I was a tenant at 510 Garfield Avenue Apartments for 12 months…read more Built in 1950, the steam radiant heaters broke down in 21- degree winter weather. Despite my reporting this serious incident, the landlord did nothing. For more than 13 months, a resident in a basement unit apparently discarded used tampons in an open garbage pail, creating an airborne stench upon entering the interior lobby. I submitted complaints to the landlord, along with three other tenants. Two of us lived on the second floor, and two tenants resided on the ground floor. I contacted the Clermont County Health Department twice for a sanitarian to inspect the property and investigate the source of the odor each of us reported to the landlord via emails, texts and telephone calls. Despite this, no inspectors were ever seen at the property. When I approached the landlord in-person about the odor, her reply was "I'll handle it"; she never did. The apartment units do not have dishwashers, kitchen sink disposals, and there are no stackable washer/dryers in the units. The closets are tiny. Noise levels from traffic on Garfield Avenue is very loud. Noise levels are far worse on Mill Street, located at the back of the building from fire engines with sirens blaring and car horns sounding at all hours. Diesel trucks, and motorcycles with straight exhaust pipes (and no mufflers) travel 24/7 on both Garfield Avenue (front of the building) and Mill Street (rear of the building). There is no on-duty maintenance. The landlord stated when asked maintenance: "That would be me". Requests for repairs are "handled" when the landlord delegates tasks to an octogenarian retired Navy veteran living in a basement unit of an apartment next door to 510 Garfield Avenue, in exchange for reduced monthly rent. He is incompetent. The landlord presents a lengthy history verbally threats towards tenants who question her abuse of authority. To cite an example, after purchasing the property, she immediately raised rents by 32%. When tenants objected, the landlord replied: "Well, I guess you can't afford to live here." In my own experience, a short time after recovering from Covid, the radiant heat to my unit failed in 21-degree Winter weather. The landlord, who can only be reached on her cell phone, by text or email responded to my complaint with a text stating: "You have my permission to purchase and use a portable heater." In another instance, a male bully from a nearby Milford Heating Company appeared on-site to check the radiators in my unit that were cool to the touch. He stated to me: "None of the other units are out. I can't predict what these old buildings will do. You'll have to take it up with her (the landlord)." His visit lasted 7 minutes before he stormed out. More recently, water to the building was shut off. The landlord, who owns a $575,000.00 home just 20 minutes away and a second home in Laguna Beach, California failed to respond to numerous calls from tenants. In summary, there is no maintenance, no security patrol, outdated and intermittent heating, and limited air conditioning in summer. The apartment has been advertised as having air conditioning. This equates to a 1970's era portable window unit for use in one of the two bedrooms and a second air conditioner is a 1950's era "through the wall" engineered unit in a front room. The second bedroom is without any air conditioner and reached summer temperatures of 82 degrees. When I complained, the landlord again replied by text: "You have my permission to purchase and use a portable air conditioning unit." This person has no accountability or compassion. Tenants must carry their laundry down two flights of stairs into a basement and enter a storage area with a "FIRE ROOM" sign installed on the door. A 30-year-old Speed Queen coin-operated washer and dryer requires each tenant to have a supply of quarters to place in coin slots to begin operation. Conversation and noise from neighbors are heard through the unit walls and the floors. A front entry Black metal screen door partially fell off the door frame and remained an unrepaired hazard for two weeks. Wooden garages are leased at $75.00 per month. A padlock on a small Rumpke Dumpster requires tenants to use a key to unlock the lids to dispose of trash in bags. Every renter has rights on the federal, state, and local levels under the 1970 Federal Fair Housing Act, including "reasonable accommodation". When I was advised that exposure to chilled air so soon after recovering from Covid could have caused lung, kidney or liver damage, the landlord taunted me by stating in-person: "Aw, should I buy you some jammies to help keep you warm?" No one should have to endure a landlord this abusive. Avoid Garfield Avenue Apartments at all costs!

I am a current resident and feel unsafe. I've had two packages stolen from the mail room which is…read moreunlocked from the outside (it has key lock but it's generally open) and from inside the garage for anyone to walk in. I voiced my concerns to the management team both times my packages were stolen and they did not take it seriously, in fact they made it like it was my fault or immediately told me it was likely the delivery driver who stole it. When I initially alerted them with the first theft, the manager stated she would get back with me once she reviewed the footage, she did not. I followed up and she quickly made it seem like it wasn't something she was concerned with. The second package theft they stated they looked through 48 hours worth of surveillance, which is unlikely to do in the 45 minutes from when my complaint was received by their office to when they emailed stating they had reviewed all the footage. They suggested that I should have my packages sent to the UPS store across the street. When asked if they could at minimum put up signage stating there was video surveillance to potential deter theft, he told me "they just take them down" Overall, this is an environment where residents concerns are not taken seriously and instead made to feel inferior for even asking for assistance. Theft is occurring here and I'm sure I'm not the only one. I've read other google review with the same complaint from a year ago.

Do you like being told that your apartment should be left in the exact same condition in which it was first rented in when you are moving out, despite no good cleaners being in the area? Do you like staff telling your girlfriend that she cannot be in the pool in which your apartment is overlooking? Do you enjoy having to pay over $1000 in order to leave your apartment? Well, then look no further. This is a trash apartment complex. They façade as being luxury, when in reality, the amount of service that you experience is beyond unsatisfactory. To make it clear, they expect you to leave your apartment, after moving out, with no furniture marks on the carpet. Any typical wear and tear that may be experienced after living in this apartment complex for any amount of time, is decidedly up to you to pay for. Repainting the walls after hanging standard paintings and other furnishings will be prosecuted by the management. They will call collections on you in order to repay what is typically considered to be normal wear and tear by any other apartment rental complex. Avoid this apartment complex at all costs.

Oh goodness, so many bad things to write about this place its hard to know where to start…read more 1. Don't believe the good reviews about this place, I know some residents are bribed with gift cards for leaving good reviews. 2. This is not luxury living. They put in two stainless steel appliances and over charge what this apartment is worth. The floor boards are falling apart. AC doesn't work. Leaks happen in the apartment. The washer/dryer combos don't wash/dry. There are water marks and cracking ceilings. To pay $1700 for that? A rip off 3. The smell of weed and smoke is everywhere. Neighbors smoke weed/cigarettes and it seeps into your closet and makes your clothes smell bad. Even when you light candles and clean like crazy you can never get rid of the smell. 4. There is dog poop everywhere since no one wants to clean up after their dog, and management does nothing about it. I can't tell you how many times I've stepped in dog poop. 5. Unsupervised kids run around lawlessly. They try to get hit by cars and never move out of your way. They cuss, hit your cars with balls, and pick fights with other residents and each other. They scream at all times of the night. It is awful. 6. There's never enough parking. I know they tried to stop that but it still doesn't work. 7. Management is super unprofessional. Her e-mails are riddled with spelling and grammatical errors. On top of that, she nickels and dimes you for every thing even when she shouldn't. we cleaned the kitchen and fridge when we moved out. I have 5 witnesses. Yet she's saying we didn't and charged $75. I asked for proof but she didn't provide it. I know probably one of the maintenance guys went in and made a mess as they normally do when they come in. I also talked to several other residents and she did it to them too. So unprofessional. 8. Also, it seems they only have one maintenance guy so it takes forever to get any thing done and poor guy always seem stressed and overworked. 9. In the winter, they don't keep the really big hill salted on plowed. So if you live up the hill good luck getting up there without damaging your car. 10. There's always broken glass and nails near and around the dumpster which is not only dangerous for their residents but also for their dogs. This place is not worth the price and the company will charge your for things you didn't even do. DO NOT LIVE HERE. See attached pic of "luxury" living.
