Looks like the white underprint pulled a bit causing a drip outside of the graphic. Called them about it not about the money but on principle after i was told so proudly who they do work for and was absolutely shocked at how the conversation played out. I got played for pennies. Basically he couldn't get passed the idea of it being on his end, cop-out statement. "I didn't create the file" so regardless of how the file was i sent this guy his arrogance was going to be in the way, he took zero responsibility for what was clearly a printer malfunction. You can see by the photo the inconsistent white underprint and the registration that is off, POOP. I had run a bulk of the project with a company overseas and was not happy due to some minor banding slight registration issues. At the end of the conversation, he said he could see where the problem really was. I don't want to make this into a bigger deal than it is but i'd look for other options because if they drop the ball you're eating it.
