Rao delivered the comfort that only noodle soup can bring on a dreary rainy London day, but I've had better pho. This was more like a Vietnamese/Chinese fusion, as it was missing the typical lime, basil, bean sprouts, and sauce accompaniments. The beef was well done as opposed to rare. Most importantly, the noodles had no bite to them--I found myself questioning whether they were actually flour noodles instead of rice noodles. The betel leaf roll appetizer was fun, with some sort of rice noodle sheet (that I'm not sure how is engineered!) outside the fried leaf wrappers.
