker Street, Mount Kisco. So, we are getting a class of people who can afford the cheap apartments that come from down county and are used to a "different" way of living. Sorry to say but BPTC is turning into a Project much like the William A. Schlobohm Houses in Yonkers. My advice, sadly, is to avoid this location unless we purge the board completely and get a board willing to do the hard stuff to get the place back on track.
