I'm no lawyer, but I believe that falls under false advertising! Honestly, the price isn't even the problem here. The issue is this poor management! I'd pay triple for an item I wanted if it was originally priced as such. But to change sticker prices mid-transaction because you think you can get more out of it is bad salesmanship!
