Constable Jennings was surprised I needed the court docs back and claims its normal to do this registered mail. He even emailed me a link to "Utah Rule of Civil Procedure 4(d)(1)" to prove this is acceptable procedure. I have since contacted three different constables in Utah that told me clearly this is not normal service.
