    I placed an online order and opted to pick it up at the Greendale, WI store. Everything was going…read morewell until I noticed an entry on the receipt that was puzzling. There was a shipping/handling charge ($3.95). What's the problem? Well, their website advertised "Free shipping to store". Upon seeing this I asked the sales clerk about it. She is aware of the JC Penney policy to not having s/h charges for items picked at their stores. Thus began a lengthy, time-consuming chain reaction. The sales clerk tried to summon a manager, a process that took several minutes (note that employees are spread thin here). She too is aware of the "No s/h" policy for items picked up at the store. Both said they hadn't encountered this problem before. One thought a relatively simple process would solve this dilemma, but the other said it couldn't be done (in essence, "return" the item on the spot, then buy it again. Not having a solution, another manager was summoned. After conferring with the other 2 employees and me, she concluded that it would be necessary for me to call one of their 800 numbers. These 3 ladies seemed knowledgeable and competent; however, with no policy or solution in place, there was nothing else they could do. Apologies were made. The Penney's chain needs to have clear-cut directions if this happens, not leave their workers with no guidance. As of now, the burden is placed upon me (the customer). I must spend time calling the 800 number. Not sure if someone there can resolve the issue.Stay tuned for further developments!
