This place is soooo cute!! I have been coming here for a couple years now and I am always so happy when I walk out the door. Kim is my hairstylist (the BEST) and she is so kind, welcoming, and supportive of my hairstyle desires! She always makes sure to get to know my hair (styles, drying, washing routine, etc.) and provides me with many recommendations or resources to help make my hair healthier and stronger. Additionally, the staff here are very friendly and it feels like you are apart of their little family when you go in! I definitely recommend this spot to all my family and friends. A couple things to know about the salon: - They offer many services such as hair (cut, color, blonde-ing, wash, style, etc.), nails, waxing, brow tint & lamination, and they even have a barber in house as well. - This place is definitely kid friendly!! - Most appointments are done through an app/website called Varago, but you can also call in if you aren't sure what to do! We moved to the area August 2024 and after trying a few local stylists and barbers, ended up still driving my kids back to San Diego to see the hair stylist they've been using for the past 9 years. We absolutely love her but the drive was killing me. I'm very particular about how I have my son's hair cut. We tried a couple barbers in the area but the sharp buzz cuts are not my taste. The grow outs were horrible which caused for more frequent (and much shorter cuts than I like). I walked into several (adult) salons inquiring if anyone would be able to take on a specific kids cut. The amount of stylists who do not want to take on that task baffles me. I stopped by HAIRapy Hair Studio and the ladies there said no one had time the next couple days but they referred me to Brandon at another salon. I called him immediately and he got us in within the hour. Brandon at Luxe and Local is a hybrid barber and did a PHENOMENAL job with my son. He took so much time perfecting his hair. Brandon explained to him how his hair grows and falls and was able to cut his hair so he's able to style it to the either side. My son left so happy and says he wants to come back to see Brandon. So happy 10 months later we found ourselves a local stylist for him! Also met the owner (and stylist) who was very nice! Clean, stylish salon. Not sure how I heard about Eugene, but after hitting at least four other salons in Riverside, I was really hoping for somebody who wouldn't butcher my hair. To be fair, Eugene didn't butcher me, but it was a pretty unskilled cut and color. The salon is a dump on a side street near Riverside Plaza. To use the bathroom, you have to go out the back of the salon into the alley way and use a dirty communal bath room. It seemed really unsafe and gave me the creeps. He seems like a nice guy, but he's young and inexperienced and the salon isn't terribly clean and has no kind of look going for it. If you want a trendy cut in an upscale salon, don't go here. read more

I first had Eugene do my hair at Accents in Riverside when my regular stylist was on vacation. I had observed him many times though and saw him do the hair of many women of different ages. It is patently obvious that Eugene "has got it." He opened his own salon in Riverside about 6 months ago on the north side of the Plaza on Merrill. Now I'm a *little older* and rather traditional in my appearance and I need an executive look for my job. He was very sensitive to this. I was extremely pleased with the quality of Eugene's work. Eugene is as good as it gets. He understands hair of all sorts. My hair is super flat and heavy but the way he cuts it maximizes the volume and he styles it beautifully. There are people who understand the technicalities of cutting hair but Eugene has a high level of taste, an eye for detail and a level of professionalism that is way above anyone I have ever entrusted with my hair. I went to Eugene (when he was at Accents) on a recommendation from a friend because I had heard he was good with color. At the time my youngest daughter wanted her hair colored and I wanted someone who was good with color to do it because I didn't want her walking around with purple hair. He did an amazing job styling and highlighting her hair and on the next visit, I had him style my hair too. I was sold after the first haircut and we have been with him ever since. He is a magician with color and over the years has done some beautiful colors on my daughters hair; lights, darks, auburn tints. I wouldn't let him color mine though.....I had never in my entire life had color but I finally gave in last summer and let him color my hair and it absolutley love it. (Wish I would have had him color it years ago!) He has cut our hair in both long and short styles and always does a fabulous job. I love Eugene and ILO Hair! I was referred to Eugene by a work friend and I love him, the salon is so simple and modern and makes you feel welcome. They're constantly making changes to the salon to improve it's beautiful look. I am a more "mature" client, and my hair has started to turn gray at my temples, but the color that he uses covers the gray and gives it a very natural look.
