I recently bought a used hard case that had a lock but no keys. I wanted to be able to lock it so I went to Gifford's. They made two keys to fit it the same day I brought it in (in less than 4 hours technically.) It cost under $12. They offer a wide variety of services including mobile locksmith stuff.
