The sign is of what you are not permitted to do when you're in the restaurant. They must have a big problem with guests taking the initiative. I would think for the most part, guests are respectful. Our order was taken fairly quick and we didn't wait very long to be served, however, after we received our order, our server never came to check on us. I would have enjoyed a coffee refill, but she never came back with more coffee. I get they were busy but our server could have at least taken a moment to check on our table.
