I worked with PZSE for a year on construction plans for my home to fix a sinking foundation. The…read morebid to draft these plans was $5150. $2000 was required up front for them to start drafting the plans and the remaining $3150 was due upon completion. My project engineer thru the entire process was Xavier Carrillo, and he was great to work with. Somehow in the end, my project plans were finalized after approval was received from the city sewer engineers on 8/2/18, however, I wasn't given a chance to look at the plans before they were finalized. A couple weeks after they were finalized I noticed a few discrepancies. One was the contractor to do the actual install of the helical piers that I had already received a bid from was incorrect on the plans and of the 36 helical piers on the plans only 6 were listed as required and all of them were required. I emailed Xavier with the changes needed, he forwarded the email to the drafter for the plan updates to be done. Turns out Xavier has since left PZSE and when I attempted to contact them I was put in touch with a new project manager that just started working for PZSE, named Peter Bostaph. Peter told me that my project had already been closed out and finalized and final payment was due. I was told by Peter that PZSE had completed their scope of work and they had no more time for me. I was not allowed to ask any further questions about my plans and regardless if I had approved and ok'd the finalized plans or not I was told I needed to pick them up and pay my final bill. And any further updates or modifications would need a new contract agreement signed and paid for. Any questions I asked Peter during a half hour phone call couldn't be answered and he couldn't direct me to someone that could answer them. One question I asked is how does PZSE accept final approval of plans from the customer? Email, verbal, signed document? Peter didn't have an answer. I referenced an email he was cc'd on back on 8/14 where the drafter had email me and others at PZSE indicating the 2 updates I requested (after they had previously finalized the plans without my ok) were attached for me to review. Peter again said my plans had already been finalized and they had no more time for me. I asked Peter how many revisions are allowed to plans during the drafting process? He couldn't give me an answer. Peter asked me what the bid was for my project. I said $5150. He replied that for them to draft construction plans for my entire house I would have been charged more than $5150 so their scope wasn't to draft construction plans for my entire house. I asked why were plans drafted for my entire house then? Another question he couldn't answer. A great relationship that had been built over a year was single handedly ruined by this new project manager, Peter Bostaph, in less than 24 hours. I'm no longer a customer of PZSE and will be taking my business elsewhere. It's pretty sad that 2 updates to some final plans requested by the customer couldn't be accommodated.

The first thing you should know, is that Rio is not just some guy who only shows-up at your job site to collect the bag-fulls of money you will likely need (regardless of who you hire) if you are unfortunate enough to need structural foundation repairs; but on the other hand, Rio was there every day on our job directing/orchestrating his crew and swinging a hammer with the best of them. That said, even if you don't know didley about foundation repairs, but are freakin'-out enough to start calling foundation experts, I can tell you from my experience of having no less than 13 contractors/foundation companies coming out in the past year before hiring Montgomery, Rio was the only one who instilled in me any confidence that his job approach was the right one for resurrecting the listing /crumbling foundation of our otherwise structurally sound 1920s Land Park garage. I initially emailed Rio pix of the deteriorated slab/foundation/dramatic leaning of the garage before he came out for his extremely thorough evaluation; and yes he did charge a fee (which was applied against his bid), but I can tell you it was the best investment I could have made. I have been in this home 43 years and am pretty handy with repairs/general construction, but I do leave the complicated jobs like foundations/roofs/HVAC to the pros, and I do know enough to ask the right questions and know the right answers when I hear them. If you don't have that kind of knowledge yourself, DON'T WORRY, Rio will give you the "straight-story" and you WON'T have to worry about getting ripped-off by shoddy work or un-needed repairs to "jack-up" a repair bill. Upon accepting the bid, Rio arranged for his structural engineer to draw-up the plans and took care of all the permitting, which went seamless, and on one occasion during the project while the city inspector was meeting with Rio on the job site, they were both on the phone with the engineer to discuss some of the foundation plans; which obviously made the "passing" inspections proceed without delays. Our job involved actually lifting the entire garage on steel beams and demo-ing the shot slab & foundation/re-racking the entire building with "come-alongs"/new internal bracing/seismic bolt & plates for the upgraded footers/headers, all which was brought up to current city code. Rio initially gave me two bids for my choosing: one to generally fix the foundation issues by repair or the second option, which I chose, to completely renovate the garage, and I couldn't be happier with Rio's attention to detail. He estimated 6 weeks from start to finish and Office Manage Dana always kept me advised of scheduling to keep Rio and crew from being in 14 places as one time! The crews always let me know beforehand what was scheduled for the day and ALWAYS showed-up on time and were a quite pleasant competent crew (Thank you to Travis, Rick, Jessie & Jesus for the great work!) OK I could go on and on, but I will say I am pretty picky who works on our house and Rio is as honest and competent as you will find, right alongside other top-notch contractors I have used ie "Fargo Construction" (now retired Land Park remodeler); "Sierra Pacific" for HVAC; and "Cal Vintage Roofing". The office gave me Rio's email and I emailed and then spoke to him on the phone. He said he would contact me to schedule the appointment. he never contacted me. I called the office and they kept saying he would contact me. i also emailed him again. He never responded. if he was to busy to do the job, he should have let me know that right away instead of wasting my time. I think his lack of follow thru was very unprofessional.

I have done a lot of work over the years and am happy to say that if you live in this area, he is your guy. He was fair and honest from the get go. The price he gives you is the price you will pay. I never received any surprise "change orders". As contractors go, Omar was VERY open and communicative. No problems ever getting him or his crew on the phone. He had great suggestions on all things we discussed. Always seemed to know a lot about his work and various things people like. The project was a big one, and I am super happy with how fast it went. He even got started for us over Thanksgiving and Xmas, and his crew would show up on Saturday or Sunday sometimes to keep on working (which was fine with us!). There were no subcontractors involved... everything was through Noor Construction. If we had any minor issues that needed correcting, Omar would come and look at it and tell his crew what to do. We really appreciate the details, crown molding and trim was superbly done, and the tile was just amazing, we are very impressed with his team. I mean seriously anyone who has attempted to do crown molding in the past knows what I am talking about. For details if you've made it this far, our story: Where shall I start. I suppose we start with the idea: build a bedroom in the second floor space of our "great room" which has really tall ceilings... like 30 feet plus. So basically add a bedroom in the second story "empty space" above the first floor. Easy right? Well, after getting ghosted by several contractors, I finally called Omar. He informed he thought we were probably getting ghosted because the architect had told him that footings were needed to support this new bedroom which would be sort of like an island in the middle of the house. We live on a hill, so these support columns would have to go through the first floor, basement, and then under the house. This added to the cost, but we really wanted a bedroom in that space. Omar gave me a price. I told him no thanks, my wife and I thought well maybe we changed our mind as the cost came in higher with the footing work. After a few weeks, we talked it over, changed our minds. We really needed the bedroom. I called him, thinking "gosh he probably won't want our work". Omar came back, no change in price, same deal as before, he didn't even bat an eye, he was ready to go, and this was like 4 weeks later after I told him no. So yea, it was project that I was told was too much for people, everyone didn't want to go get permits or deal with the footings... Omar told us what to expect and stuck to the plan. He dealt with the County and the inspector always came and said even himself "these guys know what they are doing". We passed all inspections. Omar even was super flexible about adding things to the project as we went along, as you know I get ideas about what I might want, we added some carpeting and shelving, and additional tile work that he added at no additional cost to him. He really just knows what he is doing and is super on top of things. So go with Noor Construction if you have the chance, you won't regret it!
