He doesn't notice problems, doesn't get on top of things soon enough, ignores items that obviously need attention, and doesn't listen. Perhaps he's capable of very simple projects, but anything requiring even the least bit of sophistication appears to be beyond his capabilities. He promises a lot but doesn't deliver.
