He called me back promptly with a diagnosis of the problem and informed me that they were "Leaf Roller" moth larvae and would disperse once they turn into moths. He further assured me that they will not kill the trees and that new leaf growth will come back when they leave. The tree was in rough shape and had many really large branches that needed to be trimmed/removed from very high.
