The actual hookah was mid at best for D.C I was expecting a lot better. Then when it came to the bill we were charged $4 for each bottle (of which we were not even told there was a charge at all for water, and no we did not specifically ask for a sealed bottle all we asked for was water the sever never said tap or bottled, she just automatically brought us sealed) when on the menu they were priced at $3.50 sure it's .50 but when there was five that .50 extra could have almost bought another bottle. Also when she brought the bill she did not even show the itemized bill at first all she showed was the tip screen which upon doing the math from what we ordered vs paid we realized the amount was way higher than what we got and so we asked for the copy of the receipt only to find out there was ALREADY a service charge on there of which was NOT a credit card charge because we paid in cash and when asked what the cash total was she told us $60.31 yet the copy showed the cash price was $57.91 also they charge for charcoal, what am i suppose to do bring my own charcoal? i've never had to pay extra for charcoal they just include it with hookah price, absolutely ridiculous. Not to mention the vibes in this place is like an absolute funeral, all the pictures made this place look so fun and great, but no it was worse than funeral. I felt even more so like i was at a funeral after I realized how badly my wallet was robbed. I will never come back here.

In most of my experiences they are generally well staffed to handle the larger weekend crowds and from management to the servers the staff is typically very pleasant and timely in regard to service. This is probably one of the few spots that opens until 3-4am, if you're looking for something on a late night. They also host a variety of discounted events on a given day whether it be extended happy hours from 4-10pm, free hookah Monday's, or various specials for football game nights. The menu says that there's a 2 hour limit on the hookah. However my friend kept ordering drinks and therefore they didn't enforce that rule. You are allowed to bring food in and eat it as long as you're drinking. There are TVs inside and outside and there's music playing as well. The servers are attentive and friendly and I would come back.

That said, there are busy nights (typically on the weekends) so you will need to be a little patient and may need to arrive earlier if you want a seat. That (also) said, I'll ask you - where can you get sushi and hookah? It's like the best combo of bougie and ratchet - I think they call it sophistiratchet. The hookah is consistent and reasonably priced when you consider some of the other spots who outsource their hookah to vendors and charge double the cost. The music is always good - ranging from current hits to afrobeats to oldies. Try it out and see what you think!!

I am writing to formally report an incident that occurred at Rose Bar on Saturday, November 1st,…read morearound 11:48 PM on the second-floor bar (where DJ Ratchet was performing). There were two bartenders working at that time. The bartender in question was not the Asian woman, but rather a woman who appeared to be mixed with Black and White. Her behavior toward me and my husband was extremely unprofessional, inappropriate, and disrespectful. From the moment I approached the bar, she was unfriendly, dismissive, and gave me dirty looks. She then made a highly inappropriate comment toward my husband, stating that she was "out of strawberry Hennessy but sweet enough for him," and later propositioned him for sex in exchange for money. I ordered two drinks -- a Jolly Rancher and a Long Island. My drink had no alcohol in it, despite costing nearly $50 for both drinks. When my husband returned the drink to the bar and mentioned that it lacked alcohol, the bartender laughed and called me a "bitch." This experience left me deeply uncomfortable and disrespected, especially as a married woman. It is unacceptable for staff to engage in such inappropriate and sexually suggestive behavior toward customers. The bartender's actions made me feel unsafe and completely unwelcome, and I will not return to Rose Bar as a result. I am requesting that this matter be investigated immediately and that appropriate action be taken against the bartender involved. I also recommend that management review its employee conduct policies and sexual harassment training to ensure all patrons are treated with dignity and respect. Thank you for your attention to this serious matter. I am available to provide additional details if needed. The drinks took about 25 minutes to arrive. She seemed amused when we complained about the wait. The food had not yet come out and it had been over an hour since we ordered. We were the first people there (about 30 minutes after they opened) so it was empty; therefore no reason for the spotty service.
