I had to pay for the permit with my C.C and I was charged $ 4.00 extra for use of my C.C. I informed the employee that this office needs to place a notice regarding exact payments are required. The City of BP just earned an extra $4.00 today. The city employees don't really care about serving the people of BP.

What happened next is what annoyed me. These days most people will take a photo with their iPhone of the permit they need to copy. That method is fast and free. Except this city prohibits any photo taking of documents so they can make money off you and waste your time. Really stupid because government is there to serve its citizens, not annoy and make life harder.

I've heard horror stories about inspectors from restaurateur friends before, but was just eating at…read morea restaurant when an LA Health Inspector barged in and didn't follow their own rules. I watch him go from the working on his computer in the front of the house to the back and handing food without washing his hands or wearing gloves, stick the same thermometer he fished out of his pocket into several dishes without even wiping let alone disinfecting it in between, and generally being far more disgusting than any potentially questionable issue the particular restaurant might have had. I also overheard something about wet mops? Did he touch mops and the food without washing hands too? He also constantly interupted the manager while they were dealing with customers during the lunch rush, undermining the manager's ability to effectively manage the shop. While I appreciate the oversight by the county, I also understand what a vital part these small businesses play in our community and would think that inspectors might keep that in mind when planning surprise inspections. Just a thought County of LA, but maybe inspectors should have a basic understanding of food service before given authority over these vaulable components to LA's tax base and not inconvenience tax paying customers any more than necessary when a restaurant is in the weeds?

Staff are mostly friendly and helpful and I enjoy visiting - it's really interesting to browse all of the historical photos along the walls of Monrovia in past eras! The building is large and very well laid out with lots of signs indicating the department and the various city officials' offices. They have an information desk in the lobby as you walk in and the staff there are always happy, welcoming, and helpful in directing you. I've encountered some staff a little annoyed to have to help me at first but they always warm up and the interactions have always ended on lovely notes. Going in person is always my last resort but has always been the best way to get results. I always start with emails - and they always go unanswered. Next I move onto phone calls which almost always go to voicemail and again, never get a return call. This is why I'm knocking off a star. Going forward I will probably just save myself the headache and go in person to begin with lol. Otherwise the city is mostly great to interact with on a "business" level. On a personal level the city does a great job fostering community and we absolutely love living here! They pride themselves on their "small town" vibes and have pursued and won a top 10 spot as an "all American town" several years running.

I met Barbara Ann Hall, P.h.D., curator of the Vintage Years Exhibit. She devoted her time to collecting and restoring historic more than 100 photographs of the City from the 1800s to 1950s. She was a member of the Covina Valley Historical Society who was instrumental in this project. Most of the photos in the collection were taken by C.W. Tucker who had a photography studio in 1900s. You are welcomed to tour the photos during business hours (Monday-Thursday from 7AM-6PM, closed on State holidays). When Dr. Hall was looking for sponsors to contribute toward the cost of exhibit, I gladly chose a photo that is on display by the City Manager's office. This was around 1999 and cost about $150-$200, I forgot the actual amount to donate toward this worthy cause. The history beginning in 1800s and continuing to the 1950s was interesting to learn about. The City of Covina incorporated in 1901. I now know that some of the streets are named after the founders and businessmen who worked in the Citrus groves or opened a business now known as Downtown Covina. Notables to mention: John Rowland, Ellen Beach Yaw, soprano singer (Lark Ellen), William Workman, Julian & Antonio Badillo, Covina Women's Club, Covina Concert Band, Covina Chamber of Commerce, City Board of Trustees, Covina City Council and staff. I chose a few of the photographs to be part of this review. There is much more and looks better in person! I am sure you will enjoy a visit to City Hall, don't forget to tell'em that Rosie sent ya!

My experience was not at all what I expected. I have been paying the DWP for a couple of years now…read moreand the reason I liked it was with this plan you pay Monthly on The Level Pay structure., and not for a period of two months each statement on the regular plan that sucks you financially dry as if you were paying to just help out the municipality that has been universally hated. Discovered by true investigators that believed in the old axiom if you do the crime , do the time and the other true axiom Nobody is Above the Law. Starting with evidence by the FBI in 2019 and ending with corruption at the top of the DWP head in 2022 and many of his enablers others also in top positions with help from money skimming lawyers all using DWP innocent customers money in overcharging to their quid pro quo scheme. The depiction of the movie Chinatown, excellently portrayed the Water Wars that Mr. Mulholland corruptly brought via the Owens valley to our community the San Fernando Valley. However, in keeping with the way I review companies assisting and helping it`s customers had to mention in this case with the bad with the good. Most DWP customers mistrust them , but I am going to move in the opposite position of community positivity. My last year level Pay Plan which takes a year in accumulation of monthly use and subsequent charges and averages a monetary number you owe each month seemed fair. but Alas, a letter to my disbelief added an over 300 dollars a month to my monthly total. Here is where the Calvary comes to the rescue. I called Level Pay and stated I wouldn't accept this and wanted to cancel and return to the old two month plan. I was fortunate to talk not Amandas representing Team 18 and she gave me options of extending the contract 36 months at only an additional 63 dollars. I agreed knowing I will still be living here in all that time and lets face it the cost of water will never go down, unless they scientifically use saved rain water and the ocean water in a purifying system that actually helps us all in every community in the world. Hats off to Amanda for listening to an unhappy dissatisfied customer and turning it around to help that customer. This won't be for everybody, but call DWP and check it out.

There seem to be pockets of homeless scattered throughout the city and for some reason they like hanging around in front of the bus stop near my work. So far, the police have been cool about getting rid of them (at least temporarily) and dealing with them if and when they get crazy. More frequent patrols in the area to provide a stronger police presence would be great though.
