TL;DR: If you must do business with this company, protect yourself. DO NOT PAY WITH CASH OR CHECK. If you do and there is a problem or dispute after they receive payment, good luck trying to get them to take your calls/rectify the situation.
After having my vehicle for over a month to diagnose - with two failed attempts - as to what was wrong with it, I was told that only the purchase and installation of a new fuse box would guarantee that my vehicle would function properly. After being told that Rubens Tires would purchase the part from the dealer - to be inclusive of the manufacturer's warranty - and install for an agreed upon price, they proceeded to "fix" my vehicle. When they were finished I was called to say that it was ready for pick up with a balance due.
After payment and upon receipt of the keys for my vehicle, as soon as I turned it on, I noticed that the front turn signals and hazards were not working. This makes my vehicle useless as it is not safe/legal to operate with these components malfunctioning. The vehicle was not left at their shop in this condition and I did not expect to pick it up that way. As only the receptionist was present at the time, I did as she suggested and left with my vehicle. Before leaving, I was told that a manager/owner would contact me the following day. I did not hear from anyone even after repeated calls from my end.
I called the shop and was able to speak with them to inform that work on my vehicle repair was not complete as the installed part was causing a malfunction with the front turn signals and hazard lights. The manager/owner asked that I bring our car back to them on December 17, 2016, so that they could fix the error. I called and spoke with the owner/manager again on December 16, 2016, to verify that my car would be fixed the day I brought it in - as they had already had possession of the vehicle for over a month and I could not afford to leave it there any longer.
I left my car with Ruben's Tires - again - first thing on December 17, 2016. I informed the receptionist that I would be returning for the car before Ruben's Tires closed that day. When I returned to pick up my vehicle, it was exactly where I had left it, unmoved. I was given a diagnosis of, "front turn signals and hazards were not working" - the information I gave when I dropped it off. When I asked the staff what was going to be done about it, I was told that I should expect a call from the owner/manager first thing on December 19, 2016. No calls made to me or returned by them. It was only after receipt of my certified letter to their attention stating my intent to dispute services/parts provided with my credit card company that I was contacted by the owner/manager.
No longer wishing to do business with Ruben's Tires - the time to diagnose and fix coupled with lack of communication made us lose confidence in their ability - , I asked for the receipt of the fuse box as it is needed in order to prove/enforce the warranty on the part with manufacturer and dealer. The owner/manager refused. He stated that he does not have to provide receipts to me or to any clients. That receipts are his property and he will not relinquish it, effectively holding me hostage to only doing business with them regarding the part. Maybe this is because they did not replace my part with a brand new one with warranty, as I was told would be done, and perhaps they replaced it with a used one? They cannot prove it because they will not provide me with a copy of the receipt.
Also, when I asked for the old parts to be returned to me, they stated that it was most likely already disposed of.
