I genuinely loved living at Villa Francisca. The amenities are great, the parking is unbeatable, and the location couldn't be more convenient. I especially loved the layout of my studio -- it made the space feel fun and thoughtfully designed. A huge part of what made my experience so positive was the community manager, Robin. From the very first day, she made me feel so welcome. We instantly connected over a shared love of French Bulldogs, and she mentioned another one living in the building -- that small, thoughtful moment honestly sealed the deal for me. Throughout my time there, Robin was consistently responsive, kind, and on top of everything. Whether it was helping resolve a call box issue or answering questions quickly over email, she made it clear she really cares about the residents and takes pride in her role. She's a big reason why I felt so at home. I also want to mention Ana (or Anna?), who helps keep the property looking beautiful. She brought such a warm, friendly energy to the building. Seeing her always made my day better -- she'd ask about my job, we'd chat regularly, and it felt like we were neighbors, not strangers. While I did have some concerns at the end of my lease regarding my security deposit -- I want to be clear that my experience living there was overwhelmingly positive, and Robin was always a bright spot throughout. I'll be addressing those other concerns separately, but they don't change the fact that the team on-site made a big difference during my time at Villa Francisca. Robin S. Confronted me about my Yelp review in front of two tenants and another employee. She said,"You made me sound like a liar!" I replied, "All of my reviews are the truth and I'm not arguing with you anymore." The exact reason I had to post the reviews and photos in the first place... The Frat House vibe of the building continues. There is literally blood, still 2weeks later, down a full stretch of the second floor hallway. The retaliation by Robin S., Property Manager, on tenants who bring up things like this is beyond unacceptable. After living here for almost 12years and loving my apartment has been ruined by mismanagement. I will use the exact words Robin S. said to me, "I am so done." Look, I have a myriad annoyances living in this building; but each and every one has to do with the other residents (who treat this place like a college dorm). The staff on the other hand, is what keeps us here. The building manager Robin, Kelli in the front office and Jazmine in maintenance specifically, make Villa Francesca a great place to call home. Every time we've had a concern, it has been addressed immediately. We can't make the other residents personally aware, or emotionally intelligent, but Robin does her best to field complaints and address them with the appropriate parties in good timing. This building's management is completely USELESS. I have asked them for one simple "fix" in apartment and am promised that maintenance will "tend to the issue by the end of the day." I have been told this 10 times and counting, to no avail. And I am not exaggerating. Robyn in the leasing office is COMPLETELY USELESS and does not care about any issues any resident has. I would NOT recommend this complex to anyone. Should I mention the cockroach infestation, too? Don't bother speaking to management about that because they won't do anything. I've been a resident here for 9 months and I have zero complaints. Very well maintained building with all the perfect amenities (hello rooftop pool!), all new kitchen, security, parking, location. Everyone here is friendly and I've had wonderful neighbor interactions. I had an awesome experience with property manager Kyle; he basically sold me on moving here-he's so awesome and will make sure your concerns are met. As far as the rent price increases, I agree. It's a shame that they raise the rent $100-230 minimum after your lease agreement is up, so just make sure you are aware of that. Nevertheless, I had nothing but an awesome experience here. My partner and I moved into Villa Francisca in August 2013, and overall, the experience has been wonderful. The apartment is newly renovated (new EVERYTHING, including new cabinets and granite countertops, and a new fridge and dishwasher that were still wrapped up when we viewed the unit!). The carpet and floors are new, and the view from the roof deck is wonderful. There is also a pool and jacuzzi on the roof, and a 'gym,' which is great in a pinch or if you just need the basics for a workout (and a sauna, which I have yet to use, but looks inviting). There is even a bathroom and full shower on the roof deck if you are up there using the pool and need to shower before or after a swim. The management and maintenance is spectacular. The property manager Leah is very friendly, and Joyce, who also works in the front office, was super friendly when showing us the unit, and also was amazingly helpful during our move0in day. The rest of the staff always smiles, says hello, and is on top of their jobs. They are great about requests (we had an electrical issue with a light switch early on and it was taken care of right away), and are very attentive to the upkeep of the grounds and the cleanliness of the entire building. The only reason I will not give five stars is actually because of a smoking issue. I wish I had known there were so many smokers that lived around me. It wafts into our apartment night and day from surrounding neighbors who smoke on their balconies below us, or inside their apartments near their windows. It's frustrating because there is nothing that legally protects us from the harmful effects of second-hand smoke. We tried to get a fan to blow the smoke out, but unfortunately, it doesn't really help, and we end up having to close the windows the majority of the time. I wish the building would consider going smoke-free, or even printing something in the newsletter about taking your non-smoking neighbors into consideration when lighting up on balconies. I don't think we will renew our lease because the second-hand smoke is so overwhelming, and by the time we start to smell it, all we can do is close the windows to prevent more smoke from coming in, which then traps the existing smoke inside, making our clothes smell, and slowly harming us and our pet. It's disappointing when you feel like a prisoner in your own home, and even more so, I really love everything else about the place, but unfortunately, had I known it was such an issue, we would have looked elsewhere (at least next time we know to look for a non-smoking building--do those exist in LA?). There is also a man who smokes with his door open down the hall, and sometimes it stinks up the whole hallway. I don't want to cause a stir among my neighbors, but it's really disrespectful. If you want to harm your own body, fine, but leave my family and me out of it. Overall, an amazing place to call home (just wish the air quality was better)! read more

I'm a current resident at the Villa Francisca and overall it's a decent place to live. Lots of amenities, great location, safe neighborhood, friendly staff, etc. But there are definitely some things that need improvement: 1. There's a trash chute but not a recycle chute. There's one tiny recycling bin in the garage on the first floor. This complex is way too big to only have ONE recycling bin. This bin gets overflowed with shit and you have no choice but to stack your garbage on top of the already big pile. All tenants pay water and trash so it's kind of bullshit that we have only have one small recycling bin. 2. The building allows you to smoke cigarettes in your unit. The smoke travels through the vents and you're forced to breathe in second hand smoke from your cancerous neighbors. This policy is unfair and restricts my right to clean air. I really, really don't like this policy. Smoke outside at least! Yuck! 3. The elevators suck. I've basically stopped taking them all together. There's one specific elevator that stops at level P2 no matter what. It's not that big of a deal but it is frustrating when you have 2 hands full of groceries. 4. Pretty sure we have the world's smelliest hallways here at the Villa Francisca. The hallways smell like a mixture of fish and garbage. You get used to it and it's not the biggest deal in the world but it's super embarrassing when you have guests over. 5. The Hancock side garage is an accident waiting to happen. They REALLY need to install a mirror in the blind spot area when you're driving down to P1 from P2. I can't tell you how many times that I've driven down that ramp and nearly crashed into someone driving up at the same time. I mean how much would it really cost the building to install a mirror there? I'll even fucking pay for it! This is by far the biggest problem that needs to be fixed! Like I said this isn't a bad place to live, I'm actually very happy here. But I'm gonna finish up my lease and then get the hell out of here because I hear they will raise your rent about $300 more a month once your lease is up. read more

Have been enjoying living in this wonderfully located complex for almost a year. Not only does it have one of the best rooftop views in West Hollywood (and with a pool/deck at that) the management team and maintance crews are friendly, professional and accommodating. I highly recommend Villa Francisca apartments to anyone looking to enjoy living in WeHo that wants walking distance to just about everything and that is super pet friendly! My wife and I moved in to Villa Francisca in May of 2012 and as of this post we have renewed our lease and aren't planning on making a move out of here for at least several years. The staff is professional and courteous, friendly, and accommodating. Maintenance requests are filled extremely quickly. The whole team is fantastic. The apartment we're in is in really good condition, and it's one of the "older" style units. Since we've moved in, they've been renovating apartments as people move out and as far as I can tell the new style looks quite nice. The building itself has a really nice rooftop deck with a pool and jacuzzi, as well as a gym and a sauna. All in good condition with recent maintenance. There are two underground garages which are kept clean and well-lit. Overall the tenants seem to be young-ish professionals, and while there are some people who will play loud music on the weekends (and one of the neighboring buildings having its Saturday pool parties), I haven't really noticed people being noisy past 11pm. This building is right in the heart of West Hollywood and if you expect peace and quiet at all times you probably shouldn't live here, it's just not that sort of area. West Hollywood (especially this part of West Hollywood) gets rowdy and has big parties throughout the year. On the other hand, it's an extremely friendly community and everything is within walking distance. I put about 3,000 miles on my car this year because we hardly use it in this area. I'd definitely recommend this place to prospective renters, we've had nothing but positive experiences at Villa Francisca. read more

Leah the property manager was very helpful and pleasant when showing me the unit and helping me apply. I told her my credit is poor right now and she worked with me to get approved. Villa Francisca has excellent Management staff in Kyle and now, Leah; before hand, Sunny, and Sunny made MAJOR improvements in Villa Francisca: old torn rugs gone and polished wood floors, plus an inviting lobby with a music system and coffee for the tenants. I don't use the roof, but the pool area, gym and the magnificent views of Downtown LA to the hills of Hollywood are what everyone would conceive is living in LA LA LAND! I love my apartment, have lived in Villa Francisca since 7/30/98 and even though rents have increased, I can't conceive of moving. I moved into the building in November and have had nothing but an amazing experience. Sunny and Kyle are both super friendly and very attentive to the residents needs. The building is clean, perfectly located and the apartments are well laid out. Everyone is very friendly - from other residents to all the maintenance crews. The building is pet friendly which is awesome, and has a beautiful view of West Hollywood with an amazing rooftop pool. Repairs are always attended to promptly. I have lived in several buildings in West Hollywood and this is by far my favorite. The building is very secure, and has a locked mailroom for the residents. I definitely recommend this building to anyone looking to move to West Hollywood. It is a great building so start you're life in LA. read more

The upgraded units are nice. Management staff is very helpful and nice. The washers and dryers are old and awful. So, bad I have to take my clothes out to a laundry mat so they a.) get clean and b.) don't melt in the dryer that seems to only work on high. O There is no change machine to get quarters out of and yet for over $2000 a month for a 1 bedroom we are just suppose to deal with it I guess. The renovations that go on daily are little excessive lately too. Everyday you hear saws, or banging from the new floors being installed all over the place. There hasn't been one day I could sleep past 8:30 am. I work at night and try to sleep during the day. If you do the same forget it. Daytime quiet is not happening. So if sleep is something you want in the morning forget it. The halls are dirty, stains on the carpet. The lobby has been renovated and looks really nice. The cleaning lady does the best she can with things that need to be repaired and replaced. That's the problem. But, location is amazing, safe, and amenities are great. And the management staff is really good at resolving the problems, and making sure it runs as smoothly as possible. read more

Where do I begin? Probably best to just list the main points. In a sentence, probably best to find somewhere else to live. Pros: -Location. Great spot and can walk to lots of nearby locations on Santa Monica or Sunset Blvd. -The roof is nice with a great view of the hills to downtown to the beach (you can't see the ocean). -There is a gym on the roof if you want to save money on a gym membership although it only has a few machines. They added a TV and vending machines, although the new renovation didn't really seem like that much of an upgrade. 24 Hour Fitness is within walking distance. Cons: -The back garage entrance gate stays open for days at a time every once in a while and homeless people come in to pick things from the dumpster...and possibly anything else that's around. The front door is locked, but there is a second garage off Hancock in the back of the building. Various homeless people and solicitors have been spotted in the building. The building requests that tenants call the police to take care of it. I saw one of the local homeless guys wearing a t-shirt 2 days after it was thrown down the garbage disposal. No lie. -The elevators are VERY slow, especially the one in the back of the building and it breaks every once in a while. It was broken, again, over Labor Day weekend. Not fun having to carry big luggage and groceries up stairs. -My rent was raised $360/mo. in 3 years. Be prepared to pay $100 a month for leasing month-to-month after your lease ends. The office said they don't know why it is that much or what expenses Decron Properties is incurring anywhere near $100/mo. that they are justified in passing it along to tenants so don't even bother asking them for an explanation. -The other tenants. Sure there are some nice, quiet people, but there are others who are just lacking in any kind of respect. The building and tenants will sometimes tape notices inside the elevators and I've seen them ripped off or written on multiple times. Just total lack of respect. Most of the neigbhors aren't respectful when it comes to noise. Screaming, loud sex, blasting and singing along to Miley Cyrus songs over and over, walking down the hall and either talking to friends or on their cellphone extremely loud. The third floor near the elevator almost always smells like pot. As mentioned in another review, some guy leaves his apt. door open during the day and it smells into the hall. -The carpets in the halls have a lot of stains. -There are usually multiple cigarette butts thrown on sidewalk. -The electrical panel doors in the back of the building are always open. -I've had problems where my power goes out if I use the toaster oven and microwave at the same time, or if I have my bathroom lights on and my steamer on at the same time. Really frustrating. -There has been fairy high turnover in the office, not sure if that's common for that type of work. I dialed a previous building manager from the intercom at 6:30 pm and she made it seemed like I committed a crime because it transferred to her apartment phone after working hours. -There is a church at the top of Hancock that rings its bell LOUDLY 18 TIMES at 8:00 am, noon, and 6:00 pm. It will probably wake you up if you're sleeping at 8 am and not wearing ear plugs (which I had to buy due to the people in the next apartment late at night and the bell in the morning). -The Jacuzzi water on the roof sometimes gets really disgusting to the point of being unusable. -I've had a fair amount of silver bug worms, spiders, and fruit flies. -It's sometimes hard to find a seat on the roof if it's a nice day. There is a rule of only bringing 1-2 guests, but some people seem to invite 5. The management does remind people in the monthly newsletter and there are cameras located on the roof (as well as in the lobby due to some missing packages from the mail area). Wear your Speedo if you want to fit in. -I had multiple problems with my stove burners not working and had to have them look at it several times. I was told they were ordering me a new one and after I told them it was working again I never heard from them again or got a new stove. I know this sounds like a really negative review, but it's the truth and I would've like to have known this much detail before I moved in so I'm trying to help others know that you should probably find somewhere else. I know some of these things are beyond the buildings control and you will encounter the same things in other buildings, but I have to point out the reality of what it's like in this building. If it sounds okay to you, there will be quite a few empty apartments at the beginning of next year because I'm moving out and so are a few other tenants I've spoken to who are upset about the unfair rent increases by the owner and don't feel like it is justified. read more

I second the review below. Overall, a decent complex to live in: super nice management, responsive maintenance, great location, and nice pool and gym facilities on the roof. The main problem is indeed the smoking. The issue isn't smoke in the hallways--it's constant smoke inside your actual apartment. There are so many heavy smokers in this building that our apartment is filled with second-hand smoke every 20-30 minutes or so. Literally 24/7--just last night we had to close the windows at 4:30am because it got so bad. It's disgusting and makes this building nonviable as a long-term home. There's no way we'll stay for long unless this changes. Management seems unwilling to broach the subject with the smokers in the building, and it's to the detriment of all residents. It's a shame when you can't even open the windows and enjoy a beautiful day because chain smokers all around you need to light up every few minutes. Since smoke gets inside everyone's apartments, air fresheners or filtration systems in the hallways won't help--candid conversations with smoking residents will, and management shouldn't shy away from those conversations. Even better, they should convert this to a smoke-free building. It's better to be ahead of a trend than behind it. The only other issues are minor: the garage isn't very well lit and feels a little shady at night, and noise carries through the walls and floors. But the only major problem is the smoking. While I did not end up renting at Villa Francisca, I found the complex safe and comfortable as well as having an amazing roof deck. My choice was for a unit that had more sun exposure than what was currently available. I also wanted a dishwasher, which was not available in the studios I looked at. Jeny, the rental agent, was really helpful in working with me to find the right unit in my price range. There was none of the usual pressure of, "if you want this, you need to put a deposit on it now or you will miss out on it." She gave me the time to consider what was availalbe without being overly-aggressive. If you you're looking for a safe place that is close to Cedars-Sinai (so close that you can walk) in addition to being quiet, check it out. read more

The villa francisca is a pretty nice place to live. The building is in a safe/central area, it offers many amenities (underground parking, pool, hot tub, sauna, gym), and the older units are renovated as soon as a tenant moves out. We have new laminate wood-like flooring, stainless steel appliances, granite countertops, new carpet (bedroom only), new cabinetry, a balcony and floor-to-ceiling windows in ours. Also note amazing water pressure. We can walk everywhere too: pavilions, trader joes, Starbucks, bars, restaurants, post office, police station (for guest parking permits), even a hardware store, etc. The rents in the building are a little high, but not too terrible; I probably could have found an equivalent apartment (maybe a bigger one) in the same area within a building that offers similar amenities for $100 less per month. Oh well. It's convenient that tenants can exit the building on either the palm or the Hancock side - making walking around town a little easier. Maintenance requests are filled quickly and paying rent is easy/convenient each month as you can either pay online or drop a check in the on-site drop box. Jenny, the manager, will even greet you by name (impressive considering how many tenants live here). With all of this said, there are a few complaints/ suggestions for improvement I have for the VF: 1) There's always something wrong with the back elevator. I had a conversation last week with a tenant who has lived here for 5 years about the elevator and she said it's been a disaster for the entire time she's lived in the building. Despite the VF staff apparently hiring a new elevator management company, it still has issues. 2) The smoking policy which allows tenants to smoke everywhere in the building is disgusting - and violates smoke-free tenants' right to breathe clean air. I can't imagine why the VF staff would be okay with having smoke stench left in a unit after a smoker moves out - or with smoke stench burnt into the common hallway carpets. It's really gross stepping into the elevator or waking down a hallway that a smoker has previously soiled with the odor of lung cancer. Please change this policy! It would be so easy to do so, and the tenants who would be upset about this are probably the ones you don't want as tenants anyways. Let them kill themselves elsewhere without taking the rest of us hostage. :( 3) The hallways near the trash chutes can get a little smelly. When we were touring our apartment before moving in, we were told "oh, someone must be cooking fish!". We didn't think much of the smell that day, but ever since moving in we've realized it's not a fish-obsessed neighbor...it's the stench coming from the trash chute area. The VF staff installed an air freshener in the main elevator recently, and it would be nice if they installed a few down the hallways to make walking to our unit a little more pleasant. 4) This one is more of a note to the tenants; I don't think the VF could really do much here about this issue. I've had packages stolen that were left in the lobby mail room. It's not like I just left them out for days either - I had been tracking them online and checked for them immediately when I was notified that they were delivered. I've heard about this being a problem here, and it's really, really disappointing that I've experienced the package-thievery myself. I get my packages delivered to my work now. Ugh. 5) Trash chutes are very convenient, but there is no convenient way to recycle. It would be nice if they placed recycle bins inside the trash chute areas on each floor that they could empty out a couple times a week. Maybe the same sized bins that they have out on the corners in weho? 6) The rooftop hours are a little lame. It would be nice if we could utilize our amenities past 10pm, especially considering the majority of the tenants presumably work 9a-6p in order to afford the rent. 7) Bums get into the building every once in a while, specifically to shower on the rooftop it seems. It's a little disturbing bc it's hard to tell if they have malicious intentions such as stealing from the laundry rooms (which I've heard has happened a few times), stealing from the tenants, or harming the women in the building who become easy targets when working out alone on the rooftop at night. Whatever their intentions, I wish we had a 24/7 security guard to monitor the security cameras and alleviate this sort of problem immediately. 8) I've never had to pay water and trash before living in the VF. Not to mention, management just splits up these costs based upon respective unit square footage...not upon actual tenant usage. Because individual use cannot be properly determined, this is the reason water and trash is usually paid by the landlord/management company. It seems a little cheap of the building - especially when our rents are so high - to push these costs upon their tenants each month. I wish the building would do the right thing and take on these costs. read more

I had an incredible stay at Villa Francisca. I really appreciated Kyle and Sunny (while she was working there). I kid you not, literally everyone of my questions or issues were addressed the same day or a few days later. I loved my view, loved the rooftop pool, gym, safety, and have absolutely no complaints about my stay at VF. Thank you Kyle for being so awesome!! I moved into VF April of 2012 and at first everything seemed great. The unit was clean and fresh carpet had just been laid as well as new paint and a new mini stove. Leah (building manager) was helpful in getting my lease set and ready while I was away as I was moving from NYC. I gladly signed a new lease in April of 2013 thinking this would be a great long term location. Decron even put a new App in place so you can pay your rent in a flash and file maintenance requests while away. It all seemed a little too good to be true... Shortly after signing my new lease I began to notice that things weren't as "easy" and management wasn't as "nice" as I had previously had thought. I travel extensively for work (281 days in 2012 and 295 in 2013) so I don't expect a lot out of my building. I do, however, expect certain things to be in order while I am home and able to enjoy the perks of this building. In the early SUMMER (June) of 2013 they shut the pool down for over a MONTH to reglaze it...why this wasn't done in spring or late winter baffles me as all you need is dry weather. I am in one of the units under the pool and never hear any noise, however, I am constantly bombarded by nasty "building notices" from Leah telling people to stay off the pool deck after 10 p.m. The notices are typically condescending and speak to the tenants as we were 10 year olds, not adults. Suggestion - if the tenants are being noisy, evict them! Don't make everyone else suffer for being great tenants. Yes the block/building is a little crazy for Pride and Halloween but that is what happens when you live in the heart of the gay village. It is just 2 days out of 365 and breathes life into everyone...embrace it and move on or...move out! The building is infested with termites and my apt has had to be fumigated 2 times because of this. At one point I found probably close to 100 termites in my apt both dead and alive. Termites also caused the rear entrance staircase to be shut down for two weeks because of rotting wood. The upgrades to the building are nice, however, for a 10k investment into each unit they are increasing rent close to $600 per month, per unit!! Even the tenants that have been there for a while will soon find their renewals will come at a much higher cost until it is time for their apt to be renovated and ... bye bye! Leah even argued with me saying it wasn't true after telling me what was going on previously. Speaking of Leah the building manager...I honestly don't believe a word she says. Every time you approach her it is almost like you are wasting her time. She is short with you and acts like you are beneath her. While some of the reviews on here say building mgmt is nice, if you spend a day speaking to the rest of the tenants you will find most don't really like her. While the building is ok and the location is great I have to say my overall experience has not been the best. read more

The building is going though some pretty major renovations, each unit being updated as the previous tenant moves out. My surrounding apartments are being worked on (loudly - drilling, hammering, new floors and cabinets etc) for the last few months consistently it feels like, and just yesterday they have started working on the until above me. Fairly exasperated I went in to complain to the new manager lady and was met with a stony face and unapologetic response. If she had been a bit friendlier I may not have written this review, as I understand that work needs to be done - BUT they need to understand and apologise to current tenants who, in my opinion are paying above the market rate and are being disrupted on a daily, on going basis. If you work from home I would look elsewhere. read more
