    A womxns, low barrier, emergency shelter that has top and bottom bunk beds, and a pet friendly…read moresection for those with service or support animals going into homelessness. It has been a major stepping stone for decades to get womxn off the street in Spokane, stay safe and get help. Some staff are well experienced with some of the same struggles as shelter guests, and these ones generally care deeply about helping the community. The whole property has decent camera coverage and caring security also. The new building and program management has shown problems with planning, budgeting, and support. The shelter's courtyard modernist fence has gaps between its boards that allow people to see, talk, and pass things through. It's been jumped multiple times and creeps will walk or drive up to it to spy on guests and ask people about who is staying there. The building and neighborhood has been the scene of squalor, plus plenty of petty and horrific crimes. People and pets have been seriously hurt or traumatized here or nearby. Setting proper rules and restrictions, and enforcing them has been a huge problem, while its progress is slowed down by senseless bureaucracy and stubbornness. Sometimes there's minimal leeway for some people with dietary restrictions and people go hungry here. Some of the stuff served is barely filling if edible. They have problems getting and retaining staff because they constantly have them dealing with overly stressful situations, often caused by unnecessary drama and abuse that shouldn't have been tolerated. The better staff get burnt out and are crutches for a failing workforce that barely shows up and isn't up to the task at hand. A lot of the staff now are lazy, doing the bare minimum for their paycheck and playing dumb about they're rules and expectations, while others are extremely narcissistic and have perverse power trips while abusing and twisting every situation to hurt people more. Some staff have had scandalous problems with each other and residents. There's very little accountability for bad staff, especially with how stretched thin they are. Some let the stress get to them very negatively, becoming apathetic, neglectful, rude, or down right abusive. Many staff pick favorites and bend rules, while they and other guests get away with absurd acts of theft, racism, homophobia, and drug, verbal, and sometimes physical abuse. They have let major thieves back in multiple times and are just enabling them to hurt this place more. I've heard multiple staff laughing and joking about kicking people out to die in the cold or suffer the insanity in the streets of this town. So many staff and residents appear untouchable and are just let loose to abuse as they please. They'll pick on the elderly, sick, disabled, neurodivergents, and lgbtq+ people there. I don't get how they can kick vulnerable and innocent people out, but let those who constantly steal, and abuse drugs and other people and animals back in as much as they do. As a non binary person I suffered so much targeted theft, verbal abuse, stalking, constant death threats and have been bullied and abused by staff multiple times. They've moved guests into filthy places with pest infestations already present, and said they should have expected this since their moving into low income housing. They constantly let cisgender men and registered sex offenders of both sexes inside, despite there being some youth in the apartments above. They need to have more common sense about the dangerous people they continuously let in carelessly. And their case managers keep trying to move sex offenders into buildings with youth. And despite all of this, Hope House is better than a lot of other shelters and programs in the area. It's a shame that it feels like the bare minimum is done sometimes and a lot of stuff gets sweeped under the rug. This place shouldn't have its history and mission squandered or ended. It has helped so many before, now, and can in the future. It just needs major revamps and restructuring if it's to continue on helping how it's supposed to.
