Unfortunately my husband responded and took that job. The job was started incorrectly by the 1st guy. Took twice as long as Cesar said it would. Then Cesar refused to pay my husband because my husband could not finish the job because there was *not enough flooring* (which my husband did not know to begin with) and Cesar had to talk to the owners who were out of town before he could order any more flooring and it would be weeks. My husband was never told this in the beginning that he would not be paid upon completion of what he could complete.
