They keep rates lower than over a quarter of the state and whoever is running the budget is a rockstar because they hold those rates practically forever. This place runs like a well oiled machine, providing power even to rural areas during the worst of storms. They are always there providing service to people in the hot sun, freezing rain, snow, sleet, and even forest fires. It happened to be a holiday when I called Greg (Casebeer) and he was out of town, but he spent the better part of an hour on the phone with me diagnosing the problem and having me text him pics. When he returned to town on a Sunday (after a long flight), he came over to our house right away. He used an infrared imager to locate a leak below our floor. This enabled him to have to access the faulty connection, which had cracked. He made the repair, cleaned the system and also taught me a lot about radiant heating systems in the process -- I refer to him as the mad scientist of radiant heating. He told me that the pumps that someone had installed were way too big for our system and although they moved a lot of water, were moving it very inefficiently. He calculated the size of the appropriate pumps (which he let me order on Amazon since their price was below his cost) and he installed them. The system is now more efficient and quieter. Overall, the experience was great and I would absolutely not hesitate to give Greg a call with any issues related to boiler furnaces or radiant systems. Super knowledgeable and good work.

He's extremely experienced, having started in the solar business in 1981, so there really is nothing a roof or house could throw at Brent that he couldn't handle, I think. I got multiple bids including the most highly reviewed/mentioned Portland firms, and his was not the flashiest proposal or largest possible system, but it was straightforward and took the most efficient approach with respect to the tax incentives. And he didn't want to take chances with the final inspection by cramming too many panels on my roof. Another company sized a 7.3kW system and he felt it may not pass code. I also needed a service upgrade from 100 amps to 200 amps coming into the house, and Brent was happy to build that into the project. The sub he used for that was absolutely great and also added a 240V plug in the garage for my EV with no complaints or haggling. In comparison, one of the other companies I talked to really didn't feel like doing the service upgrade, even though I was happy to pay for it. Brent just wanted to do what was needed to give me a great system. He was fast too...from my first contact with him to switching the system on was two months and a couple days. With respect to payment, he takes a very small payment with the signing of the contract and then doesn't even say a word about getting the rest until everything is complete and all inspections are done. When I attempted to explain this fact to her for a third time, citing my many decades of professional experience in the field we were discussing, she implied that I was incompetent because I didn't accept her single, obviously scripted, solution. Here are the breakdowns as of Jan-Feb 2025: 1.) Water fixed charge: $82.71 2.) Surface water charge - local: $6.58 3.) Surface water charge - regional: $2.19 4.) Sewer base charge - local: $11.58 5.) Sewer usage charge - regional: $31.36 6.) Sewer usage charge - local: $6.08 7.) Sewer base charge - regional: $59.04 **NOTE**: in the photos I attached, not all charges appear in this order. Note as well that the fixed water charge increased. In July-August 2024, the charge was $70.40. In Sept-October it was $71.59, and in Nov-Dec it jumped all the way up to $82.72, where it currently sits as of Jan-Feb 2025. The way Tualatin Valley Water District prices their fixed charges is not only unacceptable, it's despicable. I'm a single individual living alone in my household, and I only use ~$20 worth of water bimonthly (give or take depending on the season). Despite this, I'm still stuck with a bill that's incapable of being less than $200. I applied and was approved for the Community Assistance Program (CAP), which I had hoped would ease some of the burden. However, the 20% off only applies to the fixed water charge and water volume charge, the latter of which is my personal water usage, which happens to be the cheapest part of my bill because it's the only charge I can control. The fixed water charge, as mentioned, is $82.72, and 20% off that and my personal usage means I only get about ~$20 off a month. ($82.72 + $20 = $102.72; 20% off that.) Again, I am a single individual living alone in my house. More importantly, not everyone can be approved for CAP or one-time emergency utility assistance through the county. TVWD inevitably tries to justify it as "competitive market pricing that meets demand needs and helps build and maintain your water delivery/storage/treatment system," but even when considering that, there is no reason to set prices this high. None. This is despicable and inexcusable. There is no justification that someone is paying **seven fixed charges totaling $200** without using a single drop of water. When TVWD digs their heels in about it, it not only makes them look worse, it does nothing whatsoever to alleviate the financial strain they are very clearly imposing upon their customers. There's a reason they have 1.6 stars. This company is so deplorable that I encourage everyone to determine who their water/sewer provider is when they are looking to move so they can avoid Tualatin Valley Water District at all costs. That should tell you something. Please, please report TVWD to the Better Business Bureau. Clearly customer complaints aren't enough. TVWD, I hope you can't sleep at night.

They are rude and dismissive and completely negligent when it comes to health and safety. If you want to protect your family (and society at-large) from people who refuse to wear masks during a global pandemic - even when asked to do so - do not hire these people unless you plan to have zero physical contact. I called the company to lodge a complaint against a driver who refused to wear a mask and the response I got was "the rules are changing daily, it's hard to keep up." No. The rules aren't changing. We've all been wearing masks since March of 2020. Get it together and comply or else you will be held accountable for endangering peoples' lives.
